2. ROLL CALL
Present: Chair Ron Cockriel, Vice Chair Richard Currie, Commissioners Lu Aurelius, Pete Boulay, Bob
Creager, AI Galbraith, Liaison Dave Fisher and Recorder Lois Behm.
Caleb Anderson arrived at 8:15 p.m.
3. APPROVAL OF AGENDA
Richard moved to approve the Aaenda as presented. AI seconded. Aves - all.
4. APPROVAL OF MINUTES
a. June 18. 2009 HPC Minutes
Pete requested correction of Item 9, c, pp2:
Pete reported that the Post Office was originally in the train depot then later inside the Faust grocery
store on the north side of Frost Avenue fRew which was replaced in the 1960s bv the building which
houses the Maplewood bakery and other businessesj.
AI moved approval of the minutes as corrected. Bob seconded. Aves - all.
5. Chair Opening Statements/Presentations
Ron noted the upcoming Taste of Maplewood on August 13 from 4:00 - 9:00 P.M., on the Community
Center Campus. The event will include a petting zoo and pony rides, many activities and games for
children and adults as well as food booths and adult beverage tents, music, prizes and games, and a
market place with treasures to purchase.
The other upcoming event is the 16th National Night Out on Tuesday August 4th. Residents are
encouraged to contact City Hall for information about setting up neighborhood participation.
6. OLD BUSINESS
a. Proposed Historical Preservation Commission Survey List
Ron reminded everyone about the map received at the last meeting and that it had been divided by the
group into areas for them to check to confirm the buildings were still there. There was also discussion
of the criteria to be used in evaluating the property.
Ron said he had gone through his group and found that all but one were still there and asked if anyone
else had been able to do so.
Richard reported he had done the west section and found one that was not in the list and all the rest
were still standing.
Pete stated that when he looked around his area he thought of the binder done in 1997 and hopes a
copy of it could be provided to all the commissioners, then updating it with current information about the
present condition and anything else we can learn.
Richard produced a copy of the original list, which includes location, year built, whether a picture was
obtained, if the owner had received a Century Plaque, and property information available at the time,
including the Property Identification Number (PIN).
Pete affirmed that the yellow dots on the map show the locations of the houses on the map and that, as
far as he has seen so far, all the houses in the Gladstone area are still there.
Bob stated that the yellow dot for #46 (Ledo house, 1480 Sterling Street) was in the wrong place - north
of Larpenteur - when it should be south, which is now a cui de sac of newer homes. It was
established that since the house has been demolished it will be shown that way, either on this map or
on a future map of former sites.
Ron mentioned that 2410 Carver Ave (#60), and #80, the Schlompka House, are also gone, and
Pete added that #24, the Oswald house at County Road C & Hazelwood, is also gone.
Pete also said #94, the Northernaire Motel, needs to specify the "Motel" sign and the "Cocktails" sign as
the building itself is probably not historic, but the signs are the last remaining examples of the 1950s
signage along Highway 61 now that the "Countryview Golf" signs are gone. The "Tourist Cabins" sign
is gone from its original location but has been saved by the Minnesota Historical Society and is on
display there. The Maple Leaf Drive-In is gone in addition to, #85, #28 (Haijeck Farm), and #15 are
gone.
Richard said #6 on McMenemy is still there - the church was built in front of it - but mentioned that some
houses on McMenemy probably should also be on the map, but are not, and need to be checked on as
well as a farm that was on Downs, between Adolphus and Jackson.
Ron pointed out that the house at 2492 Highwood (#52), which is already on the list, has a barn that
appears to be old enough to be included and the owners should be contacted for more information.
After additional discussion, it was decided that determination criteria could be discussed at the next
meeting.
Dave pointed out that care must be taken in developing the criteria, as the ordinance will have long-term
effects on the residents.
b. Proposed Historical Preservation Ordinance Amendment
Dave said he had finally been able to talk to Mike Koop who suggested changing "Historical" to
"Heritage" as the State Society is trying to be promote consistency among all commissions for Certified
Local Government status. No objections were heard.
Mr. Koop also said the following terms used in the Section 2-93 (c) of the proposed ordinance: (1) New
construction (2) Move a building (3) Excavation (4) Demolition; need to be defined in more detail.
Discussion followed and reached a consensus
Ron said he would prefer go for following the spirit and intent of the ordinance rather than strict
adherence to allow for what the property owner might be able to do, relative to the availability of
materials or what might or might not work in a particular instance.
Bob said he felt a fifth term, Remodel, should be added to the group.
Dave will make the change and insert a definition as needed.
In Section 2-90 (b) discussion reached consensus for the indicated change in the following sentence:
If available, one member of the Commission must be a designated representative of the Ramsey
County Historical Society, eF and the City will pay for a membership for the Commission Chairpersen.
Commission membership.
Richard raised the issue of whether the Commissioners would be able to interview applicants and make
a recommendation to the Council regarding appointments. After discussion it was agreed the Council
would interview and appoint new commissioners.
c. Time Capsule
Richard moved to delav this item until Caleb's arrival. Aves - all.
7. NEW BUSINESS
a. Centurv Trails Apartments - Common Bond Communities
Dave displayed the picture of the 40-unit apartment building on the Priory property, and asked if the
commissioners had any comments because the Priory is a historical site.
Richard said he believed that in previous discussions the Commission asked that the new buildings be
consistent in style to the original Priory building, but in looking at the past minutes, he said he had only
found his request for some type of historical signage.
Ron responded that he remembered some discussions about the appearance, and felt that because
the new Monastary construction incorporated some features and materials from the original one he
thought as much had been done as could be and they do kind of match up.
Dave mentioned that he felt the Design Review Board may have some architectural comment about it,
and asked if there was anything he needed to take back to Tom Ekstrand.
Richard again mentioned the signage, Dave asked where it should be, and Pete suggested by the
Peace Pole.
Approval of the proposal was moved. seconded. Vote - Aves - all.
8. VISITOR PRESENTATIONS - None
9. COMMISSION PRESENTATIONS
Lu said she has received nothing new from the Ramsey County Historical Society.
Richard brought up, as a matter of interest, an item from a 1972 copy of the Parkside neighborhood
newsletter stating that Ramsey County had purchased, subject to a Life Estate, the 8-acre Luben
Nursery property on Arcade, near Roselawn and Hy. 61 to be used as an arboretum and they would
begin planting the 35 species of trees immediately. To date, nothing has been done on the site except
there is a spot for a campfire.
Richard also brought up, as information, the fact that although the Historical Society has obtained
written permission from 2 locations for off-site parking during events, the Planning Commission has
decided that events at the Bruentrup Heritage Farm must be limited to on-site parking. He said that
since the City owns the property he feels the City should enlarge the parking space available there.
Lu said she thought that was something the Historical Society should be working on, not the
Commission.
a. Maplewood Historical Society Update
Richard reported that Johnny Appleseed Day is Saturday, August 15, from 11 :00 - 3:00.
Lois mentioned that there was a Board Meeting on Wednesday but its only purpose was to discuss the
request for Charitable Gambling Funds.
Dave said the work on the barn is nearing completion and that the State has paid out 80% of the grant
money. He is working with Bill, George and Sandy Dicke to get all the paperwork finished and the
balance of the Grant will be paid when all the work is completed.
Dave also reported that the Resolution of Support for the Maplewood Area Historical Society and the
10th anniversary of saving the farm will be on the Agenda for the next City Council meeting, July 27th.
Lois mentioned that the barn painting is nearly done, and looks great.
Ron said he was at the Farm and learned from the man who is the painting the barn and the process
and paint being used is historically authentic; there is a family north of Hugo who makes it in individual
batches, using five different authentic oils and ground stone and gets the desired color. The man who
is painting also painted the barn about 35 years ago, when it was at its' original site at White Bear and
Lydia. Ron has asked for the formula for the paint and some information about the family.

Ron asked if anyone had any changes or additions to the proclamation. The changes agreed on are
shown as deletions struck out and additions underlined.
OFFICIAL PROCLAMATION
Whereas: The City of Maplewood, having been incorporated in 1957, and having been originally
founded as New Canada and McLean Township2 in 1858;
Whereas: The City of Maplewood, having significant historical assets, including the Bruentrup Heritaqe
Farm, the Ramsey County Poor Farm, the Roselawn Forest Lawn Cemetery Mausoleum, numerous
artifacts, sites of archeological interest, open spaces, and documented personal historical accounts;
Whereas: The Historical Preservation Commission, with the assistance of Maplewood City staff and
volunteers, businesses, citizens, and the Maplewood Area Historical Society, having gathered
documents, brochures, personal historical accounts, and a vast amount of items, that strongly provide a
glimpse into our Gities City's past and the present;
Whereas: The Time Capsule will be opened in 2057, our City's 100th Anniversarv;
Whereas: The Time Capsule being complete, and ready for sealing;
Now, therefore, be it known: That the Maplewood City Council officially recognizes the sealing of the
time capsule, on this day, Monday, August 24, 2009.

INTRODUCTION
At the July 16, 2009, Historical Preservation Commission (HPC) meeting the HPC reviewed the
proposed HPC ordinance amendment and made comments and recommended changes. Staff has
made the changes for HPC's review. Enclosed is a copy of the draft amendment from the July 16,
2009, meeting and a revised draft amendment.
DISCUSSION
The proposed HPC Ordinance amendment has the following changes:
Change Historical to Heritaqe throughout the document. This is something the MNHS is
trying to do throughout the state.
Modify Section 2-93 (c) Added remodel and provided definitions for new construction,
remodel, move a building, excavation and demolition.
Modify Section 2-93 (e) Standards and guidelines.
Staff has provided a copy of the proposed HPC Ordinance amendment from the July 16, 2009
HPC meeting and the revised proposed HPC Ordinance for your review and comments.
RECOMMENDATION
Staff recommends the HPC review the revised proposed HPC Ordinance amendment and offer
feedback and direction.

AN ORDINANCE AMENDING THE MAPLEWOOD
HISTORICAL HERITAGE PRESERVATION COMMISSION
The Maplewood City Council approves the following changes to the Maplewood
Code of Ordinances:
Section 1. This amendment revises Sections 2-87 to 2-91 (Historical Heritaqe
Preservation Commission) (additions are underlined and deletions are stricken):
DIVISION 4. HISTORICI\L HERITAGE PRESERVATION COMMISSION
("Commission")
Section 2-87 Authority for Establishment.
There is hereby established for the City a Historical Heritaqe Preservation
Commission as an independent board to the City Council, as provided in Minnesota
Statutes Annotated Sections 471.193 and 138.51.
Section 2-88. Statement of public policy and purpose.
It is hereby declared by the City Council that it is the public policy of the City
te engage in a comprehensive program of historic preservation and to promote the
use and conservation of historic properties for the education, inspiration, pleasure
and enrichment of the citizens ef this .^.rea. The purpose of this division creating
the Commission is to secure for all citizens of Maplewood the opportunity to
preserve and promote its historic resources through the dissemination of knowledge
about the area'c history.
The City Council hereby declares as a matter of public policy that the protection,
preservation, perpetuation and use of places, areas, buildinqs, structures and other
objects havinq a special historical, community or aesthetic interest or value is a
public necessity and is required in the interest of the people. The purpose of this
Chapter is to:
{ill Safequard the cultural resources of the City by preservinq sites, structures,
districts and landmarks which reflect elements of the City's cultural, social,
economic, political or architectural historv;
f.I2l Protect and enhance the City's attractions to residents and visitors;

fgl Foster civic pride in the beauty and notable achievements of the past:
f9l Enhance the visual and aesthetic character, diversity and interest of the City;
and
l&l Promote the use and preservation of historic sites and landmarks for the
education and qeneral welfare of the people of the City.
Section 2.89. Advisory body.
All actions of the Commission shall be in the nature of recommendations to the City
Council, and said Commission shall have no final authority with reference to any
matters, except as the Council may lawfully delegate authority to it.
Section 2-90. Composition; Appointment; Qualifications; Terms.
(a) The Historical Heritaoe Commission shall be composed of seven (7)
members appointed by the City Council, who shall be residents of the City, and
shall be selected to assure that the Commission is representative of the various
areas of the City and responsive to the needs of the people.
(b) Commission membership shall be drawn from persons with demonstrated
interest and/or expertise in historic preservation. If available in the community, at
least two members of the Commission shall be preservation-related professionals
(including the professions of history, architecture, architectural history, archeology,
planning, real estate, design, building trades, landscape architecture, or law). If
available, one member of the Commission must be a designated representative of
the Ramsey County Historical Society, or the City will pay for a membership for the
Commission Chairperson.
(c) Specific disciplines and professional qualifications must be represented on
the Commission (or professional expertise must be sought) when the Commission
is considering nominations to the National Register of Historic Places (see Section
X-XX, part x, for the nomination process) and other actions that will impact
properties which are normally evaluated by a professional in such a discipline.
(d) The City of Maplewood will advertise for nominations to fill vacancies on the
Commission. The City Council Commission members will interview nominees afl€I
recommend new members to the City Council baced on the following factors:
(1) Interest and/or experience in history and historic preservation;
(2) -i !f possible, a resident from an area of the city (West, North/Central,
South) that has a vacancy on the Commission; otherwise, an "at
large" member;
(3) i-!f possible, a resident who represents specific disciplines or

professional qualifications (as noted above) if such vacancies exist on
the Commission.
(e) The unexpired portion of the year in which appointments are made shall be
considered as one year. All terms shall expire on December 31 of the year in which
the appointment terminates. As the terms expire, all appointments thereafter shall
be for a term of 3 years. After the terms of the current members expire, all
appointments and reappointments shall be three-year appointments.
Section. 2-91. Officers Generally.
The chairperson and vice-chairperson of the Commission shall be elected by
the Commission at the first meeting in January of each year from among the
members of the Commission. The Chairperson shall be responsible for calling and
presiding over all meetings and shall be entitled to an equal vote with other
members of the Commission. If the Chairperson is unable to attend a meeting, the
vice-chairperson shall conduct the meeting.
Section 2-92. Desiqnation of historic sites and landmarks.
.@} Procedures: The City Council, upon the request of the Commission, may by
resolution desiqnate an historic site, landmark, or district. Prior to such desiqnation,
the city council shall hold a public hearinq, notice of which shall be published at
least ten (10) days prior to the date of the hearinq. Notice of the hearinq shall also
be mailed to all owners of property which is proposed to be desiqnated as an
historic site, landmark or district and to all property owners within five hundred (500)
feet of the boundarv of the area to be desiqnated. Every nomination shall be
forwarded to the Minnesota Historical Society for review and comment within sixty
(60) days of the Commission's request.
f.I2l Eliqibility criteria: In considerinq the desiqnation of any area, site, place,
district, buildinq or structure in the city as an historic site, landmark, or district the
Commission shall consider the followinq factors with respect to eliqibility:
ill Its character, interest or value as part of the history or cultural heritaqe
of the City, the State or the United States:
ill Its association with persons or events that have made a siqnificant
contribution to the cultural heritaqe of the City:
m Its potential to yield information important in history or prehistory:
f1l Its embodiment of distinquishinq characteristics of architectural type
or style, or elements of desiqn, detail materials or craftsmanship: and
.@l Its unique location or sinqular physical appearance representinq an

established or familiar visual feature of a neiqhborhood or community
of the City.
Section 2-93. Alterations to landmarks, sites or districts; review.
.@} Review and recommendations qenerally: The Commission shall review and
make recommendations to the Council concerninq proposed alterations to an
historic site, landmark or district.
f.I2l Land use permit: Every application for a land use permit which may result in
the alteration of a desiqnated historic site, landmark or district in the City shall be
reviewed by the Commission: thereafter, the Commission shall make a
recommendation and may recommend conditions reqardinq approval to the City
Council concerninq the proposed permit.
fgl Other buildinq permits: The Commission shall review and make
recommendations to the Council concerninq the issuance of buildinq permits to do
any of the followinq in a historic district or State desiqnated historic site:
ill New construction.
ill Move a buildinq.
m Excavation.
f1l Demolition.
f9l Factors considered: The Commission, upon receipt of the permit application
and plans, shall determine if the work to be performed adversely affects the
desiqnated historic site, landmark or district. In determininq whether or not there is
an adverse effect to the historic site, landmark, or district the Commission shall
consider the followinq factors:
ill Whether the work will siqnificantly alter the appearance of the buildinq
or structure so as to remove the features which distinquish the historic site,
landmark or district as a siqnificant cultural resource.
ill Whether the use of the property will destroy, disturb or endanqer a
known or suspected archaeoloqical feature site.
l&l Standards and quidelines: The Comprehensive Cultural Resource
Manaqement Plan adopted by the City shall be the authoritative quide to reviewinq
permits in relation to desiqnated historic sites, landmarks and historic districts. The
Secretary of the Interior's Standards and Guidelines for.^.rcheoloqy and Historic
Preservation shall be the required basis for permit used to review decisions
historic orooertv.
ill Appeals: Any party aqqrieved by a decision of the Commission shall within
ten (10) days of the Commission's action approvinq or denyinq the issuance of a

buildinq permit within a historic district have a riqht to appeal such decision to the
City Council. The Commission in denyinq a buildinq permit shall advise the
applicant of his/her riqht to appeal to the City Council. The aqqrieved party shall file
with the Buildinq Official a written notice requestinq Council review of the action
taken by the Commission.
Section 2.93. Maintenance of records and documents.
The Commission shall conduct a continuinq survey of cultural resources in
the City which the Commission has reason to believe are or will be eliqible for
desiqnation as historic sites, landmarks or districts. The Commission shall also
prepare and maintain a Comprehensive map and survey.
.@} Reqister of Historic Sites and Landmarks: The City shall maintain a reqister
of historic sites and landmarks.
f.I2l Repository for Documents: The office of the Buildinq Official is desiqnated at
the repository for all studies, surveys, reports, proqrams, and desiqnations of
historic sites and landmarks.
Section 2.94. Violation.
It shall be a misdemeanor to alter, disturb, deface or materially chanqe the
appearance or use of a desiqnated historic site, landmark, or district without a
permit.
Section 2. This ordinance shall take effect after the city publishes it in the official
newspaper.

Section 2-93. Alterations to landmarks, sites or districts: review.
.@} Review and recommendations qenerally: The Commission shall review and
make recommendations to the Council concerninq proposed alterations to an
historic site, landmark or district.
f.I2l Land use permit: Every application for a land use permit which may result in
the alteration of a desiqnated historic site, landmark or district in the City shall be
reviewed by the Commission: thereafter, the Commission shall make a
recommendation and may recommend conditions reqardinq approval to the City

Council concerninq the proposed permit.
fgl Other buildinq permits: The Commission shall review and make
recommendations to the Council concerninq the issuance of buildinq permits to do
any of the followinq in a historic district or State desiqnated historic site:
(1) New construction - New buildinq or new addition to an existinq buildinq
(2) Remodel - Alter, chanqe or modify buildinq or site
(3) Move a buildinq - Buildinq or structure moved into the city.
(4) Excavation - Diq out materials from the qround.
(5) Demolition - Destroy, remove or raze - completely tear down
f9l Factors considered: The Commission, upon receipt of the permit application
and plans, shall determine if the work to be performed adversely affects the
desiqnated historic site, landmark or district. In determininq whether or not there is
an adverse effect to the historic site, landmark, or district the Commission shall
consider the followinq factors:
ill Whether the work will siqnificantly alter the appearance of the buildinq
or structure so as to remove the features which distinquish the historic site,
landmark or district as a siqnificant cultural resource.
ill Whether the use of the property will destroy, disturb or endanqer a
known or suspected archaeoloqical feature site.
l&l Standards and quidelines: The Comprehensive Cultural Resource
Manaqement Plan adopted by the City shall be the authoritative quide to reviewinq
permits in relation to desiqnated historic sites, landmarks and historic districts. The

ill Appeals: Any party aqqrieved by a decision of the Commission shall within
ten (10) days of the Commission's action approvinq or denyinq the issuance of a
buildinq permit within a historic district have a riqht to appeal such decision to the
City Council. The Commission in denyinq a buildinq permit shall advise the
applicant of his/her riqht to appeal to the City Council. The aqqrieved party shall file
with the Buildinq Official a written notice reQuestinq Council review of the action
taken by the Commission.
Section 2.93. Maintenance of records and documents.
The Commission shall conduct a continuinq survey of cultural resources in
the City which the Commission has reason to believe are or will be eliqible for
desiqnation as historic sites, landmarks or districts. The Commission shall also
prepare and maintain a Comprehensive map and survey.

@l Reqister of Historic Sites and Landmarks: The City shall maintain a reqister
of historic sites and landmarks.
f.I2l Repository for Documents: The office of the Buildinq Official is desiqnated at
the repository for all studies, surveys, reports, proqrams, and desiqnations of
historic sites and landmarks.
Section 2.94. Violation.
It shall be a misdemeanor to alter, disturb, deface or materially chanqe the
appearance or use of a desiqnated historic site, landmark, or district without a
permit.
Section 2. This ordinance shall take effect after the city publishes it in the official
newspaper.

Council Consider Official Time Capsule Proclamation
August 14, 2009
INTRODUCTION
The original time capsule was removed from the cornerstone at the previous City Hall at 1380
Frost Avenue in February, 1997. It was damaged during the removal so it was opened and its
contents were inventoried and announced at the 50th anniversary celebration at the Community
Center that same month. The plan was to have it re-sealed and placed with a new capsule,
both to be opened in 2057, the City's 100th anniversary.
From that time on, there were several announcements during HPC meetings inviting residents,
businesses and organizations to provide historical items, stories, member lists, etc., to be
placed in the new time capsule. The two capsules would then be presented to the City Council
for placement in a secure location at the current City Hall until 2057.
RECOMMENDATION
It is recommended that the City Council approve the attached proclamation and officially seal
the time capsule, take possession of the time capsule and have the time capsule reopened in
2057.

Whereas: The City of Maplewood, having been incorporated in 1957, and having been
originally founded as New Canada and McLean Townships in 1858;
Whereas: The City of Maplewood, having significant historical assets, including the
Bruentrup Heritage Farm, the Ramsey County Poor Farm, the Forest Lawn Cemetery
Mausoleum, numerous artifacts, sites of archeological interest, open spaces, and
documented personal historical accounts;
Whereas: The Historical Preservation Commission, with the assistance of Maplewood
City staff and volunteers, businesses, citizens, and the Maplewood Area Historical
Society, having gathered documents, brochures, personal historical accounts, and a
vast amount of items, that strongly provide a glimpse into our City's past and the
present;
Whereas: The Time Capsule will be opened in 2057, our City's 100th Anniversary:

Now, therefore, be it known: That the Maplewood City Council officially recognizes the
