Bruentrup Heritage Farm, 2170 County Road D, Maplewood.

JANUARY 20, 2011
1. CALL TO ORDER
The meeting was called to order at 7:00 pm by Vice-Chair Richard Currie.
2. ROLL CALL
Present: Vice Chair Richard Currie, Commissioners Lu Aurelius, Robert
Creager, and AI Galbraith; Staff Liaison Dave Fisher and Recorder Lois
Behm.
Absent: Chair Ron Cockriel, Commissioners Caleb Anderson and Pete
Boulay.
3. APPROVAL OF AGENDA
Lu requested adding "8d. Change Date of Election" regarding moving the
date for election of Chair and Vice-Chair until the Commission vacancy has
been filled. Following discussion,
AI moved to add the election date chanqe item as ad; Bob seconded
the motion. Aves - All.
4. APPROVAL OF MINUTES
a. November 18, 2010
Lu moved approval of the November 18.2010 minutes as presented. AI
seconded the motion. Aves - All.
5. CHAIR OPENING STATEMENTS I PRESENTATIONS - None
6. VISITOR PRESENTATIONS - None
7. OLD BUSINESS
a. Heritaqe Award - City Council Consider Authorization Fundinq
Dave explained the memo he sent to Council for consideration of authorizing
the funding for the Heritage Award individual and perpetuating plaques.
Council approval is required for any expenditure of this type that exceeds
$100.
He also stated a place had been identified in the Council Chambers for
displaying the perpetuating plaque and that the time capsules can be placed
in the wall behind the plaque.
b. Certified Local Government Update - Discussion Onlv
Dave reported that everything that is required has been submitted to the
Minnesota Historical Society to be considered for their approval of the
Certified Local Government application:

Amended Ordinance
List of Historic Properties
(Ramsey County Poor Farm and Bruentrup Farm)
He said he has not heard anything back from MHS, but they do have 60 days
to respond.
He added that we will need to be thinking about a property to be designated
as historic for the annual requirement, and the two he thinks of immediately
are the Ski Jump for its' longevity and the original Priory building because of
its' unique architecture.
8. NEW BUSINESS
a. Demolition Year End Report 2010
Dave displayed the list of the six properties demolished in 2010. He is still
working on ensuring consistently getting pictures of the buildings before they
are demolished. According to the City's building files, the three oldest were
built in the 1960's.

b. Heritaqe Preservation Copmmission 2010 Proposed Annual Report
Dave presented the draft Annual Report for review by the Commissioners
and recapped the content. No changes were suggested.
Lu moved approval of the 2010 Annual Report as presented. Bob
seconded. Aves - All.
c. Heritaqe Preservation Commission 2011 Goal Settinq
Dave discussed the 2010 goals still being worked on and which should be
continued into 2011 for completion and asked the Commissioners for their
thoughts on new goals to add. The continuing goals are, briefly:
1. Necessary measures for achieving and maintaining CLG status;
2. Submit nominations to City Council for 2010 and 2011 Maplewood
Heritage Award;
3. Continue identifying and recognizing historic families;
4. Continue identifying and recognizing the history of geographic features.
Discussion followed about other possible goals.
Lu moved to accept those four items and add items 7 throuQh 11 of the
2010 Qoals which are. brieflv.

Minnesota Historical Societies and other public websites;

presentation;

make them part of the annual report;

Maplewood Area Historical Societv.

Dave will submit the 2011 goals to Council for their approval.
Following further discussion of historical properties, Lois will retrieve the
information on which 100 year-old homes received plaques during the City's
40th Anniversary celebrations and which owners chose not to receive the
plaques. It was agreed that a search should also be made to find homes
and buildings which have reached 100 years since that time.
d. Chanqe Chair and Vice-Chair Election Date
Lu suggested that with the resignation of one Commissioner and the terms of
two other Commissioners ending on April 30, 2011, it would be reasonable to
delay the election to coordinate with the April term endings and the three
positions being filled.

9. MAPLEWOOD AREA HISTORICAL SOCIETY REPORT
Lois reported on recent activities of the Historical Society and gave the
calendar of upcoming events.

INTRODUCTION
The Heritage Preservation Commission (HPC) is submitting their annual report to the city council
for review.
2010 ANNUAL REPORT
Members
The HPC consists of seven members appointed by the city council. Membership terms are for
three years. The current membership is as follows:

Meetinqs
The HPC's regularly scheduled meetings are the third Thursday of every month at 7:00 p.m. In
2010 the HPC held 10 meetings.
Reviews and Accomplishments
1. Amended the HPC ordinance.
2. Submitted to the Minnesota State Historical Society Office for Certified Local Government
Status.
3. Educated Maplewood citizens by participating in events at the Bruentrup Heritage Farm,
identifying publications about Maplewood's history at the Ramsey County Library and
adding links to the City's website from the State and County Historical Societies.
4. Repaired the Gladstone informational kiosk and sign.
5. Worked on identifying and recognizing historic families.
6. Worked on identifying and recognizing the history of geographic features such as lakes and
site, etc.
7. Created the Maplewood Heritage Award. The Maplewood Heritage Award is an annual
award recognizing an individual who has positively influenced our city's past or strengthen
the preservation of Maplewood history.
8. Had the following guest speakers come to the HPC meetings and give historical
presentation:
1. Burton Murdock
2. George Rossbach
3. Leo Capeder
9. Recognized the following demolished buildings in 2010:
1. 2415 Cypress St - Dwelling
2. 1300 McKnight Rd - Office Building
3. 2582 White Bear Ave - Office Building
4. 2158 Rice St - Gas Station
5. 223 Larpenteur Ave - Gas Station
10. Reviewed following development proposals for historical preservation issues:
1. Keller Golf Course Project
2. Bruentrup Heritage Farm Minor Project and Master Plan
3. Frost Avenue Bridge
4. The Shores at Lake Phalen
11. Worked collaboratively with the Maplewood Area Historical Society.
Outside Activities
Several HPC members are also members of the Maplewood Area Historical Society. These HPC
members worked collaboratively on several society events such as:
. Spring Tea - Bruentrup Heritage Farm
. Ice Cream Social- Bruentrup Heritage Farm
. Ramsey County Fair
. Johnny Appleseed Days - Bruentrup Heritage Farm
. Halloween Hoedown - Maplewood Community Center
. Barn Dance - Bruentrup Heritage Farm
. Cemetery Tour - Forest Lawn Cemetery
. Quilting Bee - Bruentrup Heritage Farm
Conclusion
The Maplewood Heritage Preservation Commission is committed to promoting the use and
conservation of historic properties for the education, inspiration, pleasure and enrichment of the
citizens of this area.

Approve the 2010 Heritage Preservation Commission annual report.

Heritage Preservation Commission 2011 Goals

INTRODUCTION
On January 20, 2011, the Heritage Preservation Commission (HPC) established their goals for
2011. To guide them in setting these goals, the HPC referred to the Historical Resources
Chapter in the 2030 Comprehensive Plan and to the Heritage Preservation Commission
Ordinance statement of public policy and purpose.
The commission prioritized them as follows:
Goals
1. Continue all necessary measures for the Certified Local Government (CLG) status by
maintaining a historical site survey and providing all the documentation required to the
Minnesota State Historic Preservation Office.
2. Submit a nomination to the city council for the Maplewood Heritage Award for 2010 and
2011. "The Maplewood Heritage Award is an annual award recognizing an individual
who has positively influenced our city's past or strengthened the preservation of
Maplewood history."
3. Continue to identify and recognize historic families.
4. Continue to identify and recognize the history of geographic features such as lakes, etc.
5. Continue to add links to the city website from the Maplewood Area Historical Society,
Minnesota State Historical Society and other public websites.
6. Have guest speaker from a historical site give historical presentation to the commission.
7. Identify books, articles and media about Maplewood. Work with the Maplewood Library
to provide the books, articles and media to the public.
8. Review photos of demolished buildings throughout the year and make it part of the
HPC's annual report.
9. Continue to promote, collaborate and work with the Maplewood Area Historical Society.
RECOMMENDATION
Approve the Heritage Preservation Commission 2011 goals.

Resolution of Appreciation for Ron Cock riel

INTRODUCTION
Ron Cockriel has submitted his resignation from the Heritage Preservation Commission
(HPC). Ron has served on the HPC since his appointment by the city council on August
28, 2006. We appreciate Ron's four years and four months of service to the city and
wish to forward the attached resolution of appreciation to the city council for their
adoption.
RECOMMENDATION
Approve the attached resolution of appreciation for Ron Cockriel.

RESOLUTION OF APPRECIATION
WHEREAS, Ron Cockriel has been a member of the M aplewood Heritage
Preservation Commission for four years and four nwnths since his appointment to the
HPC by the city council on August 28, 2006 and has served faithfully in that capacity;
and
WHEREAS, the Heritage Preservation Commission has appreciated his
experience, insights and good judgment; and
WHEREAS, Mr. Cockriel has freely given of his time and energy, without
compensation, for the betterment of the City of Maplewood; and
WHEREAS, Mr. Cockriel has shown dedication to his duties and has
consistently contributed his leadership and effort for the benefit of the City.
NOW, 1HEREFORE, IT IS HEREBY RESOL VED for and on behalf of the
City of Maplewood, Minnesota, and its citizens that Ron Cockriel is hereby extended our
gratitude and appreciation for his dedicated service.
