Following are rules of civility the City of Maplewood expects of everyone appearing at Council
Meetings -elected officials, staff and citizens. It is hoped that by following these simple rules, everyone’s
opinions can be heard and understood in a reasonable manner. We appreciate the fact that when
appearing at Council meetings, it is understood that everyone will follow these principles:
Speak only for yourself, not for other councilmembers or citizens -unless specifically tasked by
your colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listenactively and do not interrupt or talk
amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of councilmembers,
staff or others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

Environmental Planner Finwall gave the report. Romack Franklin with Republic Services
addressed the council to give additional information on the residential trash service.
Willie Tennis with Tennis Sanitation addressed the council to give additional information
on the residential curbside recycling service.

Climate Adaptation Grant
WHEREAS, Maplewood’s 2040 Comprehensive Plan includes actions that deal
with the effect of climate change, including adopting a Climate Adaptation Plan.
WHEREAS, in 2017 the Environmental and Natural Resources Commission
reviewed a Climate Change Vulnerabilities report. The work of the Climate Change
Vulnerabilities Report provides a basis for the development of a Climate Adaptation
Plan.
WHEREAS, Maplewood, in partnership with paleBLUEdot, LLC, and the cities of
Burnsville, Faribault, and Albert Lea applied for a Minnesota Pollution Control Agency

(MPCA) Environmental Assistance (EA) grant for the development of Climate Adaptation
Plans.
WHEREAS, the Climate Adaptation planning effort supported through the grant
will include:
Climate Risk and Vulnerabilities Review
Community Engagement: Develop a Community Engagement plan with City
staff, for outreach to their priority audiences and stakeholders, particularly
vulnerable populations.
Climate Adaptation Strategy Development and Prioritization
Compile a Climate Adaptation Plan
Create an Initial Climate Adaptation Plan Communication framework for
sharing with the public.
WHEREAS, in November 2019 the MPCA awarded Maplewood and its partners
an MPCA EA grant for the development of the Climate Adaptation Plans. The grant
award totals $30,000 in supportof the planning efforts for all four cities and will be used
to pay paleBLUEdot, LLC, staff and consultants.
WHEREAS, in addition to the grant award, the paleBLUEdot, LLC, team is
contributing an in-kind match of $39,000 and each participating City would offer $3,150
of in-kind for staff time to participate in the planning process.
WHEREAS, MPCA EA projects are funded for State fiscal years 2019 and 2020,
with all work to be completed by June 30, 2020.

Ordering Improvement
WHEREAS, pursuant to a resolution of the City Council adopted February 11,
2019, fixed a date for a council hearing on the proposed street improvements for the
Ferndale-IvyArea Street Improvements, City Project 18-01.
AND WHEREAS, ten days mailed notice and two weeks published notice of the
hearing was given, and the hearing was duly held on February 25, 2019; and the council
has heard all persons desiring to be heard on the matter and has fully considered the
same;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
MAPLEWOOD, MINNESOTA:
1.That it is necessary, cost-effective and feasible, as detailed in the
Feasibility Report, that the City of Maplewood make improvements to the Ferndale-Ivy
Area Street Improvements, City Project 18-01.
2.Such improvements ordered as proposed in the Council resolution
adopted on the 25th day of February, 2019.
3.The City Engineer, or his designee, is the designated engineer for this
improvement project and is hereby directed to prepare final plans and specifications as
previously directed by the City Council at the February 11, 2019 council meeting.
4.The Finance Director was authorized to make the financial transfers
necessary for the preparation of plans and specifications at the February 11, 2019
council meeting. A budget of $3,806,000 was established at that time. The proposed
financing plan shall be implemented and is as follows:

Specifications, and Calling for Public Hearing
WHEREAS, pursuant to a resolution of the council adopted August 27, 2018, a
report has been prepared by the City Engineering Division with reference to the
improvement of Mailand-Crestview Forest Drive Area Pavement Rehabilitation, City
Project 18-27, and this report was received by the council on February 25, 2018.
WHEREAS, the report provides information regarding whether the proposed
project is necessary, cost-effective, and feasible,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
MAPLEWOOD, MINNESOTA:
1.The City Council will consider the Mailand-Crestview Forest Drive Area
Pavement Rehabilitation, City Project 18-27 in accordance with the report and the
assessment of abutting property for all or a portion of the cost of the improvement
pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of $1,604,400.
2.The City Engineer or his designee is the designated engineer for this
improvement project and is hereby directed to prepare final plans and specifications for
the making of said improvement.
3.The Finance Director is hereby authorized to make the financial transfers
necessary for the preparation of plans and specifications. A proposed budget of
$1,604,400 shall be established. The proposed financing plan is as follows:

Background
Frank Gilbertson resigned from the HPC effective January 10, 2019 after five years and four
months of service to the City.During his tenure, some of the special contributions he made beyond
his responsibilities as a commissioner include:wrote several pieces for 60 Stories of Maplewood
History, helped prepare the application for designating Ramsey County Cemetery, did presentations
to the HPC,led committee in gathering historical information on Wakefield Park, and helped at
th
special events such as the 60 Anniversary and Gladstone Savanna Open House.

RESOLUTION OF APPRECIATION
WHEREAS, Frank Gilbertson has been a member of the Maplewood Heritage
Preservation Commission for five years and four months, serving from September 9, 2013 to
January 10, 2019. Mr. Gilbertson has served faithfully in that capacity; and
WHEREAS, the Heritage Preservation Commission and City Council have appreciated
his experience, insights and good judgment; and
WHEREAS, Mr. Gilbertson has freely given of his time and energy, without
compensation, for the betterment of the City of Maplewood; and
WHEREAS, Mr. Gilbertson has shown dedication to his duties and has consistently
contributed his leadership and efforts for the benefit of the City.
NOW, THEREFORE, IT IS HEREBY RESOLVED for and on behalf of the City of
Maplewood, Minnesota, and its citizens that Frank Gilbertson is hereby extended our gratitude
and appreciation for his dedicated service.

RESOLUTION AWARDING THE
2018 MAPLEWOOD HERITAGE AWARD TO RONALD COCKRIEL
WHEREAS, Ronald Cockriel has volunteered countless hours helping preserve and advocate
for Maplewood historic and natural resources as an active participant in the “big three”
citizens’ efforts to preserve the community’s heritage: Save our Open Spaces, Save the
Barn, Save Fish Creek; and
WHEREAS, Ronald Cockriel worked with others to protect open space which included the
successful $5 million open space referendum to acquire natural areas; and
WHEREAS, Ronald Cockriel worked with others to “Save the Barn,” and as an active member
of Maplewood Area Historical Society has participated in many initiatives including
getting the barn ready for programming, developing landscape plans, and helping bring
a National Preservation Conference to the Bruentrup Heritage Farm; and
WHEREAS, Ronald Cockriel, led the citizens’ effort to acquire the Fish Creek Open Space to
protect the natural wonder and significant archeology of the site; and
WHEREAS, Ronald Cockriel served as chairperson for five years on Maplewood’s Heritage
Preservation Commission (HPC) and during this time the HPC developed new programs
and set the ground work for the city to gain Certified Local Government status (CLG);
and
WHEREAS, Ronald Cockriel helped ensure the protection of historic and natural resources
through active participation on the Parks and Recreation Commission, Open Space Task
Force, Greenway Task Force, 2020 Comprehensive Plan Task Force, and as a charter
member of the non-profit Friends of Maplewood Nature; and
WHEREAS, Ronald Cockriel has freely given his wisdom, time, energy, and leadership for the
benefit of the City of Maplewood.
NOW, THEREFORE, IT IS HEREBY RESOLVED for and on behalf of the City of Maplewood,
Minnesota and its citizens that Ronald Cockriel is hereby presented the Maplewood Heritage
Award. The Maplewood Heritage Award recognizes an individual who has significantly

Trees are an essential component of the City’s green infrastructure. This proclamation calls
attention to trees and engages the community in celebrating the value of trees.
Background
National Arbor Day is the last Friday of April, but each state and community vary the date to
coincide with planting times. In Minnesota, the month of May is typically designated Arbor Month.
Minnesota communities observing Arbor Day usually schedule celebrations in late April or in May.
Trees provide numerous benefits to individuals and to the community. They reduce erosion, provide
shade, reduce heating and cooling costs, moderate temperature, clean the air, produce oxygen,
provide habitat for wildlife, and provide wood and paper products. Trees increase property values
and enhance the beauty of our community.

Maplewood has scheduled an Arbor Day celebration for Saturday, May 4, 2019, 1:00-3:00 p.m., at
Maplewood Nature Center. This year’s celebration – Tree-Mendous – offers fun for both kids and
adults. See the attached flyer (Attachment 1).
City Council will consider proclaiming Saturday, May 4, 2019 as Arbor Day in Maplewood
(Attachment 2). An Arbor Day proclamation supports the City’s sustainability initiatives and
encourages residents to value, plant, and care for trees. A proclamation is also one of the
requirements for being designated a Tree City USA. Maplewood has been designated a Tree City
each year since 2011 and will continue to reapply annually.

RESOLUTION PROCLAIMINGARBOR DAY 2019
WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a
special day be set aside for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, is now observed throughout the nation and the world;
and
WHEREAS, trees help improve human health by reducing air pollution and reducing exposure to
the sun’s UV rays, and improving mental health by reducing stress and increasing
concentration; and
WHEREAS, trees can reduce the erosion of topsoil by wind and water, reduce heating and cooling
costs, moderate temperatures, produce oxygen, and provide habitat for wildlife; and
WHEREAS, trees are a renewable resource giving us paper, wood for homes, fuel for fires, and
countless other wood products; and
WHEREAS, trees in our city increase property values, enhance the economic vitality of business
areas, and beautify our community; and
WHEREAS, trees are a source of joy and beauty.
NOW, THEREFORE, BE IT RESOLVED THAT May 4, 2019, is hereby designated Arbor Day in the
City of Maplewood.
Further, all citizens are encouraged to celebrate Arbor Day and support efforts to protect our trees
and woodlands.

Ensuring the city remains current with support contracts allows staff to address any issues or bugs
found within the software. This also makes sure support is available should any larger scale events
occur which would require further assistance from the vendor to get the systems back up and
running.
Background
The City of Maplewood has been using Zuercher Technologies application as the Records
Management System since 2015. The application was purchased by Ramsey County and this
payment is Maplewood’s portion of the support agreement. The Police Department uses Zuercher
to write and manage reports, log and manage evidence, issue citations and many other uses.
Being that this is the primary application used by the Police Department and that the Department is
a round-the-clock operation, continuing to have access to Zuercher support is imperative.

In 2017 the City purchased and implemented body cameras and interview room cameras from Axon
(formerly Taser). Along with the capital items the City chose to enroll in Axon’s “Officer Safety” plan
to address the storage of the video created by those camera systems. The “Officer Safety” plan is
a subscription based, hosted solution which includes one Smart weapon (tasers), two Axon camera
upgrades, full warranty, repair and replacement coverage and unlimited Evidence.com storage for
all officers. This agenda item includes the yearly payment for this subscription.

TheMailand-Crestview Forest Drivearea neighborhood streets and utilities are an important part of
the City’s infrastructure. The streets and utilities in this area have deteriorated and are in need of
repair and replacement.
Background
The Mailand-Crestview Forest Driveneighborhood streets total approximately 2.1miles in length.
The neighborhood area is generally bounded by Londin Lane on the north, McKnight Road on the
west, Century Avenue to theeast and Hillwood Drive on the south. Seeattached project location
map.This project is a part of the approved 2019 – 2023Capital Improvement Plan
(CIP).
The aging and deteriorating condition of roads shown on the project location map presents an
ongoing maintenance problem for the City of Maplewood Street Department. The condition of the
existing streets also represents a decreased level of service for the residents of Maplewood, with
the City receiving numerous complaints from area residents about substandard street conditions.
The pavement of the project is proposed to be reclaimed, graded then repaved with twonew layers
of asphalt. Damaged curb is anticipated to be replaced on a spot repair basis.
The watermain within the project areais generally in good condition and meets current standards.
Saint Paul Regional Water Services (SPRWS) is not recommending watermain replacement at this
time. Minor repairs to the sanitary sewer system are anticipated, this includes adjustment of
castings. Minorupgrades to the storm sewer system are currently proposed to mitigatecurrent
drainage issues in the project area, this includes adjustment of castings, installation of surface
drains and installation of draintile on select project streets.
Neighborhood Correspondence
An informational packet was mailed to the neighborhood residents on September 4, 2018. The
mailing contained information about the proposed street improvement project and a questionnaire.
Informational neighborhood meetings were held on October 30, 2018 and January 11, 2019 at the
Maplewood Community Center. Staff mailed out the meeting invitations to 313property owners for
each of the meetings. Approximately 29residentsattended meeting #1 and 19residents attended
meeting #2. Each of the meetings generally ran from 6:00 p.m. to 7:30 p.m. including a
presentation, question and answer session, and one-on-one conversations. Items presented and
discussed at the meetings included the public improvement process, an explanation of why the
Mailand-Crestview Forest Drive area was chosen for improvements, project scope, preliminary
assessments, and an estimated project timeline. Additional neighborhood meetings and
correspondence are planned throughout the public improvement process to continue the
conversations with area residents to ensure they stay well informed.
During the neighborhood meetings staff asked residents to identify any concerns or questions they
have in regards to the proposed project. Concerns and questions revolved around project scope,
current traffic speed,construction methods, current drainagepatterns,groundwater issues, parking
during construction, project schedule, property access, and assessments. Additionally, some
residents requested staff look into icing of some intersections in the winter andthe potential for
street lighting on the project streets. Overall, the general feeling at these two meetings was that the
improvements to the streets are necessary.In the coming months, staff will continue to field and
address resident questions and concerns.

Discussion
The existing public infrastructure for the streets in the project area generally consists of a
bituminous pavement section,concrete curb & gutter, storm sewer, sanitary sewer, and water
utilities.
The proposed project will include pavement rehabilitationof the area streets. Pavement
rehabilitationof these streets will include reclamation of the existing aggregate base and
bituminous. The pavement rehabilitationwill also include sub grade corrections in areas of poor
structural strength, drain tilein select locations, and spot replacement of deteriorated curb.
Minorupgrades to the storm sewer systemwithin the project area areproposedto address
drainage issues within the neighborhood.Minor upgrades to the water system and repairs to the
sanitary sewer systemare proposed as well.
The Feasibility Report confirms the proposed project is feasible, necessary, and cost effective from
anengineering standpoint. The Council approved the Feasibility Reporton February 25, 2019.
The Public Hearing is ameeting at which the residents have the opportunity to comment on the
proposed improvements. In order to proceed with the project, a super majority vote from City
Council is needed for ordering of the improvement after public testimony is received at the Public
Hearing.

Bonds, Special Benefit Assessments,Environmental Utility Funds, Sanitary Sewer Funds, W.A.C.
funds, and SPRWS. An update to the financing plan may be needed in the future after the special
benefits appraisal is received.
The estimated project costs and proposed project funding plan have been reviewed by the Finance
Director.
An independent appraisal firm was hired to ascertain an opinion of special benefit received by
properties within the neighborhood project area. This information will ultimately be utilized to set
the special benefitassessment amounts for the project area. The rates established in the City’s
Special Assessment Policy were utilized for cost recovery estimation purposes and represent the
maximum potential assessment rates for this project.

ORDERING IMPROVEMENT
WHEREAS, pursuant to a resolution of the City Council adopted February 25, 2019,
fixed a date for a council hearing on the proposed street improvements for the Mailand-
Crestview Forest Drive Area Pavement Rehabilitation, City Project 18-27.
AND WHEREAS, ten days mailed notice and two weeks published notice of the hearing
was given, and the hearing was duly held on March 11, 2019; and the council has heard all
persons desiring to be heard on the matter and has fully considered the same;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD,
MINNESOTA:
1.That it is necessary, cost-effective and feasible, as detailed in the Feasibility
Report, that the City of Maplewood make improvements to the Mailand-Crestview Forest Drive
Area Pavement Rehabilitation, City Project 18-27.
2.Such improvements ordered as proposed in the Council resolution adopted on

3.The City Engineer, or his designee, is the designated engineer for this

Project Summary
This feasibility report has been prepared for the Mailand-Crestview Forest Area Pavement
RehabilitationProject, City of Maplewood Project 18-27.The above referenced streets total
approximately 2.1miles in length. The neighborhood area isgenerally bounded by Londin Lane
on the north, McKnight Road on the west, Century Avenue to the east and Hillwood Drive on the
south (see attached project location map, Exhibit 1). Thisproject is a part of the current approved
2019– 2023 Capital Improvement Plan (CIP) and represents the fourth improvement project
made possible through the implementation of the Gas Franchise Fee.
Construction is proposed
to begin in June of 2019 after review and approval from City Council.See Exhibit 2 for a map of
proposed construction activitiesand their respective areas.
The proposed improvements include the following:
1)Full depth reclaim (FDR) of pavement and underlying base materials, includes sub-
grade repairs in areas of failure as necessary to support the new street.
2)Removal and replacement of structurally deteriorated sections of concrete curb and
gutter.
3)Removal and replacement of outdated sanitary sewer castings& storm sewer castings.
4) Removal and replacement of pedestrian curb ramps as necessary.
5)Installation of new base and wear course pavement on project streets.
6)Restoration of turf and landscape features which may have been impacted by the
project.
7)Potential for minor storm sewer improvements & repairs in problematic areas.

Gladstone Phase 3 Corridor Improvements, City Project 16-18, by approving the attached
resolution. The final plans and specifications are complete and are ready to be advertised for bids.
The bid opening is tentatively scheduledforFriday, April 5, 2019 at 10:00AM.
Due to obtaining grant funding, there will be no assessments proposed with this improvement.

This final phase of the Gladstone Corridor Improvements represents an investment into the City’s
infrastructure. The west end of the project area is also a targeted area for redevelopment. The City
has also been successful in obtaining two grants that will help fund a portion of this project.

Background
The City recently completed the Gladstone Phase 2 Improvement adjacent to the Gladstone
Savanna and the Villages at Frost and English redevelopment site. A number of infrastructure,
water quality, and aesthetic improvements have been made along the Frost Avenue redevelopment
corridor.
Phase 3 of the Gladstone Corridorrepresents the final phase of the Frost Avenue corridor
improvements and includes the section of Frost Avenue between English Street and White Bear
Avenue. This section of Frost Avenue is a1 mile longtwo lane road thatis approximately 52feet
wide. The existing width is in excess of what is required for a four lane road. The majority of this
section of Frost Avenue drains directly to Wakefield Lake whichis an impaired water body. The
City’sParks and Recreation staff along with the Public Works staff have been actively working with
the Ramsey Washington WatershedDistrict (RWMWD) in developing a joint project that would
reduce the width of Frost Avenue, provide significant water quality improvements, upgradesto
Wakefield Park, and provide pedestrian facilities along this section of Frost Avenue. The City is
currently proposing these improvements to be constructed in 2019 as part of the City’s 2019-2023
Capital Improvement Plan (CIP).
The RWMWD worked with the Minnesota Pollution Control Agency (MPCA) to develop a TMDL
(water quality study) for Wakefield Lake, a water body impaired for excess nutrients. To help
improve the water quality in Wakefield Lake, a stormwater management project was identified in
Wakefield Park. The City of Maplewood, in partnership with RWMWD, submitted a Clean Water
Fund (CWF) grant application tohelp fund stormwater management within Wakefield Park and
along Frost Avenue and for the reconstruction of Frost Avenue. The goal of this project is to
improve the water quality entering Wakefield Lake and to reconstruct Frost Avenue using the Living
Streets concepts. The overall grant application totaled $1,068,000 with $715,000 of CWF grant
money and $353,000 of RWMWD money. Unfortunately, our application was not selected to
receive a CWF grant, but RWMWD has stated that the watershed district is willing tofund the full
grant amount of $1,068,000.
On October9,2017, the City Council approved a resolution of support for a Local Road
Improvement Program (LRIP) grant application. The LRIP provides funding assistance to local
agencies for constructing or reconstruction of local roads and is administered by MnDOT’s State
Aid for Local Transportation Division. The City has been notified that this project has been selected
to receive a LRIP grant in the amount of $1,000,000.This grant will help to lower the amount of
Environmental Utility Fund (EUF) funds and the amount of G.O. Bonding required for this project.
Additionally, we are able to eliminatethe need for special assessments which will help lower the
City’s debt level and aid in the potential redevelopment of the area near Frost Avenue and English
Street.
Discussion
The proposed project includes approximately 1.1 miles of street with an average pavement
condition index (PCI) rating of 44 (on a scale of 1 to 100) according to the most recent street rating
survey. This section of Frost Avenue has continued to deteriorate over the years and is in need of
replacement. The proposed project wouldbe designed using Living Street concepts including the
narrowing of the existing road, a trail on the south side of Frost Avenue,a sidewalk along the north
side of Frost Avenue,and water quality improvements along Frost Avenue and within Wakefield

Park. The project will help improve both the existing street conditions and the water quality entering
Wakefield Lake.
As part of thisproject, the cast iron water mains will be replaced due to past break history and
susceptibilityto future breaks. Additionally, repairs to the sanitary sewer system are also
anticipated.
The aging and deteriorating condition of Frost Avenue presents an ongoing maintenance problem
for the Cityof Maplewood’s Street Department. The condition of the existing street also represents
a decreased level of service for the residents of Maplewood, with the City receiving numerous
complaints from the area residents about substandard street conditions.
Two neighborhood meetings were held on April 5, 2018 and October 11, 2018 to discuss the
proposed project and receive public input on the proposed improvements. Generally speaking, the
majority of residentswere in favor of the proposed project.A third neighborhood meeting was held
on February 20, 2019 to give residents a chance to see and comment on draft construction plans.
Input from this meeting, emails, and phone calls was utilized in the completion of the final plans and
specifications.

The estimated costs include 10% contingencies and 28% overhead, which includes geotechnical,
legal, fiscal, and design service expenses. The feasibility report provides a more detailed
construction and project cost estimate.
The improvements are proposed to be financed through a combinationof G.O. Improvement
Bonds, Environmental Utility Fund, W.A.C. funds, Sanitary Sewer Fund, St. Paul Water fund,
RWMWD Grant, and LRIP grant. A summary of the estimated financing for the proposed project is

RESOLUTION
APPROVING PLANS AND SPECIFICATIONS
AND ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the City Council on November 13, 2018,
plans and specifications for the Gladstone Phase 3 Corridor Improvements, City Project 16-18,
have been prepared by (or under the direction of) the City Engineer, who has presented such plans
and specification to the City Council for approval, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD,
MINNESOTA:
1.Such plans and specifications are hereby approved and ordered placed on file in the
office of the City Engineer.
2.The City Clerk or office of the City Engineer shall prepare and cause to be inserted into
the official paper and Finance and Commerce an advertisement for bids upon the
making of such improvement under such approved plans and specifications. The
advertisement shall be published twice, at least twenty-one days before the date set for
bid opening, shall specify the work to be done, shall state that bids will be publicly

opened and considered by the council at 10:00 a.m. on the 5day of April, 2019, at city
hall and that no bidsshall be considered unless sealed and filed with the clerk and
accompanied by a certified check or bid bond, payable to the City of Maplewood,
Minnesota for five percent of the amount of such bid.
3.The City Clerk and City Engineer are hereby authorized and instructed to receive, open,
and read aloud bids received at the time and place herein noted, and to tabulate the bids
received. The City Council will consider the bids, and the award of a contract, at the
regular city council meeting of April 22, 2019.
