HomeMy WebLinkAboutNo 102 Establishing a Recreation Board for the Village of Maplewood and Defining Its Powers and DutiesORDINANCE NO. 102 AN ORDINANCE ESTABLISHING A RECREATION BOARD FOR THE VILLAGE OF I1:4APLEW00D AND DEFINING ITS PO`+VERS AND DUTIES. THE VILLAGE COUNCIL OF ME,' VILLAGE OF MAPLE"WOOD DOES ORDAIN AS FOLLOWS: Section 1. A Village Board of Recreation consisting of nine. (9) members to be appointed by the Village Council is hereby created. Section 2. The first members of the Board of Recreation shall be appointed as follows: Three(3) members for a term of one (1) year;three(3) members for a term of two (2) gears, and three (3) members for a term of three (3) years, the unexnired portion of the year in which these appointments are made shall be considered as one (1) year. As the terms expire, all appointments thereafter shall be for a term of three (3) years and said appointments shall be made at the first meeting January of each year. Section 3. After appointment, the Board shall organize, for the purpose of doing business, and elect from among its members a chairman and a secretary. After the Board has organized, it shall adopt its own rules of order and by-laws for purpose of procedure and shall provide therein for its date of meeting, provided that it shall meet at least once each month. Section 4. Members of the Board of Recreation shall serve without compen- sationi :lection 5. The Board of Recreation shall have the power: To establish recreation policy of the Village to the extent that the primary power of the Village Council with reference to such policy is delegated to the said Board by the Council, to administer recreation policy, to provide for the supervision of all recreation areas, facilities, services and programs for all types of ?public recreation, to conduct recreation activities and provide for the payment for necessary supervision incidental thereto on grounds and properties owned or controlled by the Village or on other pro.nerties provision for the use of which has been made with owners or other persons in possession of such property, to establish qualifications for the employment of all personnel hired to do recreation work within the Village, to recommend to the Village Council rates of compensation for such personnel, including a Director of Recreation and such other assistants, supervisors, leaders or other employees which the Board deems necessary for efficient administration and conduct of public recreation program, subject to the budget as established by the Ville Council. Section 6. The Recreation Board may receive and disburse funds for ordinary operations of its duties and functions under this ordinance, providing that all such fiscal activity shall be subject to statutory control as required by the laws of Minnesota and imposed upon the Village Council pursuant to such laws; and, also, subject to the requirement that such financial reports shall `. be periodically rendered to the Village Council as the Council may order. Section 7. The Recreation Board may appoint citizens committees in an advisory capacity for the purpose of assisting the Board in determining recreation policy for the Village. Section 8. The Council of the Village of Maplewood may establish such rules and regulations for the administration of this ordinance as it may deem necessary and may delegate such rule making authority to the Recreatnn Board and the Board shall have power to make such rules and regulations pursuant to delegated authority as it deems necessary for the purpose of performing its duties and duties as herein set forth. Section 9. This ordinance shall take effect and be in force upon its passage and publication. Passed the Council this ,� / day of March, 1960. Mayor.
