A.CALL TO ORDER
A meeting of the City Council was held atthe Maplewood City Hall –Council Chambers
and was called to order at7:06 p.m. byMayor Slawik.
Mayor Slawik requested City Manager Coleman and City Clerk Sindt give an update on
the Primary Election on Tuesday, August 14, 2018.
B.PLEDGE OF ALLEGIANCE
Specialist Coleman with the National Guard led the Council in the pledge of allegiance.

City Manager gave the update to the council calendar, reviewed other topics of
concern or interest requested by councilmembers and gave an overview of
upcoming events in the community.

Park Edge Apartments Agreement
Councilmember Juenemann reported on the Park Edge Apartmentaffordable housing.
911 Outage on August 1st
Councilmember Juenemann reported on the 911 outage that happened on August 1,
2018.
Ramsey County League of Local Governments
Councilmember Abrams reported on the first meeting of the Ramsey Council League of
Local Governmentsshe attended.
Newsletter
Mayor Slawik reported that the August issue of Maplewood Living has been mailed.
National Night Out
Mayor Slawik reported on National Night Out gatherings she attended on August 7,
2018.
Ghana Group Inauguration

Mayor Slawik reported on the inauguration party she and Police Chief Nadeau attended
at the Maplewood Community Center/YMCA for a new Maplewood group with roots in
Ghana.
Time at Mosque
Councilmember Smith reported on Mosque vandalism and meeting with the Mosque and
the City.
3.Swearing-In Ceremony –Police Officers Alexandra Coleman and Mitchell
Condon
Director of Public Safety Nadeau introduced Alexandra Coleman. City Clerk Sindt
administered the oath. Alexandra Coleman addressed the council with words of
appreciation.

2.Donation from Friends of Maplewood Nature
City Manager Coleman noted this agenda item is approval of a resolution accepting the
donation from the Friends of the Nature Center.
Councilmember Abrams moved to approvethe resolution for the donation in the amount
of $494.21 from the Friends of Maplewood Nature,and to authorize the Finance Director
to increase the Nature Center budget in theamountof$494.21.

Acceptance of Donation
WHEREAS the City of Maplewood and the Parks and Recreation Department
has received a donation of $494.21 in support of the Fish Creek Bioblitz;
NOW, THEREFORE, BE IT RESOLVED thatthe Maplewood City Council
authorizes the City of Maplewood, Parks and Recreation Department to accept this
donation.

3.Temporary Lawful Gambling –Local Permit for the Church of St. Jerome, 380
Roselawn Avenue East
CouncilmemberAbrams moved to approve the temporary Lawful Gambling –Local
Permit for the Church of St. Jerome on September 16, 2018 at 380 Roselawn Ave E.

4.Resolution Accepting Donation to Maplewood Police Reserves from the
Ramsey County Fair
Councilmember Abrams moved toapprovethe resolution accepting the donation to
Maplewood Police Reserves from the Ramsey County Fair.

Resolution Expressing Acceptance of and Appreciation of a
Donation to the Maplewood Police Department
WHEREAS ,the Ramsey County Agricultural Society/Fair Board has presented to
the Maplewood Police Department a donation in the amount of $400; and
WHEREAS, this donation is intended for the purpose of Maplewood Police
Reserve Unit equipment and/or needs; and
WHEREAS, the Maplewood City Council is appreciative of the donation and
commends the Ramsey County Agricultural Society/Fair Board for their civic efforts,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Maplewood, Minnesota, that:
1.The donation is accepted and acknowledged with gratitude; and
2.The donation will be appropriated for the Police Department as designated;
and
3.The appropriate budget adjustments be made.

5.Conditional Use Permit Review, Maplewood Medical Office Building, 2945
Hazelwood Street North
Councilmember Abrams moved to approvethe conditional use permit review for the
Hazelwood Medical Office Building and review again only if a problem arises or a major
change is proposed.

6.Change Order No. 1, Improvements to Beam Avenue at Hazelwood Street,
City Project 16-09
CouncilmemberAbrams moved to approve Change Order No. 1, for Improvements to
Beam Avenue at Hazelwood Street, City Project 16-09 and authorize the City Manager
to sign Change Order No. 1.

J.NEW BUSINESS
1.Contract with Perkins+Will for Planning Services
City Manager Coleman introduced the staff report. Economic Development Coordinator
Martin gave the staff report.
Councilmember Juenemann moved to approve the terms of the planning scope and
authorize the city manager to execute the agreement between the City of Maplewood
and Perkins+Will to develop the North End Vision Plan.
Seconded by Councilmember AbramsAyes–All
The motion passed.
2.Purchase Agreement to Sell City Owned Property at 3xxx Hazelwood
a.Intent to Close Meeting (§13D.05 subd. 3c)
City Manager Colemangave the staff report. City Attorney Batty gave further
clarification.
By consensus, the council decided not to close the meeting.
Councilmember Juenemann moved to approve thepurchase agreement for city-owned
property located at 3xxxHazelwood Street Northto the Moose Lodge in the amount of
$100,000.
