AN ORDINANCE ESTABLISHING AN ADVISORY PLANNING
COMMISSION AND DEFINING ITS POWERS AND DUTIES.
TEE COUNCIL OF THE VILLAGE OF MAPLEWOOD DOES HEREBY ORDIIN:
Section 1. An Advisory Planning Commission is hereby established consist-
ing of nine (90 members, all of such members to be appointed by the Village Council.
Section 2. Each member of the Advisory Planning Commission shall be a
resident of the Village who does not hold any elective public office.
Section 3. Each member shall be appointed by the Council and hold office
until his successor is appointed; and, the term of such office shall be designated
and established at the discretion of the Village Council.
Section q. Members of the Advisory Planning Commission shall serve without
compensation and shall elect from their own members a chairman and a secretary
and shall meet at such times and places as they may determine.
Section 5. The Village Clerk shall act as Clerk for the Commission unless
other personnel is authorized by the Council; and, the permanent records of the
Commission for each calendar year shall be deposited with the Village Clerk
for permanent safekeeping at the end of each year.
Section 6. The services of the Village Engineer and the Village Attorney
shall be available to the Commission and the said engineer and attorney shall
have the right to sit in with the Commission at all meetings but shall not be
entitled to vote as a member of said Commission. All Village inspectors and other
regular employees or personnel of the Village shall cooperate with the Advisory
Planning Commission and make themselves available and attend meetings when requested
to do so.
Section 7. The Advisory Planning Commission shall, pursuant to Council dir-
ectives, Council Resolutions, or Village ordinances, propose, draft or recommend,
overall or partial plans for future physical dexdopment and improvement of the Village,
including all matters relating to zoning and planning as villages are authorized
and empowered to undertake pursuant to state statutes and laws. This Commiss-
ion shall also consider all plats submitted by private property owners, all
plans and proposals for development of private or public property within the
village, and shall advise the Council on any and all matters referred to it by
the Council.
Section 0. All action of the Advisory Planning Commission shall be in the
nature of recommendations to the Village Council, and the said Commission shall
have no final authority with reference to any matters except as the Council may
lawfully delegate authority to it.
Section 9. the Council shall provide, out of available Village funds,
for ordinary and necessary expenses of the Advisory Planning Commission.
Section 10. All meetings of the Advisory Planning Commission shall be
open to the public and shall be held in such manner as to permit public attendance.
Section 11. This ordinance shall take effect and be in force from and
after its passage and publication.
