Seconded by CommissionerJenkins.Ayes –All The motion passed. 4.APPROVAL OF MINUTES Commissioner Tkachuck stated she was absent from the meeting on October 9, 2013, and that should be reflected. CommissionerWesselmoved to approve the HEDC minutesfor October 9,2013. Seconded by CommissionerLewis.Ayes –Chairperson Ulrich, Commissioner’s Jenkins, Kloncz, Lewis & Wessel Abstention –Commissioner Tkachuck The motion passed. 5.NEW BUSINESS a.Review of Proposed Housing TIF District, 2501 Londin Lane November 13, 2013 1 Housing and Economic Development CommissionMeetingMinutes i.Analyst, Tom Denaway, Springsted,Inc., 380 Jackson St., Ste 300, St. Paul, presented and answered questions of the report. ii.Assistant City Manager, Community Development Director, Melinda Coleman answered questions of the commission. Commissioner Jenkins moved to approve the proposed housing TIF District for 2501 Londin Lane. Seconded by Commissioner Lewis.Ayes –All The motion passed. b.2013Code EnforcementReport i.Planner, Mike Martin presented the report. The commission would like to see data from 2010, 2011, and 2012 to compare to the information presented for 2013 and a map. Staff said they would gather that information for the commission. 6.UNFINISHED BUSINESS a.Review of Revolving Loan FundPolicy Guidelines i.Assistant City Manager, Community Development Director, Melinda Coleman stated she would like this item tabled and brought back to the commission in January due to other pressing city business. CommissionerJenkinsmovedto table the review of the revolving loan fund policy guidelines until the HEDC meeting in January 2014. Seconded by CommissionerWessel.Ayes -All The motion passed. b.Update of FrostAvenue Tax Forfeit Properties i.Planner, Mike Martin presentedthe report. No action was needed. 7.VISITOR PRESENTATIONS None. 8.COMMISSIONPRESENTATIONS Commissioner Jenkins discussed an article regarding the success of WR Medical Electronics Company and stated that if the commission is aware of Maplewood businesses that are successful to bring the information forward to staff to share with the HEDC commission. 9.STAFF PRESENTATIONS a.Development Summary –Planner Martin gave the development summary on projects in the City of Maplewood. Planner Martin discussed the Battle CreekPreserve, 2501 Londin Lane, November 13, 2013 2 Housing and Economic Development CommissionMeetingMinutes Agro Pur (the former Schroeder Milk site at 2080 Rice Street, and discussed a possible senior housing project at the Days Inn hotel by the Maplewood Mall for a senior housing project. b. Assistant City Manager, Community Development Director, Melinda Coleman discussed a meeting with the Met Council regarding the Maplewood Bowl property at 1955 English Street. 10.ADJOURNMENT Chairperson Ulrichadjourned the meeting at 8:14p.m. November 13, 2013 3 Housing and Economic Development CommissionMeetingMinutes MEMORANDUM TO: FROM: DATE: SUBJECT: Introduction Discussion Gladstone Neighborhood Redevelopment Fire Stations Targeted Improvement Areas Housing Maintenance and Reinvestment Programs Budget Impact Recommendation MEMORANDUM TO: Charles Ahl, City Manager FROM: Michael Martin, AICP, Planner Melinda Coleman, Assistant City Manager DATE: December 30, 2013 SUBJECT: Review of Revolving Loan Fund Policy Guidelines Introduction At the October housing and economic development commission (HEDC) meeting, staff gave the commission examples of revolving loan fund policy guidelines from nearby and like cities. Staff would like to continue working with the HEDC on developing a policy document to assist the city with future loan requests. Discussion The city recently had its first experiencewith reviewing and considering a low-interest loan utilizing the funding from the EDA levy. Because of this, staff would like to work with the HEDC and EDA on developinga policy document to guide future requests. Staff gave the HEDC examples of other cities’policies and will continue this discussion at the January 8, 2014 meeting. Recommendation No action required.
