Stat. Section 13D.05 subd. 3(c)) to Discuss the Purchase of The Ponds at Battle Creek and the 77-acre Undeveloped Parcel North of the Ramsey County Correctional Facility Action Requested: Motion Discussion Public Hearing Form of Action: Resolution Ordinance Contract/Agreement Proclamation Policy Issue: The South Maplewood/Century Avenue Redevelopment properties consist of the 88-acre Ponds at Battle Creek golf course and the 77-acre undeveloped parcel north of the Ramsey County Correctional Facility. Ramsey County owns both of these properties and in 2020 began looking to redevelop both properties. City Council will consider possible purchase or use of these properties. Recommended Action: Before the meeting is closed, the City Council must state on the record the specific grounds permitting the meeting to be closed and describe the subject to be discussed. Therefore, it is recommended the City Council introduce the following motion: Pursuant to Minnesota Statutes Section 13D.05 subd. 3(c), I hereby motion to close the meeting and go into a closed session to consider purchase offers or counteroffers for the properties of the Ponds at Battle Creek and the 77-acre undeveloped parcel north of the Ramsey County Correctional Facility. Strategic Plan Relevance: Community Inclusiveness Financial & Asset Mgmt Environmental Stewardship Integrated Communication Operational Effectiveness Targeted Redevelopment City Council Special Meeting Packet Page Number 1 of 2 E1 Background: Perkins+Will were engaged to study development scenarios and presented their findings for these parcels at the June 14, 2021 council manager workshop. Since that time, the County ceased operation of the golf course and there are no active redevelopment applications. The purpose of this agenda item is to consider options including purchase or use of these properties.
