SUBJECT:Potential Tanner’s Lake Redevelopment

INTRODUCTION
The Oakdale City Council will be meetingjointly on January 10, 2011 with the Maplewood City
Council regarding the future of land west of Tanner’s Lake. Thispotential redevelopment area is
north of Interstate 94, eastof Century Avenue North and west of Tanner’s Lake. Attachment 1 of
this report displays a map showing the Tanner’s Lake area and the Oakdale and Maplewood
municipal boundary. Three of the parcels in this area are located in the city of Maplewood. The
current uses of those parcels are a hotel, diner andan auto maintenance business.No contact has
been made with Maplewood property owners, as any discussion of redevelopment is in its
preliminary stages.
DISCUSSION
Attachments 2 and 3 of this report show the future land use and zoning for the three parcels within
the Maplewood boundary. The zoning for these parcels is Heavy Manufacturing (M2) like that of
the 3M campus to the west. The future land use for this area is Commercial (C).During the
developmentof the 2030 Comprehensive Plan, the city of Oakdale specifically requested
Maplewood guide the area Commercial instead of Industrial. The planning commission and city
council agreed with this request and the Commercial designation was adopted. The M2 zoning
district is consistent with the Commercial designation because M2 allows all permitted and
conditional uses in the Light Manufacturing (M1) zoning district, which in turn allows all permitted
and conditional uses in the Business Commercial (BC) zoning district.
Attachment 4 of this report outlines the potential redevelopment area near Tanner’s Lake both in
Maplewood and Oakdale. Attachment 5 displays a potential concept thatwas submitted by a
developer to the city of Oakdale in 2008 for the portion of the area within its boundaries.
Maplewood and Oakdale staff has been meeting regarding this potential redevelopment area in
order to keep each city up to date on any actions. Oakdale has purchased property within this area
with the intent to redevelop. Maplewood staff, in a limited initial review, has identified shoreland
and wetland concerns that would impact any redevelopment opportunities.
RECOMMENDATION
Review the attachments and be prepared to discuss the potential redevelopment of the area near
Tanner’s Lake.
