Premble: It is hereby de,:IAr*d that it is LL* pui,)lL;: policy of the Vill&ge
of Maplewood to fulfill its responsibility as a partner of the State Department
of Human ilights in securing fur all citizens equai opportunity in housing, employ-
ment, public accommodations, public services and education, and to work consistently
to improve the humau relations climate of the Village of Maplewood. To this end
the Village Council of tidplewooci does ordain.
Section 1. 1uplewood Code iu hereby awec,ded 1)y adding thereto a I'Lew chapter
as follows:
"206.01U. ESTABLIS&aNT OF CM-i14SION. There is hereby established within

208.030. AFRUINTMUiT i'ROCSDUKL. The Camiz;sioa shall consist of 15 members
to be appointed by the Mayor by and with the advice and consent of the Council.
Members of the Commij4siou shall be appointed with due regard to their fitness for
the efficieiit dispatch of the functions, powers and duties vested in and :LmPosed
upon the Coinuidsioti. hlem'L'Ier.,� of the Commii;siou :,hall be appointed for terms of
three (3) years, except that any perpork appointed to fill a vacancy occurring prior
to the expiration of the Lerm for which his predecessor was appointed shall be
appointed only for the remaiMer of such term. Upon the expiration of 1)3,s term
of okfice a member shall continue to serve until his successor is appointed and
shall have qualified. The (first Cosa:t#ssion shall. consist of five members appointed
for a i:erm of three (3) yc�ar,�, five taembers For term of two (2) years, and rive

2,06-040, DUTIES AND RESPONSIBILITIRS . in fulfillment of its purpose the
Comission's duties and, rerpoi�sibilities shall be to:
(1) Adopt bylaws and rules for the conduct of its affairs including the
election, assttta+.ption of dtaties and definition of responsibilities of
:officers and coaeai Mees .
(2.) Draft a meanorandum of &Freement with the <tate epaart ent of Human sights
for the purposes of determining regulatory and enforcewnt procedures.
(J) Enlist the cooperation of agencies, organizations and individuals in the
comE►uait; itt an active programa directed to crc-ute equal c�l+portunits� and
eliminate discrimination and inequalities.
(4) Formulaate a human relations program for the Village of Hapiewood to give
,n--reased e�fecti•ieuess _trhi direction to the work of Bali inc;ividtmi and
agencies addressing thenwelves to planning, policy mania g and edueaational
programing in the area of civil and human rights.
(5) Advise the Mayor, the Village Council and other agencies of the government
on human relations and civil rights problems. Act in an advisory capacity
with respect to planning or operation of any city department on issues of
civil and human rights and recommend the adoption of such specific policies
or actions as are needeu to provide for full equal opportunity in the
cor:tstun i ty .
(6) Develop in cooperation with the StateDepartment of Humaa Eights such
programs of formal and infurmal education as will assist in the implementation
of the Minnesota State Act :against Discrimination and provide for the
commission's assumption of leadership in recosizing atm reso lingpotential
problem areas in the co unity."
Section 2. This ordinance shall take effect and be in force from and after
its passage and publication.
