Mayor Slawik reported on her annual police ride along. Mayor Slawik gave additional comments on the event. Parks & Recreation Manager Robbins gave additional information about the event. U of M Organics Pilot Program Councilmember Abrams reported on the U of M Organics Pilot Project, a composting project sponsored by the U of M that she is participating in. North End Vision Kick Off at Ramsey County Library Councilmember Abramsreported on the North End Vision Kick Off at the Ramsey County Library that took placeon Tuesday, August 21, 2018. Meeting with Betty McCollum Mayor Slawikreported on the meeting with Betty McCollum about the mall area and the Gold Line. August 27, 20182 City Council Meeting Minutes Business Retention & Expansion Visit Mayor Slawik reported on the Business Retention & Expansion visit regarding the sale of SuperValu/Cub Food. Upcoming Ashland Production Councilmember Smithreported on the upcoming 2018/2019 Ashland Production season. 3.Request to Increase Maplewood Area Historical Society Annual Appropriation Acting City Manager Funk introduced the report. Finance Director Paulseth gave the report. After council discussion there was a consensus to proceed with $2,000 and invite the Society to apply for Charitable Gambling Funds in 2018;increase the 2019 annual appropriation to $5,000;andhave a council workshop to discuss future increases. Resolution18-08-1598 Directing Modification of Existing Construction Contract, Project 17-01, Change Order No. 1 WHEREAS, the City Council of Maplewood, Minnesota has heretofore ordered the Maplewood Municipal Building Improvements Project, 17-01, and has let a construction contract, and WHEREAS, it is now necessary and expedient that said contract be modified and designated as Maplewood Municipal Building Improvements Project, 17-01, Change Order No. 1. Councilmember Abrams moved to approve the resolution for final payment and acceptance of Maplewood municipal building improvements project, City Project 17-01. Resolution18-08-1599 Directing Final Payment and Acceptance of Project Maplewood Municipal Building Improvements Project, City Project 17-01 WHEREAS, the City Council of Maplewood, Minnesota has heretofore ordered the Maplewood Building Improvements Project, City Project 17-01, and has let a construction contract, and WHEREAS, the City Engineer for the City of Maplewood has determined that the Maplewood Building Improvements Project, City Project 17-01, is complete and recommends acceptance of the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, Minnesota, that City Project 17-01 is complete and maintenance of the improvements are accepted by the City; the final construction cost is $616,307.52. Final payment to American Liberty Construction and the release of any retainage or escrow is hereby authorized. City Attorney Batty gave the report. Mayor Slawik opened the public hearing. No one spoke. Mayor Slawik closed the public hearing. Councilmember Abrams moved to approve to adopt the ordinance establishing the Beebe Meadows storm sewer improvement tax district. Ordinance992 City of Maplewood, Ramsey County, Minnesota An Ordinance Establishing the Beebe Meadows Storm Sewer Improvement Tax District The City Council of the City of Maplewood, Minnesota Ordains as Follows: Section I. Background: Findings. 1.01. The City is authorized by Minnesota Statutes, Sections 444.16 –444.21 (the “Act”) to establish a storm sewer improvement tax district in connection with the Beebe Meadows subdivision (the“District”) to acquire, construct, reconstruct, extend, maintain and otherwise improve storm sewer systems and related facilities within the District and to acquire, construct, maintain and improve stormwater holding areas and ponds outside of the District which are for the benefit of the District in accordance with the Act and to levy a tax on all taxable property within the District to finance such activities. 1.02. It is found and determined that it is in the best interests of Maplewood and its storm water management program that the District be established. The District shall be comprised of the land legally described in Exhibit A, attached hereto. Section II. Establishment: Authorizations. August 27, 20186 City Council Meeting Minutes 2.01. The Beebe Meadows Storm Sewer Improvement Tax District is hereby established. The City shall have all powers and authority conferred by the Act in the operation and financing of the activities of the District. 2.02. The boundaries of the District include all property described in Exhibit A, attachedhereto and are depicted in the map on Exhibit B, attached hereto. 2.03. The city clerk is authorized and directed to file a certified copy of this ordinance with the Auditor, Recorder, and Registrar of Titles of Ramsey County. Section III. This ordinance shall become effective upon its adoption and publication and the recording of the plat of Beebe Meadows, Ramsey County, Minnesota. Councilmember Juenemann moved to approve the resolution authorizing publication of the Beebe Meadows storm sewer improvement tax district ordinance by title and summary. Resolution 18-08-1600 Resolution Authorizing Publication of Ordinance No. 992by Title and Summary WHEREAS, the city council of the city of Maplewood has adopted Ordinance No. 992, an ordinance establishing the Beebe Meadows storm sewer improvement tax district pursuant to MinnesotaStatutes, sections 444.16-444.21;and WHEREAS, MinnesotaStatutes, section412.191, subd. 4, allows publication by title and summary in the case of lengthy ordinances or those containing charts or maps; and WHEREAS, the ordinance is 2 pages in length; and WHEREAS, the city council believes that the following summary would clearly inform the public of the intent and effect of the ordinance. NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Maplewood that the city clerk shall cause the following summary of Ordinance No. 992to be published in the official newspaper in lieu of the entire ordinances: Public Notice The Maplewood city council has adopted Ordinance No.18-08-1600which establishes the Beebe Meadows storm sewer improvement tax district. Beebe Meadows is a new seven-lot residential subdivision which will treat stormwater onsite. Maintenance of the stormwater facilities will be the responsibility of the subdivision homeowners. If the homeowners fail to maintain the storm water facilities, the storm sewer improvement tax district allows the city to perform the maintenance and levy a tax against the seven lots to August 27, 20187 City Council Meeting Minutes recover the cost of that work. Natural Resources Coordinator Gaynor gave the presentation. Councilmember Juenemann moved to approve thepurchase of construction services for Maplewood City Hall Rain Garden Installation, City Project 18-26, and to direct the City Manager to enter into a contract with Outdoor Lab Landscape Design, Inc., in the amount of $46,068.50, and to direct the City Manager to enter into the grant agreement with Ramsey-Washington Metro Watershed District. Seconded by Councilmember AbramsAyes–All The motion passed. 2.Resolution Adopting Preparation of Feasibility Study for Ferndale-Ivy Area Street Improvements, City Project 18-01 Public Works Director Love gave the report. Councilmember Xiongmoved to approve Resolution Ordering the Preparation of a Feasibility Study for Ferndale/Ivy Area Street improvements, City Project 18-01. Resolution 18-08-1601 Ordering Preparation of a Feasibility Study WHEREAS, it is proposed to make improvements to the Ferndale-Ivy Area streets, which is depicted on the attached project location map, is hereby called Ferndale-Ivy Area Street Improvements, City Project 18-01 and to assess the benefited property for all or a portion of thecost of the improvement, pursuant to Minnesota Statutes, Chapter 429, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA: That the proposed improvement be referred to the City Engineer for study and that he is instructed to report to the City Council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is necessary, cost August 27, 20188 City Council Meeting Minutes effective and feasible, and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. FURTHERMORE, funds in the amount of $75,000 are appropriated to prepare this feasibility report.
