A. CALL TO ORDER
A meeting of the City Council was held in the Council Chambers, at the
Municipal Building, and was called to order at 7:17 P. M. by Mayor Cardinal.

A moment of silence was held in memory of former School District 622 Superintendent
Mike YVhite who passed away on November 29, 2003.
D. APPROVAL OF AGENDA
Councilmember Wasiluk moved to approve the agenda as submitted.

E. PUBLIC HEARING
1. Proposed 2004 Budget and Tax Levy
a. City Manager Fursman presented the report.

b. Finance Director Faust presented a short video highlighting key points of
the 2004 Proposed Budget.
a City Manager Fursman and Finance Director Faust provided further
specifics and answered council questions.
d. Mayor Cardinal opened the public hearing. The following persons were
