A. CALL TO ORDER
A meeting of the City Council was held in the City Hall Council Chambers and was called
to order at 7:09 p.m. by Mayor Slawik.
Mayor Slawik reported on an official visit that she and others made with
Congresswoman Betty McCollum to see the renovations at the Harriet Tubman Center;
the new East Metro Fire Training Facility; and the new Fire Station/Police Substation that
is being built on donated 3M property.

F. APPOINTMENTS AND PRESENTATIONS
1. Presentation on Ramsey County Fair—Joe Fox
Joe Fox gave an update on the Ramsey County Fair highlighting this was their 101st
consecutive year of the fair. He gave other details about the history of the fair and the
duties of the volunteer board. Mr. Fox has been involved for 48 years.
Councilmember Juenemann mentioned that Joe was recognized by WCCO radio and
given the Good Neighbor Award for his years of service to the Ramsey County Fair.
2. Presentation from St. Paul Regional Water Services Board—Commissioner
Will Rossbach (No Report)
Commissioner Rossbach gave a detailed report on the Regional Water Services Board
and the infrastructure of the system.

1. Approval of Resolution for 2015-2019 Capital Improvement Plan
Finance Director Bauman gave the staff report and answered questions of the council.
Commissioner Dale Trippler gave the report from the Planning Commission and
Environmental Natural Resource Commission. Commissioner Mark Jenkins gave the
report from the Business & Economic Development Commission. Public Works
Director/City Engineer Thompson, Parks & Recreation Director Konewko, Interim City
Manager Coleman, Police Chief Schnell and IT Director Fowlds answered additional
questions of the council.

Councilmember Juenemann moved to approve the resolution for the 2015-2019 Capital
Improvement Plan.
Resolution 14-9-1115
RESOLUTION ADOPTING THE
2015-2019 CAPITAL IMPROVEMENT PLAN
WHEREAS, the 2015-2019 Capital Improvement Plan coordinates the timing and
financing of major equipment purchases and construction projects, and
WHEREAS, the 2015-2019 Capital Improvement Plan is a planning tool for City
staff and elected officials, and
WHEREAS, it is important to follow the construction and financing schedule
contained in the Capital Improvement Plan in order to fully utilize the City’s engineering
staff and manage the need for consultant engineers, and
NOW THEREFORE, BE IT RESOLVED, that the 2015-2019 Capital
Improvement Plan is hereby adopted as a planning document, and
BE IT FURTHER RESOLVED, the construction and financing schedule
contained in the Capital Improvement Plan will be followed to the greatest extent
possible.

2. Approval to Proceed With Early Retirement Incentive Program
Interim City Manager gave the report and provided specifics of the report.
Councilmember Juenemann moved to approve the proposed program on the 2014-2015
Early Retirement Incentive Program.
Seconded by Councilmember Koppen Ayes – All
The motion passed.
3. Purchase Offer of the Parkside Fire Station
a. Intent to Close Meeting (§13D.05 subd.3c)
City Attorney Kantrud stated the meeting will be closed as permitted by section 13D.05
subd. 3c to discuss purchase negotiations of the Parkside Fire Station located at 2001
McMenemy Street.
Councilmember Koppen moved to close the meeting.

Mayor Slawik closed the meeting.
City Attorney Kantrud gave a summary of the closed session regarding the purchase
negotiations of the Parkside Fire Station located at 2001 McMenemy Street.

Interim City Manager Coleman gave the update to the council calendar.

1. Police Open House
Councilmember Juenemann informed residents that the Second Annual Police Open
House will be held on Saturday, September 13, 2014 from 4:00 p.m. to 6:00 p.m.
2. City Manager Search Update
Councilmember Juenemann gave an update to the city manager search.
Councilmember Cardinal provided additional information.
3. Cable Municipal Equipment
Councilmember Cardinal reported on the Municipal Equipment Committee Meeting he
attended on August 14, 2014.
4. Cable Finance Report
Councilmember Cardinal reported on the Ramsey/Washington Counties Suburban
Cable Communications Commission II Finance Committee meeting he attended on
August 26, 2014.
5. Cable Open Meeting Law Opinion
Councilmember Cardinal reported on a Cable Open Meeting Law Opinion from Cable
Commission staff attorney Mike Bradley about the Commission’s practice of paying bills.

6. Visit to the MCC by the YMCA
Mayor Slawik and Parks & Recreation Director Konewko reported on the visit to the
Maplewood Community Center by the Executive Director of the White Bear YMCA, two
YMCA real estate representatives and the regional Vice President.
7. Park Master Plan
Mayor Slawik reported on the Park Master Plan meeting held this week at Gladstone
Fire Station. Parks & Recreation Director Konewko reported on the upcoming Park
Master Plan open houses planned for September 10th at the Maplewood Community
Center from 6:00 p.m. to 8:00 p.m. and September 24th at the Londin Lane Fire Station
from 6:00 p.m. to 8:00 p.m.; the open houses will conclude with a business outreach on
October 9th at the Maplewood Community Center from 7:00 a.m. to 9:00 a.m.
8. Music in the Barn
Mayor Slawik reported on Music in the Barn held at the Bruentrup Farm.
9. Regional Council of Mayors
Mayor Slawik reported on the Regional Council of Mayors meeting she attended earlier
today.
