INTRODUCTION
At the July 21't PRC meeting, The Parks Commission directed staff to move forward
with plans to reinstate an Adopt -A -Park Plan for Maplewood.
DISCUSSION
The attachment included with this report is a rough draft of our proposed plan for an
Adopt -A -Park Program for Maplewood Parks. This plan incorporates park beautification
and cleanup as well as clear guidelines for safety and proper procedure when taking on
a project in a particular park.
RECOMMENDTION
Staff is recommending the Parks and Recreation Commission provide their input
concerning the proposed Adopt- a -Park Pro gram Plan.

The goal of the Aclopt-A-Park Program is to provide an opportunity for interested parties to take part
in maintaining our park system. By providing this opportunity it not only encourages and promotes
community involvement but also allows us to beautify and improve our parks. All Aclopt-A-Park
projects should aim towards benefiting the majority of park users.
1. By adopting a park the volunteer(s) or volunteer group commit to two years of service
maintaining the designated park.
2. The volunteer agrees to attend to the designated park a minimum of .2 times a month,
between Aprillst and October 31st.
3. All activities done in the park will benefit the majority of park users, and will be done only
during dayl'ight to ensure safety of vo-lunteers.
4. The volunteer(s) or volunteer group will notify the Parks and Recreation Department of any
vandalism or potential safety hazards.
5. Participation in. the Adopt -A -Park program is on a first come first serve basis.
6. All participants under the age of 18 are required to have adult superv-ision.
7. Volunteers will notify the Parks and Recreation Department before undertaking any special
projects that may include: the construction of, or,fehabilitation of, any proposed or existing
park property or structures thereon.
8. Volunteers may not modify or add to the existing landscape or site design plan without the
- consent -of the Parks and Recreation Department.

9. Volunteers must abide by all state and local laws, rules and regulations, all written and verbal
guidelines, directions and instructions of the Parks and Recreation Staff.
10. The City may contact volunteers for special projects.
11. The Parks and Recreation Department does not provide supplies for park outings.
12. The Parks and Recreation Department will provide a Park recognition sign to the volunteer(s)
or volunteer group after a 60 day probationary period.

The Parks and Recreation Commission directed staff to begin the Parks naming process for the
• Tot -Lot. • July 21, staff sent a letter to residents soliciting • regarding names for
the Legacy Tot -Lot. Staff received four options for names:

DISCUSSION
The Commission should • the four names that have • • and comment • their
merit. At this time the Parks Commission can also add or eliminate any names.
RECOMMENDATION
No decision will be made at this time. The Commission should compile a list of potential names
and direct staff to provide any additional information for the September meeting. At that
meeting the list will •- narrowed •• to three potential names.

naming of parks and park facilities is a thoughtful process that requires careful analysis. A park
name remains with a property long after any knowledge of its origin has passed. The selection of a
name for a park should be purposeful and systematic, resulting in a name both meaningful and
symbolic.
A park name may honor a person of significant stature within the community, recognize an
organization or group that has contributed to the development of the facility, or appreciate a significant
natural aspect of the park. Park names should be apolitical and honor a community contribution to the
park, rather than an affiliation with a pocal party or action group.
The following procedures are meant as a systematic process to develop meaningful and creative
names for Maplewood's parks. The procedures are intended to simplify the process, ensure
consistency in park and facility naming, remove emotional motivations and encourage creativity.
Maplewood's future park names will exhibit balance, diversity and creativity.
The park naming process is lengthy by design. It is intended to minimize the emotional impact of the
naming process or a naming request. All involved have time to consider long-term implications of th�t
tame.
A working name may be used before development. The working name should be nondescript and
should not resemble a possible permanent name. When acquiring land for future parks, the
assignment of a permanent park name may be delayed significantly. A temporary identification will be
needed until development. A permanent name will be recommended by r and Recreation
Commission for adoption by the City Council.
The following procedures should be followed in naming of parks:
1. Staff will prepare a list of potential names and rationale,based on input from appropriate
sources, including a public notice in the cs official newspaper asking for czen input. The
list will be filtered based on the criteria in this policy.
2. The Parks and Recreatio n Commission will review the potential names. The commission wil,
discuss each name and its merits. Names may be'added or eliminated from the list at this
time. No decision will be made at this point.
3. Staff should provide information requested by the commission at their next meeting. At this
meeting the commission will limit the list to three names.
4. At their next meeting, the Parks and Recreation Commission shall debate the remaining
names and select a name to be recommended to the City Council.
5. The proposed park name will then be submitted to the City Council for approval at their ne
regular council meeting. If not approved, the council will return the issue to the commission
with direction.
6. At any time the park naming process can be stopped or delayed if necessary.

The following criteria should be used to generate a list of potential park names for consideratior],
1 . The name of the associated subdivision
2. The name of the park neighborhood
3. The associated school name
4. The associated street name
5. A suggested name by the developer of the property
6. A local interest point or focal •point near the park
7. A stream, creek or body of water near the park
8. A hill, valley or topographical feature associated with the park
9. An event or historical occurrence associated with the park
creative name based on an impression of the site
11. A name based on vegetation or ecology of the area
12. A dominant feature of the site
13. How the neighborhood or area children refer to the park
14. The person who dedicates the majority of the land for the park
15. A community person of significant stature
16. An organization or group that has contributed toward development of the sit.1a,
Parks should be renamed only after careful consideration. Renaming a park should be considered
if one or more of the following criteria is met:
1. The park name is the working name assigned prior to development.
2. Primary park users have submitted a name change petition for consideration through this park
naming policy.
3. A person or group contributes a significant portion of the cost of acquiring,, developing,
renovating or adding land.
4. A park can be renamed for a living person or in memory of someone who has significantly
contributed to the community. The honoree should have completed at least ten years of
service. A waiting period is required of six months from the conclusion of service or death.
As a tribute to a deceased resident, a person or group may donate a memorial such as a tree or
planting with a plaque. The donor must pay the cost of the memorial, plus installation and future
maintenance required. Planting and location plans must be submitted in advance for approval by the
Parks and Recreation Director. Plaque size must be no larger than 15 inches by 15 inches. The
installation of memorials will be supervised by city staff. .

A number of park improvement projects have been identified by staff as being critical to the
continued operations of recreation division programs as well as meeting the needs of residents.
Four of the projects identified by staff are as follows:
a) Resurfacing of Four Seasons Tennis Courts
b) Resurfacing and Repair of Maplecrest Tennis Court
c) Resurfacing of the Four Seasons Basketball Court (In -House)
d) Replacement of the backstop fencing at Goodrich Park field #3
The park maintenance plan calls for resurfacing the tennis and basketball courts in two parks
each year. This maintenance plan puts us on a schedule of resurfacing basketball and tennis
courts every five years. Five years is typically the life expectancy of the court resurfacing
process. It has been much longer than this since either of these courts has been resurfaced.
The basketball court at Four Seasons is currently not playable. There are many weeds and
cracks growing through the asphalt. With very few amenities in Ahis park, staff has identified
resurfacing this court as an important need for the community. The work on the court
resurfacing would be done internally by Public Works staff.
The backstops at Goodrich Park were installed in 1977 and are very much in need of
improvement. Over the past couple of years multiple repairs have been done to the backstop t
ensure that they remain safe and function correctly. I
Resurfacinq Four Seasons Tennis and Maplecrest Tennis Court
Many of our tennis courts are in need of resurfacing and repair. Staff has identified the courts at
Four Seasons and Maplecrest Parks as the top priority for this year. The determination of which
courts to resurface and repair was based upon the needs of the community and recreation
programming staff as well as overall condition..,,- Finley Bros Inc. was the low bid for both courts
coming in at $11,930 for Four Seasons and $15,960 for Maplecrest. The reason the Maplecrest
Tennis Court is more expensive is due to the extensive repairs that have to occur to make this
court playable.

This or will be done in-house by Public Works. This is a 2 overlay and will cost $5,200
Backstop and Sideline Fence Replacement at Goodrich Park Field #3
The
••• Park softball fields houses • entire adult softball program. During the 14 week
summer program we have over 100 adult teams playing 50 • games •- week. Each team
typically has 13 • 14 players which translates to well over 1,300 players on these fields each
week. The fall softball program, which is not quite as large as the summer program, has 40 •
teams,
• 500 • players playing approximately 50 games • week for five weeks.
It is important to recognize the significance of this program in the recreation program budget.
The summer and fall programs annually produce in the neighborhood • $72,000 in revenue
with $32,000 in expenditures. The $40,000 • excess revenue provides a vital subsidy to
overhead costs of non -revenue producing programs. It is important that we recognize that adult
softball operates in a competitive market and that we need to provide safe and attractive
facilities to compete with surrounding communities.
Staff has secured two bids for the replacement of the backstop at Goodrich Park Field #3. The

No action is needed at this time. Council approved these projects at the August 9, 2011f,
meeting and we are moving forward with completion. Staff will -provide updates to the
Commission as the projects are completed.

• Park Improvements
Introduction
In 2004, Maplewood completed the master plan for Joy Park (Attachment 1). In 2008, Maplewood City
Council approved Phase I improvements for Joy Park and installation began in late summer 2008. The
final activities for Phase I are being completed this fall. In May 2010, the Parks and Recreation
Commission sion approved Phase 11 improvements. Funding for the project was subsequently reduced and
staff has revised the proposal for Phase 11.

The following improvements have been completed under Phase I Joy Park improvements:
1. Installed Lake Links Trail.
2. Installed new parking lot for boat launch area.
3. Installed five rain gardens to capture parking lot runoff. A few of the gardens had drainage
problems. These are being fixed and plants are being replaced.
4. Enhanced three wetlands and wetland buffer.
In August 2010, contractors began shoreline restoration, the final activity in Phase I. They are installing
step access points in two areas, stabilizing 200 feet of shoreline with coir roll and Enviro-lok Living Wall
bags, and seeding and planting a buffer area. The steps and installation of erosion control products
should be completed in August. Seeding and planting will be done in September. In addition, the City
received a DNR grant for a fishing pier, which will be installed in fall 2010.
At the May 2010 Parks and Recreation Commission meeting, commissioners discussed phasing of
additional Joy Park improvements. The discussion was based on the 2010-2014 Capital Improvement
Plan, (CIP) which included $400,000 for 2010-2012. These funds have been decreased in the 2011-2015
CIP Plan. Subject to council approval, $50,000 is. available for 2010 and $100,000 is available for 2011.
Staff proposes combining these for Phase 11 Joy Park Improvements to be conducted fall 2010 through
2011, to include the following activities:
1. Install two additional step access points and 1 area of -stepping stones along the shoreline.
2. Install approximately 1550 feet of trail:
a. West parking lot loop to beach/picnic area.
b. Boat launch to fishing pier.
3. Remove old parking lot and restore new parking lot.

does not impact the wetland.
4. Visitor use is expected to increase when playground and picnic shelter are installed. Existing parking
isnot adequate for increased use, sotoavoid parking issues staff recommends installing the parking
lot prior to those amenities. Installing a few picnic tables and grills will provide some facilities until
additional funding isavailable for playground and picnic shelter.
Recommendation
Staff recommends approval of Phase 11 improvements for Joy Park improvements.

RE: Update on Joy Park Improvements
Background
In 2004 Maplewood completed the master plan for Joy Park (Attachment 1). In 2008, Maplewood City
Council approved Phase I improvements for Joy Park and installation began late summer 2008. At the
May 19 Parks and Recreation Commission meeting, staff will provide an update on phase 1
improvements and discuss proposed phase 11 improvements.
Discussion
Staff proposes the schedule below for phasing of Joy Park Improvements.

The schedule was developed based on the following:
1. The city received a DNR grant for a fishing pier, which requires that the pier be installed in 2010.
The grant requires that we provide a trail to the pier.
2. There was very high use of the western half of the park in 2009. We"d like to improve access for
anglers to the eastern half of the park to spread visitors throughout the park.
3. There are not enough parking spaces at the park. Additional parking spaces are needed before
playground and picnic amenities are installed since those will likely increase the number of visitors
to the park.
CIP funding is scheduled as follows, subject to council approval: 2010: $150,000; 2011: $100,000; 2012:
$150,000. Phase 2 will require approximately $150,000. Phase 3 will require approximately $250,000.
Funding has not yet been allocated for Phase 4.
Phase |1,proposed for �10,,includes installing a fishing pier (Attachment 2)east of the boat launch
(approximately location shown on Master Plan). The city has received a grant for the pier, which
requires that weinstall itin2OlO The grant requires that weprovide anaccessible trail tothe pier and
staff recommends installing the trail in 2010. The master plan calls for a bituminous trail but adecision
on whether the trail will be bituminous or gravel will be made after soil borings are taken. Phase
shoreline restoration is currently under contract and scheduled for June 2010. |tincludes installing two
step access pointsand restoring approximately 25O'ofshoreline. Phase 2shoreline restoration would
beconducted later this year under anew contract. |tincludes installation oftwo additional step access
points and completing the |ekeshorerestoration. Maplewood Nature Center and partners have
scheduled a special field day at Joy Park for families and individuals to learn about buffers and shoreline
