CALL TO ORDER A meeting of the Commission was held in the City Hall Council Chambers and was called to order at 5:15 p.m. by Chairperson Jenkins. Members were present for a quorum at 5:47 p.m. While waiting for a quorum a guest speaker addressed the commission. Ms. Emily Nesse with the Sl. Paul Area Chamber of Commerce, Public Affairs Department addressed the commission. Ms. Nesse recommended that the commission use her as a resource. 2. ROLL CALL Commissioners David Hesley, Commissioner Mark Jenkins, Chairperson Shelly Strauss, Commissioner Beth Ulrich, Commissioner Staff Michael Martin, Planner 3. APPROVAL OF Planner, Michael Martin addition of 9. F. BEDC Retention Tour. Commissioner Hesley moved to approve the aQenda as amended. Seconded by Commissioner Ulrich. Ayes - All The motion passed. 4. APPROVAL OF MINUTES a. Approval of the August 2, 2010, BEDC Minutes. Commissioner Ulrich moved to approve the BEDC Minutes as approved. October 6, 2010 Business and Economic Development Commission Meeting Minutes 1 5. NEW BUSINESS a. Maplewood Economic Development Action Plan 1. Planner, Michael Martin gave a report and addressed the commission. The commission went through the strengths, weaknesses, opportunities and threats in the community and City of Maplewood as a commission. 6. UNFINISHED BUSINESS None. 7. VISITOR PRESENTATIONS None. 8. ADJOURNMENT Chairperson Jenkins adjourned the meeting at 6:45 p.m. October 6, 2010 Business and Economic Development Commission Meeting Minutes 3 MEMORANDUM TO: FROM: James Antonen, City Manager Michael Martin, AICP, Planner Charles Ahl, Assistant City Manager Green Building Program Presentation-Nick Carver October 27, 2010 SUBJECT: DATE: INTRODUCTION Nick Carver, the Maplewood Assistant Building Official/Green Building Manager, will give a presentation to the business and economic development commission regarding the city's proposed Green Building Program the department plans to implement. Mr. Carver provides the following: INTRODUCTION TO AN EFFECTIVE AND PURPOSEFUL GREEN BUILDING PROGRAM The intent of this program is to present the International Green Construction Code and the National Green Building Standards as the base documents for a responsible jurisdictional "Green Building Program". The content and philosophy of these documents insure an equal understanding of sustainability and cost effective energy saving outcomes for present and future generations. This program allows jurisdictions to lead by example by adopting the "mandatory" option for city buildings and providing an array of incentives to residents and the business community by choosing the "voluntary" option. This program is more than a rating system. It can be used by manufacturers, design professionals, contractors, building departments and jurisdictional leadership. Creating these partnerships leaps ahead of the curve in establishing what is a revolutionary movement in the building environment. Jurisdictions are now able to customize a program to meet geographical and political agendas by using the minimum standards, special jurisdiction requirements and project electives. P:BEDC\Agenda reports\2010\11 0110\Green Building Program Memo_091310 MEMORANDUM TO: FROM: James Antonen, City Manager Michael Martin, AICP, Planner Charles Ahl, Assistant City Manager BEDC Interview Questions October 27, 2010 SUBJECT: DATE: INTRODUCTION The city council asks that each of the volunteer commissions review interview questions that the council may ask of commission candidates. The council may use these questions during their interviews of new applicants to the various commissions and of current members seeking reappointment. DISCUSSION The business and economic development commission (BEDC) currently has three open positions. Applications are being accepted through November 3, 2010 for these positions. After the application deadline, the city council will schedule interviews with each of the candidates. BEDC members should review the attached questions to see if there are any questions that should be edited, added or deleted. These base questions were used during the interview process of all existing BEDC members. The BEDC's recommended questions will be forwarded to the council for its consideration as it interviews candidates. RECOMMENDATION Please review the attached list of interview questions for the BEDC. Attachments: 1. Business and Economic Development Commission Questions Attachment 1 BUSINESS AND ECONOMIC DEVELOPMENT COMMISSION QUESTIONS Questions for New Candidates 1) What training, skills and experience do you have that would qualify you to serve on the business and economic development commission? 2) Do you foresee any possible conflicts of interests because of personal or professional reasons? If so, what are they? 3) Do you have any background in public funding opportunities, grants, revolving loans programs or other funding methods for assisting businesses? 4) What should the city's economic development goals be? Please name two or three. 5) Why do you feel the City of Maplewood should be involved with economic development? What do you believe should be the city's role in development and redevelopment? 6) How can the City of Maplewood work to better assist existing businesses, attract new businesses, and market the city as a premier business location? 7) Are there any specific locations in Maplewood you would like to see the city work proactively to encourage redevelopment? If so, where? 2
