CALL TO ORDER A meeting of the City Council was held in the City Hall Council Chambers and was called to order at 4:30 p.m. by Mayor Longrie. This meeting is a continuance of the September 10, 2007, city council meeting. New Business Items L5, L6, L8, L9, Council Presentation Items M1 and M2, and Administrative Presentations N1, will be discussed at this meeting. PLEDGE OF ALLEGIANCE ROLL CALL Diana Longrie, Mayor Rebecca Cave, Councilmember Erik Hjelle, Councilmember Kathleen Juenemann, Councilmember Will Rossbach, Councilmember Present Present at 4:45 p.m. Present Present Present NEW BUSINESS 5. Preliminary Approval of Proposed Tax Levy Payable in 2008 a. Finance and Administration Manager, Robert Mittet gave the report and answered questions of the budget. b. Public Works Director, Chuck Ahl answered questions of the council. c. City Clerk, Karen Guilfoile answered questions of the council. Councilmember Cave moved to set the maximum tax levy for 2007-2008 at $15,546,450, which is Seconded Mayor Longrie. Ayes -Mayor Longrie, Councilmembers Cave, Hjelle Navs -Juenemann, Rossbach Af 5:25 p.m. the city council recessed the meeting fo convene fo the special meeting for the purpose of Canvassing the Primary Election Results of September 11, 2007. The continuation of the city council meeting reconvened at 5:28 p.m. 6. Set Public Hearing Dates on Proposed 2008 Budget and Property Tax Levy a. Finance and Administration Manager, Robert Mittet gave the report. Councilmember Cave moved to approve holding the proposed 2008 Budget and Property Tax Levy hearing, regardless of the exemption, on Monday, December 3, 2007, and December 10, 2007, at 7:00 p.m. Seconded by Mayor Longrie. Ayes -All September 13, 2007, City Council Meeting Proposal for Scheduling City Council Public Hearings in the Future a. City Manager, Greg Copeland gave the report. Councilmember Hjelle moved to change the order of the city council agenda and move public hearings ahead of visitor presentations. This change shall be made in the Maplewood Policies and Procedures Manual. Seconded by Councilmember Cave. Ayes -Councilmembers Cave, Hjelle, Juenemann, Rossbach, -Mayor Longrie 9. Discussion on City Council Policy Regarding City Commission Membership Councilmember Hjelle moved to table the Discussion on City Council Policy Regarding City Commission Membership. Seconded by Councilmember Cave. Ayes -All M. COUNCIL PRESENTATIONS Police Department Promotion Procedures Councilmember Rossbach requested this discussion at the September 10, 2007, city council meeting when Chief Thomalla was present. Councilmember Rossbach wanted Chief Thomalla to describe the process of promoting a member of the Maplewood police department. Because Chief Thomalla was not present at this meeting Councilmember Rossbach recommended this agenda item be put on the next agenda. Appreciation Boat Trip for the Fire Fighters Councilmember Hjelle discussed the Appreciation Boat Trip for the Fire Fighters which was held Saturday, September 8, 2007, on the St. Croix River. Mayor Longrie and Councilmembers Cave and Juenemann attended the appreciation event for the fire fighters. Councilmember Hjelle said he had received a phone call from a Maplewood resident who had complained that because there were three Councilmembers on the boat it could be construed as an open meeting violation. Councilmember Hjelle asked if the City Attorney could explain an open meeting violation. City Attorney, Alan Kantrud clarified what an open meeting violation was and clarified that non city government meetings such as the boat trip, are not a violation of the open meeting law. N. ADMINISTRATIVE PRESENTATIONS City Manager Copeland -Council Communications with Staff City Manager, Copeland meant for this item to be discussed September 10, 2007, prior to the City Council election on September 11, 2007. Therefore, because the date had passed there was no need to further discuss the item. G. ADJOURNMENT Mayor Longrie adjourned the meeting at 5:45 p.m. September 13, 2007, City Council Meeting 2
