ORDINANCE NO. 186
AN ORDINANCE AUTHORIZING THE
ISSUANCE OF CLUB LIQUOR LI-
CENSES WITHIN VILLAGE OF
MAPLEWOOD.
THE COUNCIL OF THE VILLAGE OF
MAPLEWOOD DOES ORDAIN AS
FOLLOWS:
Section 1. An "on sale" liquor license
may be issued by the Council to a bon:
fide club which has been in existence fr
twenty years and which is duly inco-
porated under the laws of the State

ten years prior to January 1, 1961.
Section 2. The term "club" as used
herein means and includes any club
duly organized under the laws of Min- i
nesota for civic, fraternal, social, or
business purposes or for intellectual im-
provement or for the promotion of
sports. which shall have more than fifty
(60) members and which shall have for
more than one year, have owned, hired,
or leased a building or space in a building
of such extent and character as may be
suitable and adequate for the reasonable
and comfortable accommodation of its
members, and whose affairs and man-
agement are conducted by a board of
members, executive committee, or similar
body, chosen by the members at a meet-
ing held for that purpose, .none of whose
members, officers, agents, or employees
are paid directly or indirectly any com-
pensation by way of profit from the
distribution or sale of beverages to the
members of the club, or to its guests,
beyond the amount of such reasonable
salary or wages as may be fixed and
voted each year by the directors or other .
governing body.
Section 3. Any license issued here-
under shall be a license for the sale of
Intoxicating liquors to club members {
only. {i
Section 4. The license fee for a club
license issued under this ordinance shall
be $100.00 per year and the applicant'
shall make application thereby on a form
to be furnished by the Clerk of the?
Village. This application shall be in sub-
atantially, the same form as an appli-
cation for a public on sale liquor license.
Section b. The holder of a license is-
sued under this ordinance shall be sub-
ject to all of the provisions of Maple-
wood ordinance No. 96 as amended, per-
taining to the issuance of intoxicating
liquor licenses.
Section 6. No club license shall be
granted until a bond in the amount of
$3,000.00 has been furnished, approved
and filed by and with the proper Village
officers. The surety on such bond shall
be by a surety company duly licensed to
do business in the State of Minnesota
and the bond shall be approved as to
form and execution by the Village At- j
torney. All bonds when approved by the !
proper Village officers shall be deposit-
ed with the Village Clerk. Such bonds
shall be conditioned in the same manner
as the bonds provided for in Section 18 of
Ordinance No. 96 as amended, relating
to the sale of intoxicating liquor.
Section 7. Any person violating the
provisions of this ordinance or of Or-
dinance No. 96 as amended, applicable
hereto, shall be guilty of a misdemeanor
and shall be punished by fine not to
exceed $100.00 or by imprisonment for
a period of not to exceed ninety (90)
days.
Section S. This ordinance shall take ef-
fect and be in force from and after
passage and publication.

State of Minnesota, on Wednesday of each week; that during all said time said newspaper has been print-
ed in the English language from its known office of publication within the Village from which it pur-
ports to be issued as above stated and in newspaper format and in column and sheet form equivalent
in space to at least 460 running inches of single column, two inches wide; has been issued once
each week from a known office established in said place of publication and employing skilled workmen
and equipped with the necessary material for preparing and printing the same, and the presswork on that
part of the newspaper devoted to local news of interest to the community which it purports to serve has
been done in its known office of publication; that during all said time in its makeup not leas than twenty-
five per cent of its news columns have been devoted to local news of interest to the community it pur-
ports to serve; that during all said time it has not wholly duplicated any other publication, and has not
been entirely made up of patents, plate matter and advertisements; has been circulated in and near its
said place of publication to the extent of at least two hundred and forty (240) copies regularly delivered
to paying subscribers and has entry as second class matter in its local post office; and that a copy of each
issue has been, filed with the State Historical Society, St. Paul; and that there has been on file in the
office of the County Auditor of Ramsey County, Minnesota, the affidavit of a person having knowledge
of the facts, showing the name and location of said newspaper and the existence of tfie conditions
;onstituting its qualifications as a legal newspaper.
