~ A. CALL TO ORDER
A regular meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:32 P,M. by Mayor Greavu.

C. APPROVAL OF MINUTES
1. Minutes of Meeting No. 80-19 (July 31, 1980)
Councilman Anderson moved to approve the Minutes of Meeting No. 80-19 (July 31, 1980)
as submitted.

~ D. APPROVAL OF AGENDA
~ Mayor Greavu moved to approve the Agenda as amended:
1. Ordinance - Fix streets after utility construction

1. Ida Meister,- Cope Avenue Assessments
a. Manager Evans presented the staff report with the recommendation that the

assessment for the Ida Meister property that was adopted by council on July 31,
1980 not be changed.
b. Mr. John Kavanagh Contract Purcahser of the property and Mr. John Daubney,
attorney representing Mr. Kavanagh, spoke on behalf of deferring the assessment.
c. Councilman Anderson moved that the assessment for the Ida Meister property
on Cope Avenue (Code No. 57 63100 030 11) remain as adopted.
Seconded by Councilman Nelson. Ayes - all.
2. Emergency Preparedness
a. Manager Evans stated the 1980 budget for Emergency Preparedness Director
it reflects the $140 per month paid the previous director. The original 1980 budget
provided for $373 per month, but was redistributed when a car was provided the
Director to cover those costs. If Council wishes to pay $500 a month to the new
director, it would require a transfer of $700 for the rest of 1980.
~ In addition the 1981 budget which is in the process of being compiled for you
provides only $1680 for the Director's salary. On the same basis it would require
1 an increase by Council of $4,320. ,The '81 budget also proposes a reduction in
clerical wages from $15,195 to $2,550.
~ This is based on a change from a full-time Clerk-Steno II to a 1/2 time Clerk
Typist lA. The latter position title is the same as that of other clerical help
~ in the police department. The holder of the position has in the past worked two
~ hours for the police department. It is proposed to continue this and an addit-
Tonal $2,550 has been placed in the 1981 police budget.
~ Inasmuch as a new director has been appointed, I felt it was appropriate to point
out the major changes proposed for 1981 for your consideration.

b. Councilman Bastian moved to establish a pay range for the position of Director
of Emergency Preparedness and set the salary at $300 per month plus the use of
a City owned vehicle described as a 1978 Pontiac for Mr. Larry Cude effective
August 22, 1980 (use of car to be reviewed).
Seconded by Councilman Anderson. Ayes - all.

~ 1. Tree Assessments
a. Councilman Nelson questioned if there was a longer period to pay for a tree
assessment than 5 years. He requested staff to investigate.

2. Ordinance - Fix Streets after utility services

a. Councilman Anderson questioned if the City had an ordinance that required
Contractors to fix the streets after they had installed utilities.

b. Staff will investigate.

3. Anderson Property - Howard Storm Sewer
~ a. Councilman Anderson questioned if something could be done to help Andy
~ Anderson with the problems he is experiencing with the ponding next to his
property. It has become a "catch-all" for debris.
b. Staff will investigate.

1. Higher Education for Policeperson
a. Manager Evans stated he had received a request from one of the Police Ser-
- geants for payment of tuition and books for courses he is taking to obtain his
! Masters Degree.
b. Council denied the request.
