Community Development Director, Jeff Thomson directed the commission to elect officers for
2022.
Commissioner Tkachuck nominated herself for the Chairperson position for the 2022 Housing &
Economic Development Commission.
Commissioner Henchen moved to nominate Commissioner Tkachuck as Chairperson until the
first meeting of 2023.
Seconded by Commissioner Burdash Ayes – All
The motion passed.
Commissioner Koep nominated herself for the Vice Chairperson position for the 2022 Housing &
Economic Development Commission.
Commissioner Henchen moved to nominate Commissioner Koep as Vice Chairperson until the

2. Rules of Procedure Annual Review
Community Development Director, Jeff Thomson reviewed the Rules of Procedure and answered

1. 2021 Business Engagement Program
Community Development Director, Jeff Thomson introduced Yao Yaj fom the St Paul Area
Chamber of Commerce to present the 2021 Business Engagement Program.
Yao Yaj presented the 2021 Business Engagement Program report and answered questions of
the commission; a discussion was held.

When commissioners end their time and service on a board or commission, the city considers a
resolution of appreciation recognizing the individual for their service to the City of Maplewood.
Recommended Action:
Motion to recommend the city council adopt the Resolution of Appreciation for Darryl Henchen.

Background
Darryl Henchen has informed city staff that he will be moving out of the city of Maplewood and is
therefore resigning his position on the Housing and Economic Development Commission.
Commissioner Henchen has served on the commission since March 2019.
Upon recommendation by HEDC, adoption of the resolution will be considered by the city council at
its meeting on May 9, 2022.

RESOLUTION OF APPRECIATION
WHEREAS, Darryl Henchen has been a member of the Maplewood Housing and Economic
Development Commission for three years, serving from March 2019 to April 2022; and
WHEREAS, the Housing and Economic Development Commission and the City Council
appreciate his experience, insights, and good judgment; and
WHEREAS, Mr. Henchen has freely given of his time and energy, without compensation, for
the betterment of the City of Maplewood; and
WHEREAS, Mr. Henchen has shown dedication to his duties and has consistently
contributed his leadership and efforts for the benefits of the City;
NOW, THEREFORE, IT IS HEREBY RESOLVED for and on behalf of the City of
Maplewood, Minnesota, and its citizens that Darryl Henchen is hereby extended our gratitude and
appreciation for his dedicated service.

At its meeting on April 11, 2022, the Economic Development Authority (EDA) decided to actively
market the former Moose Lodge property for redevelopment. City staff would like to receive any
feedback and comments on the marketing and redevelopment priorities.

The 1946 English Street properties are located in the Gladstone neighborhood. The city owns the
properties as part of its land acquisition and assembly strategy to facilitate redevelopment that is
consistent with the Gladstone Neighborhood Redevelopment Plan.
Background:
In 2019, the City purchased the former Maplewood Moose Lodge properties for $900,000. When
the Maplewood Moose Lodge decided to put their properties up for sale, the City secured the site to
ensure a redevelopment project that would be consistent with the Gladstone Neighborhood Master
Plan which was adopted in 2006.
City staff has discussed the site with numerous developers over the past couple of years. City staff
has relayed to potential developers the benefits of incorporating the adjacent properties that the city
does not own into a potential redevelopment project, but these discussions have not resulted in any

formal acquisition from potential developers. The city is seeing an increase in interest from
developers in acquiring and redeveloping the former Moose Lodge site and recently received two
unsolicited offers from developers for multi-family housing projects.
In the recent past, the City has issued a Solicitation of Offers for city-owned properties to make the
development community aware of the property and to provide a fair and equitable comparison of
purchase offers. This was done successfully with the fire station property – 2501 Londin Lane; and
Gladstone House – 1375 Frost Avenue.
Staff recommends that a Solicitation of Offers be issued for the 1946 English Street properties and
released to the development community. This would be consistent with our past actions and
previous EDA feedback and direction. The EDA and City Council would then consider the current
offers with additional information to effectively evaluate their offer and project against the proposed
review criteria:
1.Consistency with the city’s 2040 Comprehensive Plan, Gladstone Neighborhood
Redevelopment Plan, and Rush Line/Purple Line BRT project.
2.Ability of the developer to perform as demonstrated by outcomes of similar projects, financial
feasibility, capability of obtaining additional funding sources, quality of the proposal, and
evidence of development team’s abilities
3.Purchase price
4.Closing date
5.Providing affordable housing that meets the greatest level of affordability that is financially
feasible.
6.Proposed amount and length of any Tax Increment Financing.
