Commissioner Tkachuck seconded The-motion passed. IV. APPROVAL OF MINUTES a. February 10, 2010 Ayes - all Commissioner Ulrich moved approval of the minutes of February 10, 2010 as submitted. Copar Property Update-Discussion led by DuWayne Konewko Community development and parks director DuWayne Konewko gave a presentation updating the commission on the Copar property and Fish Creek natural greenway corridor. Mr. Konewko said the Copar property is for sale and the city is considering issuing bonds for the purchase of this property to be used for housing. Commissioner Tkachuck seconded The motion passed. Ayes - all c. Welcome to New Commissioners Planner Ekstrand introduced the new members of the HRA commission: Je Moua and Colleen Thompson. The commissioners introduced themselves and welcomed the new commissioners. VII. VISITOR PRESENTATIONS None VIII. COMMISSION PRESENTATIONS a. Business and Economic Development Commission Update Commissioner Ulrich reported on the past meeting of the Business and Economic Development Commission. IX. STAFF PRESENTATIONS a. HRA Bylaws and Commissioner Handbook Planner Ekstrand handed out a copy of the handbook. to commissioners and discussed these materials. X. UNFINISHED BUSINESS None VI. NEW BUSINESS a. R-1 R District (Rural Conservation Dwelling District) Ordinance Amendment Building official David Fisher explained the ordinance amendment to be reviewed by the commission. The commissioners did not have questions for staff on the ordinance amendment. b. Ramsey County Home Foreclosures Building official Fisher explained that Denise Beigbeder and Mary Lou Egan, of the Ramsey County Community and Economic Development Department, plan to attend the May meeting of the HRA to discuss home foreclosures. Mr. Fisher asked the commissioners for questions from the HRA for discussion at the next meeting. Housing and Redevelopment Authority -2- Minutes of 04-14-10 The commission submitted the following questions: . What has been the social and economic impact of foreclosures? From that impact, is there any known recovery time or how long that might take? . How much of the Neighborhood Stabilization Money that Ramsey County received is available to be used or has been used for Maplewood? Will there be any more money coming? . The commission requests data or information on the re-occupancy timeframe trends-how long are they staying vacant before they are sold and reoccupied? Building official Fisher said he believes that most of that money has been used, but they may have received more money. Mr. Fisher addressed a question from Commissioner Moua concerning what the city is doing with vacant foreclosed homes in Maplewood. Mr. Fisher said there are fewer of these homes in Maplewood than in some other suburbs. Mr. Fisher said the foreclosed homes usually go through a redemption period of six months, where nothing can be done to the home since it is still the property of the owner. Mr. Fisher said the city can require that the owner maintain the outside of the house and the yard. VII. VISITOR PRESENTATIONS None VIII. COMMISSION PRESENTATIONS None IX. Presentation by Denise Beigbeder of the Ramsey County Department of Community and Economic Development Regarding Foreclosures Denise Beigbeder, of the Ramsey County Community and Economic Development Department, gave a presentation discussing how Ramsey County is dealing with home foreclosures in the county and explaining current trends. Ms. Beigbeder also answered questions previously submitted by the HRA commissioners. Ms. Beigbeder showed photos of foreclosed homes in Maplewood and the rehabilitation process done to get them back on the market and reoccupied. Commissioner Ulrich asked Ms. Beigbeder to keep the board informed on the pilot for the land trust. Housing and Redevelopment Authority -2- Minutes of 05-12-10 b. First Quarter 2010 Code Enforcement Report Building official Fisher presented the code enforcement report discussing violation numbers and answered questions from commissioners. VII. Oath of Office Planner Ekstrand explained that elected or appointed officials must swear an oath of office according to state statute prior to conducting the business of the commission. The commissioners swore the oath of office and signed the appropriate paperwork. IX. ADJOURNMENT The meeting was adjourned by consensus at 8:06 p.m. MEMORANDUM SUBJECT: DATE: James Antonen, City Manager Tom Ekstrand, Senior Planner DuWayne Konewko, Community Development and Parks Director Twin Cities Community Land Bank Presentation July 7,2010 TO: FROM: INTRODUCTION Staff is beginning involvement with the Twin Cities Community Land Bank as an effort to work toward neighborhood revitalization in the wake of many home foreclosures. Ms. Mikeya Griffin, of the Twin Cities Community Land Bank has agreed to visit with the HRA to explain how this program works and to answer questions by the committee. An Excerpt from the TCClS Web Page The Twin Cities Community Land Bank is a nonprofit organization that was formed by the Family Housing Fund as a strategic tool for government, neighborhood based organizations, community development corporations, and nonprofit and for-profit developers to further community-based economic development and affordable housing goals. The Fund and its public/private partners have designed and implemented this highly innovative tool to respond quickly and effectively to the challenges and opportunities of the foreclosure crisis and to further regional growth objectives linking housing, jobs, transportation and education. P:HRAlcommunity land bank presentation July 2010 te MEMORANDUM SUBJECT: DATE: James Antonen, City Manager Tom Ekstrand, Senior Planner DuWayne Konewko, Community Development and Parks Director Housing Replacement or Redevelopment Program July 7,2010 TO: FROM: INTRODUCTION In 2001, the city council began a Housing Replacement Program. A concern of the council was that if a single dwelling deteriorates to the point of becoming a detriment or an eyesore it will have a negative effect on the surrounding neighborhood. The city council made a commitment to improve the condition of the single-family residential housing stock throughout Maplewood. This program ended due to lack of funding a few years ago, but Staff wishes to begin discussions with the HRA and the city council to reestablish this program. This issue has renewed impetus now with the current home-foreclosure situation. Goals The goals of the Maplewood Housing Replacement Program were to: 1. Keep the Maplewood housing market viable and values increasing by constantly improving and upgrading housing. 2. Eliminate problem housing by removing housing that can only deteriorate because its basic quality is inherently low. 3. Have a program and plan that will benefit the whole city and each of its residents. DISCUSSION Staff is seeking the HRA's comments and direction regarding reinstating this or a similar program with the goal of maintaining the city's housing stock.
