opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing
at Council meetings, it is understood that everyone will follow these principles:
Speak only for yourself, not for other council members or citizens - unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk
amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members,
staff or others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

LIMITSHILL-MURRAY FATHER’S CLUB
WHEREAS, Hill-Murray Father’s Club has submitted an Application to Conduct Off-
Site Gambling at the Foxhole Bingo Lounge, 1734 Adolphus Street N, Suite1 in Maplewood,
MN 55117; and
WHEREAS, the off-site gambling will take place September 13-15, 16-18, 19-21, 22-
24, 25-27, 28-30, 2023 and October 1-3, 4-6, 7-9, 10-12, 13-15, 16-18, 2023.
BE IT HEREBY RESOLVED, by the City Council of Maplewood, Minnesota, that the
Application to Conduct Off-Site Gambling is approved for Hill-Murray Father’s Club during the
dates stated above.
FURTHERMORE, that the Maplewood City Council requests the Gambling Control
Board approve said permit application as being incompliance with Minnesota Statute
§349.213.
NOW, THEREFORE, be it further resolved this Resolution by the City Council of
Maplewood, Minnesota, be forwarded to the Gambling Control Board for their approval.

PUBLIC VACATION OF AN EASEMENT RESOLUTION
BE IT RESOLVED by the City Council of the City of Maplewood, Minnesota, as follows:
Section 1. Background.
1.01Kathleen Conlan Joyce of Gramercy Development, petitioned the Maplewood
City Council to vacate an unused public easement that is entirely within the site
at 1875 East Shore Drive North.
1.02The easement with a recording document number of 1479230 is legally
described as:
All that part the following described property which les North of line described
as follows: Commencing at the Northeast corner of Government Lot 2, Section
16, Township 29, Range 22; thence Westerly 619.17 ft. on the North line of
said Government lot; thence at, an angle of 89°40', to the left a distance of
810.8 ft. to the point of beginning of the line to be described; thence westerly at
right angles 97.8 terminating: Subject to easement; part of Easr 10 acres of the

West 20 acres of Government Lot 2 described as follows: Beginning at
intersection of West line of said 10 acres and Southerly line of Frost Ave. as
now located; thence South 27°06' East a distance of 811.06 It. to intersection

North on said East line 189.3 ft; thence West at right angles 67.5 ft; thence-
NW’ly at an angle of 61°57' to the right a distance of 613.05 ft to said South
Line of Frost Ave.; thence SW’ly thereon 17.3 ft. more or less to beginning, All
in Section 16, Township 29, Range 22, together with that portion of the above
described land South of the previously described line which lies West of a line
running Southeast corner of the said East 10 acres of the West 20 acres of
said Government Lot 2 to a point 189.02 ft. North of and 50 ft. West of said
Southeast Corner. which easement shall include the perpetual right of said
Village of Maplewood --, its successors or assigns, to construct, maintain,
operate and repair underground sewer mains, pipes and appurtenances over
and across the strip of land hereinbefore described, together with perpetual
easement for ingress and egress, all without additional compensation.
1.03A hearing notice on said petition was published in the City of Maplewood’s
officialnewspaper and written notice was mailed to the affected property
owners.
1.04On September 11, 2023, the City Council held a hearing on such petition, at
whichtime all persons for and against the granting of said petition were heard.
Section 2. Standards
2.01 Minnesota state statute requires that no vacation shall be made unless it
appears inthe interest of the public to do so.
Section 3. Findings.
3.01 The Maplewood City Council makes the following findings:
1.There is no anticipated public need for the described unused public
easement.
2.The vacation is not counter to the public interest.
Section 4.City Council
4.01 The city council herebyapprovesthe resolution. Approval is based on the
findingsoutlined in Section 3 of this resolution. Approval is subject to the
following conditions:
1.It shall be noted that abandoned sanitary sewer infrastructure lies within the
easement area. This infrastructurehas been abandoned in-place by the
City of Maplewood and shall become the property of the property owner of
1875 East Shore Drive North upon approval of this easement vacation.

Director Love gave further information and answered questions of council.

1.Such proposed assessment is hereby accepted and shall constitute the special
assessment against the lands named therein, and each tract of land therein
included is hereby found to be benefited by the proposed improvement in the
amount of the assessment levied against it.
2.That the City Engineer and City Clerk are hereby instructed to make the
following adjustments to the assessment roll for the Woodlynn-Southlawn Area
Street improvements, City Project 22-17:
No adjustments are recommended, as the properties that have filed objections
arebeing assessed per the City of Maplewood Special Assessment Policy and
these properties are benefitting from the improvements as confirmed by the
special benefits appraisal.
3.The assessment roll for the Woodlynn-Southlawn Area Street Improvements,
hereby known as the 22-17 Assessment Roll dated 9-11-2023, is hereby
adopted. Said assessment roll shall constitute the special assessment against
the lands named therein, and each tract of land therein included is hereby found
to be benefited by the proposedimprovement in the amount of the assessment
levied against it.
4.Such assessments shall be payable in equal annual installments extending over
a period of and 15 years for residential properties and 8 years for commercial
properties, the first installments to be payable on or before the first Monday in
January 2024 and shall bear interest at the rate of 5.36 percent per annum from
the date of the adoption of this assessment resolution. To the first installment
shall be added interest on the entire assessment from the date of this resolution
until December 31, 2023. To each subsequent installment when due shall be
added interest for one year on all unpaid installments.

The owner of any property so assessed may, at any time prior to certification of
the assessment to the county auditor, but no later than November 1, 2023, pay
the whole of the assessment on such property, without interest, to the city clerk;
and they may, at any time after November 15, 2023, pay to the county auditor
the entire amount of the assessment remaining unpaid, with interest accrued to
December 31 of the year in which such payment is made. Such payment must
be made before November 15 or interest will be charged through December 31
of the next succeeding year.
5.The CityEngineer and City Clerk shall forthwith after November 15, 2023, but
no later than November 16, 2023, transmit a certified duplicate of this
assessment to the county auditor to be extended on the property tax lists of the
county. Such assessments shall be collected and paid over the same manner
as other municipal taxes.

1.Resolution Adopting the 2024 Preliminary Property Tax Levy and Setting the 2024
Budget Public Hearing Date and Time
City Manager Coleman introduced the item and relayed outside requests for funds and a
background of increased costs. Finance Director Rueb gave the presentation.
Councilmember Leemoved to adopt the resolution setting a preliminarytax levy for taxes
payable in 2024 of $28,289,957, and setting the 2024 budget hearing for December 11, 2023
at 7:00 PM.

RESOLUTION ADOPTING THE 2024 PRELIMINARY PROPERTY TAX LEVY AND
SETTING THE 2024 BUDGET PUBLIC HEARING DATE AND TIME
WHEREAS, State law requires that the City Council adopt a proposed property tax
levy for taxes payable in 2024 by October 2, 2023; and
WHEREAS, the City Council has reviewed the proposed 2024 Budget and has
determined the amount of the proposed tax levy payable in 2024, which is the maximum
amount that will be levied.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MAPLEWOOD, MINNESOTA THAT:
1.The proposed tax levy for taxes payable in 2024, in the amount of $28,289,957 is
hereby adopted and shall be certified to the Ramsey County Auditor as follows:

The Maplewood Police Department has had an open hiring and recruitment process to fill multiple
police officer vacancies over the last year. Two Police Officers have successfully completed their
field training and will be officially sworn in with the Maplewood Police Department.

Officer Brian Eells was born and raised in St. Paul, Minnesota. He always had an interest in Law
Enforcement, eventually joining the West St. Paul Police Department as a police explorer at 15
years old. Brian has an AssociateÓs Degree in Law Enforcement from Alexandria Technical
College and a Bachelor of Science Degree in Law Enforcement from Metropolitan State University.
Brian was employed for seven years at the MN Department of Corrections, MCF Oak Park
Heights, as a correctional officer. After that, Brian spent almost ten years at the Dakota County
SheriffÓs Office, where he was assigned to patrol, general investigations, the Electronic Crimes
Task Force, the U.S. Marshals Fugitive Task Force, and as an agent with the Dakota County Drug
Task Force. Brian also served on the South Metro SWAT Team as a negotiator, Team Leader, and
Assistant Commander.

Brian successfully graduated from the Institute for Credible Leadership program hosted by the
Minnesota SheriffÓs Association in 2022. Brian also completed the 40-hour US Marshals High-Risk
Fugitive Apprehension basic course in Alabama in 2022. Brian lived in Maplewood from 2006-
2014 and always hoped to find an opportunity to join the Maplewood Police Department. After a
very successful career at the Dakota County SheriffÓs Office, Brian saw his opportunity to lateral
over to the Maplewood Police Department and could not pass it up.
Brian prides himself on being a good partner and teammate and is hoping to bring some of his
experience and skills to the Maplewood Police Department. Brian aspires to serve in a leadership
position and looks forward to contributing to the Maplewood Police Department in whatever
capacity is needed to assist in the continued growth and development of the department.
In his free time, Brian enjoys spending time sitting on his deck with his wife Jodine, son Harrison,
and two cats, Kylo and Puma. Brian and his wife used to love to travel before they had Harrison
and hope to someday continue doing that.
Officer Peter Xiong was born and raised in Fond du Lac, Wisconsin but currently resides in
Woodbury. Although he did not grow up in the Maplewood/Twin Cities area, he has been living in
Minnesota since 2013. Since moving to Minnesota, Peter has familiarized himself with the
shopping areas Maplewood has to offer. Peter has played many soccer games at the parks in
Maplewood and is a church member at the Hmong American Alliance Church located here in
Maplewood. Peter has many family members who reside in Maplewood and has friends who are
business owners in the area. Peter has been married to his wife, Cady for almost 9 years. They
have three children who were all born at St. JohnÓs Hospital, and have a 4th child due in
November.
Prior to going through the Pathways to Policing Program and becoming a Police Officer for the City
of Maplewood, Peter graduated with his BachelorÓs Degree in Criminal Justice from Marian
University in Fond du Lac, WI. After graduating with his degree, Peter worked at a charter school
for a number of years on the Eastside of St. Paul. After working at the charter school, Peter had
the opportunity to be employed at Dakota County as a Probation Officer. His most recent position
prior to coming to Maplewood was a Child Protection Investigator for St. Croix County. Peter is
very passionate about working with the community and the youth.
Although Peter chose multiple Police agencies to interview with during the Pathways to Policing
process, Maplewood stood out due to its family first environment and the diverse community that
Maplewood has to offer. Peter has mentioned that the department appeals to him because of their
understanding for work-life balance and all the extra training that Maplewood has to offer.
Besides completing the first year of probation, Peter hopes to continue learning more about future
opportunities and gain more knowledge as a Police Officer so he can serve the community to the
best of his abilities. Peter hopes to one day use the knowledge he learns to become an Field
Training Officer to train young and new Police Officers.
In his spare time, Peter enjoys spending time with his wife and children. He also enjoys watching
and playing soccer when time permits.

During the January 9 City Council meeting, staff presented the Council with information on the
implementation of an unmanned aerial vehicle program. During the discussion Council requested
an update on the program after six months. The program went operational in March of 2023.
The police department continues its commitment to transparency by posting community updates
related to all UAV uses monthly. The monthly reports can be found on the website under
department reports.
As of 9/14/2023 the department has a lieutenant, sergeant, and seven operators licensed to
operate the two UAVs, giving the department 24/7 availability. Since the program started there have
been 55 operational deployments by the team. The program has located violent suspects, wanted
felons, missing and endangered people.

Operationally the agency is in full compliance with the new FAA regulations. Moving forward the
department will continue to evaluate operational needs including interior use and use in
precipitation.
Background:
In January, the public safety department announced the use of unmanned aerial vehicles (UAVs) to
increase operational effectiveness and to increase public and responder safety. The use of UAVs
have allowed the public safety department to optimize technology to better serve the community
and the department would like to provide a brief update on the program thus far.

The 2007 settlement agreement between the Minnesota Pollution Control Agency (MPCA) and 3M
requires that 3M evaluate options to address the migration of polyfluoroalkyl substances (PFAS)
from the Oakdale Disposal Site. Installation of monitoring wells are needed to create a conceptual
model for studying the groundwater. The City Council will consider entering into a monitoring well
agreement between the City of Maplewood and 3M to allow for the installation of monitoring wells at
the intersection of Sterling Street South and Brookview Drive to monitor groundwater in the Battle
Creek area.
Recommended Action:
Motion to enter into a Monitoring Well Agreement between 3M and the City of Maplewood for
monitoring groundwater in the Battle Creek Area. The Mayor and City Manager are authorized to
sign said agreement signifying Council approval. Minor revisions as approved by the City Attorney
are authorized as needed.

The attached agreement covers the roles and responsibility associated for the installation of the
monitoring wells and will allow 3M to monitor the groundwater in the Battle Creek area as part of the
3M PFAS settlement requirements.

Background:
The 2007 Settlement Agreement between 3M and the MPCA requires 3M to evaluate options to
address the migration of PFAS substance from the Oakdale disposal site. Barr Engineering
Company (Barr) has prepared a work plan on behalf of 3M for additional investigation activities and
evaluation for the Oakdale disposal site. As part of this plan, additional monitoring wells need to be
installed to help develop a conceptual site model and to evaluate whether the selected remedy
currently in place at the Oakdale disposal site is effective.
The work plan by Barr identifies up to 28 wells to be installed at 10 locations for groundwater
testing. One of the well sites lies in Maplewood at the intersection of Sterling Street South and
Brookview Drive. This is a three-legged intersection with no street to the south. The proposed
location of the wells is on the south side of the intersection, several feet behind the concrete curb
and gutter, within the public right-of-way. This location will allow for easy access to the wells to
monitor and test the groundwater just north of Battle Creek. Property owners adjacent to the
proposed monitoring wells have been notified of the proposed wells by 3M and Barr Engineering.
Staff believes that it is in the public’s interest to grant a permit for the wells, subject to the terms and
conditions of the attached Monitoring Well Agreement. The agreement allows for the drilling of
approximately 4 inch diameter wells to test groundwater for the presence of PFAS substances. 3M
and Barr will obtain all necessary permits from the Minnesota Department of Health for installation
and maintenance of any borings or wells installed. Upon completion of all necessary monitoring 3M
and Barr are required to seal the wells in accordance with state law.
City staff and the City Attorney have reviewed the attached agreement and recommend entering
into the agreement for the installation and operation of monitoring wells at the intersection of
Sterling Street South and Brookview Drive.

MONITORING WELL AGREEMENT
This Monitoring Well Agreement (the ÐAgreementÑ) is entered between the city of Maplewood, a
municipal corporation under the laws of Minnesota (the ÐCityÑ) and 3M Chemical Operations
LLC, a limited liability company (Ð3MÑ) as of ________________, 2023.
WHEREAS, pursuant to the 2007 Settlement Agreement and Consent Order with 3M and
the 2008 Decision Document for the former Oakdale Disposal Site, the Minnesota Pollution
Control Agency (the ÐMPCAÑ) requires that 3M evaluate options to address the impacts of per Î
and polyfluoroalkyl substances (ÐPFASÑ) from the former Oakdale Disposal Site; and
WHEREAS, the effort to achieve a long-term remedy for PFAS issues includes the
monitoring of surface and ground water in the Battle Creek area south and southwest of the former
Oakdale Disposal Site; and
WHEREAS, Barr Engineering Co. and Traut Companies (collectively, the ÐApplicantÑ),
on behalf of 3M and in accordance with MPCAÓs request, has determined that monitoring wells to
evaluate the impacts of PFAS are best located on City right-of-way at Sterling Street; and
WHEREAS, the Applicant has applied for a right-of-way obstruction permit from the City
(the ÐPermitÑ) to allow placement of a monitoring wells in the unopened right-of-way of Sterling
Street south of Brookview Drive; and
WHEREAS, due to concern for the health and safety of the residents in the immediate area
and of the community at large, the City believes that it is in the public interest to grant the Permit
to the Applicant, subject to the terms and conditions of this Agreement:
Now, therefore, 3M and the City agree as follows:
1.Issuance of Permit. The City authorizes issuance of the required right-of-way obstruction
Permit and consents to the Applicant, its employees, agents, and contractors to enter the CityÓs
right-of-way in the general location depicted on Exhibit A attached hereto for the following
purposes:
a)Drilling two soil borings approximately 4Ñ in diameter and 410Ó and 55Ó deep to test
groundwater for the presence of PFAS and certain other chemicals;
b)Installation of monitoring wells in each boring; and
c)Collecting periodic groundwater samples and water levels from the wells once installed.
2.Notice. The Applicant must notify the owners of all properties within 500 feet of the well
location at least 7 days before commencing work on installation of the well. Work on installation
of the well may only be conducted between the hours of 7 AM and 7 PM on weekdays.
3.Restrictions Regarding Work.
a)The unopened Sterling Street right-of-way is currently occupied by a natural gas pipeline
owned by Magellan Pipeline to the west and a city sanitary sewer to the east, leaving the center
of the right-of-way the only area available to locate the monitoring well. The Applicant will

conduct its activities so as to avoid unreasonable interference with the current uses of the CityÓs
right-of-way. If any portion of the right-of-way is disturbed as a result of the ApplicantÓs
activities authorized under the Permit, the Applicant will restore the right-of-way as close to
its original condition as is reasonably possible under the circumstances. Notwithstanding the
above, the City and the Applicant recognize that two mature evergreens will need to be
removed to install the monitoring well. Upon removal or abandonment of the well, two
evergreen trees no less than 8Ó in height will be planted in the area if requested by the City.
b)During drilling operations, an exclusion zone for the work site will be identified and
secured to ensure only authorized personnel are allowed access.
c)The Applicant will comply with all other terms and conditions of the Permit, the CityÓs
right-of-way ordinance and the requirements of the Minnesota Department of Health.
4.Permits and Well Sealing. 3M will be the well owner and the Applicant will obtain all
necessary permits from the Minnesota Department of Health for installation and maintenance of
any borings and/or monitoring wells installed by the Applicant under the Permit. Upon completion
of all necessary work, 3M or the Applicant will seal the boring and monitoring well in accordance
with state law within five years after well installation.

The City of Maplewood utilizes a “Special Assessment Policy” which is based on Minnesota State
Statutes, Chapter 429. This statute grants cities the authority to use special assessments as a
means to finance a broad range of public improvements. Special assessments are a charge
imposed on properties for a particular improvement that benefits the owners of those selected
properties. An assessment hearing for this project was duly held on September 11, 2023. Due to
the number of objections received prior to the close of the hearing, the consideration of approving
the assessment roll was delayed until the September 25, 2023 meeting to provide time to
thoroughly review the objections received. This review has been completed with recommended
action for the objections provided in this report.

Assessments are one of the funding sources utilized for the Myrtle-Sterling neighborhood
improvement project. These streets and utility improvements continue the City’s investment into
improving the condition of the municipal infrastructure throughout the City.

An independent appraisal firm was hired to ascertain an opinion of special benefit received by
properties within the project area. The appraisal report confirmed that the assessments stated in
the proposed assessment roll exhibit do not exceed the benefit received by each property.

An informational meeting was held for residents prior to the Assessment Hearing to answer
questions pertaining to the assessments. Five residents attended this meeting for both City’s two
capital improvement projects. Prior to the informational meeting the results of the special benefit
appraisal were received and residents were informed of the final assessment amount by mail.
The assessment hearing was duly held on September 11, 2023. Seventy-two objections were
received prior to the close of the hearing. No further objections are considered after the close of the
hearing.
Seventy-one of these objections utilized a form-type letter that included very similar language.
These form letters objected to the assessments based upon two claims. They contested that their
property benefited from the improvements, along with contesting the legality of the City of
Maplewood’s Special Assessment Policy, given the 2022 Ramsey County District Court ruling
against the City of Saint Paul. The following properties submitted an objection utilizing this form.

It should be noted that 1915 Myrtle Street (P.I.N. 132922320007) submitted an objection, but the
property is not proposed to be assessed as part of this project.
One objection was received that did not utilize the form letter. This objection was received from
1607 Sterling Street (P.I.N. 242922210048). This property objected to their assessment, requesting
a change to the payment structure which would allow for interest-free payments over a one-year
timeframe.
Some of the objections requested an itemized breakdown of the assessment amount attributed to
each aspect of the project. That kind of breakdown is not available. In Maplewood, unit rates for
each type of project are set on a yearly basis based upon past experience with assessments.
Having this unit rate established each year enables property owners to understand what their
maximum assessment amount would be early on in the public improvement process. Leading up to
the Public Hearing, an independent appraiser is hired to determine the actual benefit the properties
in the project area receive from the improvements. Per State Statute, and to double-check that the
City is not over-assessing these properties, the lesser of the established City unit rate and the
appraiser’s opinion is utilized in setting the final assessment amounts. The City provides the
appraiser information on the existing conditions of the infrastructure in the project area before the
project, as well as details on the proposed improvements. The appraiser utilizes this information to
provide their opinion of benefit. We do not receive a breakdown of the dollar value attributed to any
given aspect of the project.
Staff has carefully reviewed each objection letter. None raises any issue of fact or law which
suggests that the original assessment roll should be modified. The objectors’ reliance on the recent
St. Paul case is misplaced. St. Paul attempted to pay for certain improvements by imposing a fee
and without attempting to show special benefit. The court disallowed that and ruled that it was
necessary to show benefit. Maplewood has established that this project provides a
benefit. Maplewood has obtained a special benefit appraisal from a neutral party and is levying
assessments which do not exceed the benefit conferred by the improvement. The special
assessments are in accordance with Minnesota Statutes, Chapter 429, and the City’s Special
Assessment Policy.
Budget Information
The total project construction cost is $3,343,490.96. The contract was awarded to Bituminous
Roadways Inc. by the City Council on May 8, 2023. Bituminous Roadways Inc. was the lowest
responsible bidder. The estimated project cost recovery is shown in the table below.

The assessment amounts shown in the attached proposed assessment roll exhibit are based on the
appraisal report completed by an independent appraiser. Based on the appraisal report, the total
assessment amount was found to be $764,325.00. This is $60,175 lower than the estimated
preliminary amount of $824,500. The reduction is largely attributed to the proposed assessment
amount for the Justice Alan Page Elementary School being reduced as recommended by the
appraisal report. It is anticipated that the reduction in assessment funding will be covered by the
project’s 10% contingencies, which are built into the current funding plan.
The project costs and current funding plan have been reviewed by the Finance Director. A final
budget adjustment will be made based on final construction costs after construction is complete.
No budget adjustment is recommended at this time.

WHEREAS, pursuant to resolution passed by the City Council on August 14, 2023,
calling for a Public Hearing, the assessment roll for the Myrtle-Sterling Area Street
Improvements, City Project 22-16 was presented in a Public Hearing on September 11, 2023,

AND WHEREAS, staff carefully reviewed each of the written objections to determine
whether any adjustments to the proposed assessment roll were warranted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MAPLEWOOD, MINNESOTA:
1. Such proposed assessment is hereby accepted and shall constitute the special
assessment against the lands named therein, and each tract of land therein included is
hereby found to be benefited by the proposed improvement in the amount of the
assessment levied against it.

2.That the City Engineer and City Clerk are hereby instructed to make the following
adjustments to the assessment roll for the Myrtle-Sterling Area Street improvements,
City Project 22-16:
No adjustments are recommended as the properties that have filed objections are being
assessed per the City of Maplewood Special Assessment Policy and these properties
are benefitting from the improvements as confirmed by the special benefits appraisal.
3.The assessment roll for the Myrtle-Sterling Area Street Improvements, hereby known as
the 22-16 Assessment Roll dated 9-11-2023, is hereby adopted. Said assessment roll
shall constitute the special assessment against the lands named therein, and each tract
of land therein included is hereby found to be benefited by the proposed improvement in
the amount of the assessment levied against it.
4.Such assessments shall be payable in equal annual installments extending over a period
of 15 years for residential properties and 8 years for commercial properties, the first
installments to be payable on or before the first Monday in January 2024 and shall bear
interest at the rate of 5.36 percent per annum from the date of the adoption of this
assessment resolution. To the first installment shall be added interest on the entire
assessment from the date of this resolution until December 31, 2023. To each
subsequent installment when due shall be added interest for one year on all unpaid
installments.
The owner of any property so assessed may, at any time prior to certification of the
assessment to the county auditor, but no later than November 1, 2023, pay the whole of
the assessment on such property, without interest, to the city clerk; and they may, at any
time after November 15, 2023, pay to the county auditor the entire amount of the
assessment remaining unpaid, with interest accrued to December 31 of the year in
which such payment is made. Such payment must be made before November 15 or
interest will be charged through December 31 of the next succeeding year.
5.The City Engineer and City Clerk shall forthwith after November 15, 2023, but no later
than November 16, 2023, transmit a certified duplicate of this assessment to the county
auditor to be extended on the property tax lists of the county. Such assessments shall
be collected and paid over the same manner as other municipal taxes.
