Section 1. Title 906 is hereby amend" to read as follows "W6. R -3A; R-33 and R -3C, XMTIPL5 DWILLi S ." Section 2. Section 905.410 of the Maplewood Cedes is hereby amended to resd as follows 11906.010. USR R20MATIM. In a multiple dwelling district unless otherwise provided in this code, aro building or laend shall hereafter be erected, or structurally altered except for one or more of the following uses a 1. All uses permitted In 904, R-19 and 903, R-2, except single family doollings, duplows or double bwWlow unless specifically authorized by the Village Council. 2. Multiple dwellings as set forth in Sections 906.M through 906.211 (R-30; Sections 906.300 the 906.311 (a -3B); and Sections 906.40 through 906.411 (R-30, settiaeg forth the classifications of such dwellings by sine and by type. Any privilege to oonduct business in multiple dwelling structures shall be limited to such bviness use as the Council may authorise at the time of approval of construction piaster and specifications. 3. Clubs, lodges, fraternity and sorority houses which do not offer public: p,;.; ,.MITT '3 4. Boarding and lodging houses. 5. The following uses pursuant to special use permit granted by the Council on application and hearing as provided in this code: (a) NMpitals, clinics, nursing homes card other buildings used for treatment of human aiissents . Section 906.020 of the Maplecaood, Cade is hereby amended to read as follows: "906.020. RXQUIRSOM FOR cDNSIDEv.TIDr,. Prior to the consideration of any proposal to build one or an* "t*ja 4mlling structures, the following data must be furnished to the Village: 1. Site and Building Plans. (a) Details of the proposed site development on topographical survey, including existing and proposed topography (Miniwma scale shall be i" - 501-0" with V $ 20'-0" preferred plus a filmed depiction of existing site conditions) location of all buildings, recreation areas, driveways, parking spaces, dimension& of the parking spaces, dimensions of the lot area and minimum setbacks drawn in and clearly defined. (b) Plans for proposed sidewalks to service parking, recreation and service areas within the propose? development ,at sic scale as l(a) above. (c) Suggested plans for proposed storm water drainage system sufficient to drain and dispose of all surface water accumu- lation within the area, indication of sanitary sewer, water, gas, electric, ate., easements, and written notification that they have been reviewed by the Village Engineer for feasibility purposes. (d) Landscape plana including species, 3iae of trees and shrubs proposed plus budget allowance at same scale as l(a) above. (e) Preliminary architectural plans for the proposed buildings complete with exterior wall finishes and cot . These plana shall also indicate unit sizes, ratios of duelling units to total lot size and parking spaces. (f) Ten (10) sets of Mass shall be submitted to the Village Clerk ten (10) calendar days prior to a Planning Commission meeting for the purpose of distributing the plans to the Village Engineer, Planning Consultant, and Planning Commission members so they may review the plans and site, if not known to them, prior to the first meeting. (g) .Any additional information which may be requested by the Village Council or Planning Comamii:sion due to conditions peculiar to any particular site. 2. Certification of Plans Required. (a) All building and site plans shall be designed and certified by a registered architect or engineer. The site plans may be prepared by a professional site planner but a registered architect must verify that he has personally reviewed the site and designed the proposed buikdings in accordance with the site -2- ply, tike main and neighboring conditions, and in accordance with dw �u�U„ .. as adopted and amended by the Village of t"laaraesod. 3. Requirements for iiahil+1" Permit. Prior to the ieav wpte of a Building Permit and in addition to "ampirements for Cosasia W&tA0m" the following, additional information shall be required. (a) Mete details of the proposed sit" development. (b) Complete details o a the proposad drainage plan. (c) Complete details of the proposal landscape plans. (d) Complete plans sad specifications for architectural, structural, electrical and mechanical services for the proposed lbuLldiags in accordance with the Ville BuiidinA OAR - (e) .(e) any additional information requested on forms furnished by the administrative staff, 4. Certific&tlon of Plats and Specifications Required. (a) Similar to 2(a) above. (b) All structural, electrical sad sechaaical systems shall be designed and certified by a registered engineer. (c) The plans and specifieatioms submitted to the 'Village Council shall conform to the plow and specifications that were submitted to the Village Ply Comisission. Any variations from said plans and specification* shall require prior approval of the Planning Com aiss ion . A set of plow (s tamp** approved) shall be retait by the +Char and Village for conformity to the Approved submission." Section 4. Section 8. Section 906.070 of the Maplwomod Cotte is hereby amended to read as follows: "906.470. ACCOUSTICAL COOLS. In all multiple dwelling b%tt d:lap the following standards of accoustical control shall apply; 1. A new section 906.094 is hereby added to the Maplewood Code to read as follows -5- "906.090. CREDITS AND .EXCEMONS TG DENSI'i'if ROQUIRBMWS. All multiple dwelling structures are sub!'*ct to density standards of land area per duelling unit as set forth in suctions of this code relating to specific: sizes and types of such multiple drelling structures. The following credits to such. density standards elsewhere set forth shall be allowed as follows UNDZRGWtM PARKING. The total required miniauwe land area fpr any specific type or size of multiple, dwelling may be decreased by 300 square feet per dwelling omit for each parking spats than is provided under the principal use structure, or in *one other manner underground, which will thereby permit use of the grade level outside the building, or abwm such undergrrouad space, for other building„ parking, open yard or recreation space. 2, OPU SPACE. Prior to the consid- eration of any proposal to build one or more multiple dwelling structures, the following data must be furnished to the Village: 1. Site and Building Plans. (a) Details of the proposed site deveU' opment on topographical survey, includ- ing existing and proposed topography (Minimum scale shall be 1" equals 50'-0" with I" equals 20'-0" preferred plus a' filmed depiction of existing site condi- tions) location of all buildings, recrea- tion areas, driveways, parking spaces, dimensions of the parking spaces, dimen- sions of the lot area and minimum set- backs drawn in and clearly defined. (b) Plans for proposed sidewalks to service parking, recreation and serviee areas within the proposed development at same scale as 1(a) above. (c) Suggested plans for proposed storm. water drainage system sufficient to drain and dispose of all surface water accumu- lation within the area, indication of san- itary sewer, water, gas, electric, etc., easements, and written notification that they have been reviewed by the Village Engineer for feasibility purposes. (d) Landscape plans including species, size of trees and shrubs propped plus budget allowance at same scale as 1(a) above. (e) Preliminary architectural plans for the proposed buildings complete with ex- terior wall finishes and colors. These plans shall also indicate unit sizes, ra- tios of dwelling units to total lot size and parking spaces. (f) Ten (10) sets of plans shall be submitted to the Village Clerk ten (10) calendar days prior to a Planning Com- mission meeting for the purpose of dis- tributing the plans to the Village Engi.' neer, Planning Consultant, and Planning Commission members so they may review the plans andsite, if not known to them, prior to the flr, t meeting. (g) any au—sonat mzormation which may be requested by the Village Coun-; ell or Planning Commission due to c0n-1 ditions peculiar to any particular site. 2. Certification of Plans Required. (a) All buildings and site plans shall be designed and ceFtified by a registered architect or engineer. The site plans may be prepared by a professional site plan- ner but a registered architect must veri- fy that he has personally reviewed the site and designed the proposed buildings in accordance with the site plans, the terrain and neighboring conditions, and In accordance with the Building Code, as adopted and amended by the Village of Maplewood. S. Requirements for Building Permit. Prior to the issuance of .a Building Permit and in addition to "Requirements for Conaideration" the following addi- tional information shall be required. (a) Complete details of the proposed site development. (b) Complete details on the proposed drainage plan. (c) Complete details of the proposed landscape plans. (d) Complete plans and specifications for architectural, structural, electrical and mechanical services for the proposed buildings in accordance with the Village Building Code. (e) Any additional information re- quested on forms furnished by the ad- ministrative staff. 4. Certification of Plans and Specifi- cations Required. (a) Similar to 2(a) above. (b) All structural, electrical and stet chanical systems shall be designed and certified by a registered engineer. (e) The plans and specifications sub- mitted to the Village Council shall con- form to the plans and specifications that were submitted to the Village Planning Commission. Any variations from said plans and specifications shall require prior approval of the Planning Commis- sion. A set of plans (stamped approved) shall be retained by the Owner and N-11- Inge for conformity to the approved sub- mission." Section 4.
