CALL TO ORDER A meeting of the City Council was held in the City Hall Council Chambers and was called to order at 7:00 by Mayor Abrams. B. PLEDGE OF ALLEGIANCE C. ROLL CALL Marylee Abrams, Mayor Present Rebecca Cave, Councilmember Absent Kathleen Juenemann, Councilmember Present Chonburi Lee, Councilmember Present Nikki Villavicencio, Councilmember Present Mayor Abrams welcomed new City Manager Mike Sable. City Manager Sable expressed appreciation for being back to the City of Maplewood and conveyed looking forward to working with the council and community members. D. APPROVAL OF AGENDA Councilmember Lee moved to approve the agenda as submitted. Seconded by Councilmember Juenemann Ayes – All The motion passed. E. APPROVAL OF MINUTES 1. February 26, 2024 City Council Meeting Minutes Councilmember Juenemann moved to approve the February 26, 2024 City Council Meeting Minutes as submitted. Seconded by Councilmember Lee Ayes – All The motion passed. F. APPOINTMENTS AND PRESENTATIONS 1. Administrative Presentations a. Council Calendar Update City Manager Sable gave an update to the council calendar and reviewed other topics of concern or interest requested by councilmembers. CONSENT AGENDA – Items on the Consent Agenda are considered routine and non- controversial and are approved by one motion of the council. If a councilmember requests additional information or wants to make a comment regarding an item, the vote should be held until the questions or comments are made then the single vote should be taken. If a councilmember objects to an item it should be removed and acted upon as a separate item. Councilmember Lee moved to approve agenda items G1-G9. Seconded by Councilmember Juenemann Ayes – All The motion passed. 1. Approval of Claims Councilmember Lee moved to approve the approval of claims. ACCOUNTS PAYABLE: $ 1,063,895.68 Checks # 120601 thru # 120626 dated 02/27/24 $ 186,895.71 Checks # 120627 thru # 120651 dated 03/05/24 $ 398,394.73 Disbursements via debits to checking account dated 02/19/24 thru 03/03/24 $ 1,649,186.12 Total Accounts Payable PAYROLL Payroll Checks and Direct Deposits dated $ 725,443.54 03/1/24 $ 725,443.54 Total Payroll $ 2,374,629.66 GRAND TOTAL Seconded by Councilmember Juenemann Ayes – All The motion passed. 2. Conditional Use Permit Review, Ridge Periodontics, 3033 Hazelwood Street North March 11, 2024 City Council Meeting Minutes 2 Councilmember Lee moved to approve the CUP review for Ridge Periodontics, located at 3033 Hazelwood Street North, and review again only if a problem arises or a significant change is proposed. Seconded by Councilmember Juenemann Ayes – All The motion passed. 3. Conditional Use Permit Review, Moose Lodge, 1832 Gervais Court East Councilmember Lee moved to approve the CUP review for the Moose Lodge at 1832 Gervais Court East and review again in one year. Seconded by Councilmember Juenemann Ayes – All The motion passed. 4. Conditional Use Permit Review, InTech, Inc., 1055 Gervais Avenue East Councilmember Lee moved to approve the CUP review for InTech Inc., located at 1055 Gervais Avenue East, and review again in one year. Seconded by Councilmember Juenemann Ayes – All The motion passed. 5. Conditional Use Permit Review, McCarrons Water Treatment Plant, 1900 Rice Street North Councilmember Lee moved to approve the CUP review for McCarrons Water Treatment Plant, located at 1900 Rice Street North, and review again in one year. Seconded by Councilmember Juenemann Ayes – All The motion passed. 6. Conditional Use Permit Review, Scooter’s Coffee, 2228 Maplewood Drive Councilmember Lee moved to approve the CUP review for Scooter’s Coffee, located at 2228 Maplewood Drive North, and review again only if a problem arises or a significant change is proposed. Seconded by Councilmember Juenemann Ayes – All The motion passed. 7. Conditional Use Permit Review, Londin Crossing, 2501 Londin Ln Councilmember Lee moved to approve the CUP review for Londin Crossing, located at 2501 Londin Lane, and review again in one year. Conditional Use Permit Review, Xcel Energy, 1555 Century Avenue North Councilmember Lee moved to approve the CUP review for Xcel Energy, located at 1555 Century Avenue North, and review again in one year. Seconded by Councilmember Juenemann Ayes – All The motion passed. 9. Bituminous Material Purchases for 2024 Season Councilmember Lee moved to authorize the Street Superintendent to purchase bituminous materials in an amount up to $85,000 for the 2024 street maintenance season. Seconded by Councilmember Juenemann Ayes – All The motion passed. H. PUBLIC HEARINGS – If you are here for a Public Hearing please familiarize yourself with the Rules of Civility printed on the back of the agenda. Sign in with the City Clerk before addressing the council. At the podium please state your name and address clearly for the record. All comments/questions shall be posed to the Mayor and Council.
