Following are rules of civility the City of Maplewood expects of everyone appearing at Council
Meetings - elected officials, staff and citizens. It is hoped that by following these simple rules, everyone’s
opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing
at Council meetings, it is understood that everyone will follow these principles:
Speak only for yourself, not for other council members or citizens - unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk
amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members,

Background:
A special meeting of the City Council was called for December 18, 2023, at 5:30 pm in the City
Council Chambers for the purpose of considering a replacement of City Manager Melinda Coleman
who is retiring in February of 2024. Former Maplewood Assistant City Manager Mike Sable has
applied for the City Manager position. Prior to the interview with the City Council, Mr. Sable will be
interviewed by two panels. The first panel will consist of the senior management team. The second
panel will include some members of our Multicultural Advisory Committee and Board and
Commission members as well as city staff. The City Council will review the findings of fact from
both of these meetings prior to their interview with Mr. Sable.
