CALL TO ORDER Vice Chairperson Ulrich called the meeting to order at 7:00 p.m. II. ROLL CALL Commissioner Je Moua Chairperson Gary Pearson Commissioner Colleen Thompson Commissioner Joy Tkachuck Vice-Chairperson Beth Ulrich Present Absent Absent Present Present Staff Present: David Fisher. Buildinq Official III. APPROVAL OF AGENDA Commissioner Tkachuck moved approval of the agenda as presented. Commissioner Moua seconded Ayes - all The motion passed. IV. APPROVAL OF MINUTES None V. UNFINISHED BUSINESS None VI. NEW BUSINESS a. R-1 R District (Rural Conservation Dwelling District) Ordinance Amendment Building official David Fisher explained the ordinance amendment to be reviewed by the commission. The commissioners did not have questions for staff on the ordinance amendment. b. Ramsey County Home Foreclosures Building official Fisher explained that Denise Beigbeder and Mary Lou Egan, of the Ramsey County Community and Economic Development Department, plan to attend the May meeting of the H RA to discuss home foreclosures. Mr. Fisher asked the commissioners for questions from the HRA for discussion at the next meeting. Housing and Redevelopment Authority -2- Minutes of 04-14-1 0 The commission submitted the following questions: . What has been the social and economic impact of foreclosures? From that impact, is there any known recovery time or how long that might take? . How much of the Neighborhood Stabilization Money that Ramsey County received is available to be used or has been used for Maplewood? Will there be any more money coming? . The commission requests data or information on the re-occupancy timeframe trends- how long are they staying vacant before they are sold and reoccupied? Building official Fisher said he believes that most of that money has been used, but they may have received more money. Mr. Fisher addressed a question from Commissioner Moua concerning what the city is doing with vacant foreclosed homes in Maplewood. Mr. Fisher said there are fewer of these homes in Maplewood than in some other suburbs. Mr. Fisher said the foreclosed homes usually go through a redemption period of six months, where nothing can be done to the home since it is still the property of the owner. Mr. Fisher said the city can require that the owner maintain the outside of the house and the yard. VII. VISITOR PRESENTATIONS None VIII. COMMISSION PRESENTATIONS None IX. STAFF PRESENTATIONS Building official Fisher gave the commissioners an HRA roster. IX. ADJOURNMENT Commissioner Tkachuck moved to adjourn the meeting at 7:25 p.m. Commissioner Ulrich seconded The motion passed. Ayes - all
