Monday,April 12, 2010 Council Chambers, City Hall A.CALL TO ORDER B.ROLL CALL C.APPROVAL OF AGENDA D.UNFINISHED BUSINESS E.NEW BUSINESS 1.City Cable Programming/City Marketing Plan 2.Consideration of Creating a Yellow Ribbon Community Program F.ADJOURNMENT THIS PAGE IS INTENTIONALLY LEFT BLANK Agenda ItemE1 AGENDA REPORT TO: City Manager,Jim Antonen FROM: IT Director, Mychal Fowlds SUBJECT: Update on City’s Use of Channel 16 DATE: April 12, 2010 Introduction Over the last year we’ve made some exciting changes to the way we broadcast information on Channel 16 which will allow us to show a greater variety of programming. The purpose of this agenda item is to update you on what we’re currently doing and what we’re planning forChannel 16 inthe future. Background The City has complete control over what we air on Channel 16. Currently we are airing our cable commissions programming on Monday’s and Wednesday’s and sending out our own programming/replays all other days. This was done so thatthe City would have more time to show more Maplewood specific programming to our residents. Until last year all of the content being broadcast from City Hall was being sent via 3 DVD players. This greatly restricted the variety of content that was able to be broadcast. To overcome this restriction staff replaced the 3 DVD players with a device that uses a hard drive to storeour content much like a computer stores files. This allows us to have the flexibility to store and replay hundreds of differentvideos. This means that we can now start to incorporate more Maplewood programming into our rotation of replays of meetings. This also allows us to incorporate Public Service Announcements (PSA’s) into our “billboard” that plays when there is no programming being shown. We feel this greatly enhances the viewers experience and is a very powerful means of keeping our residents in the know. Another avenue by which we will be keeping our residents up to date is by airing a City sponsored program onChannel 16. The City has had such a show in the past and we are currently working with our Cable Commission to bring it back again. The program would be hosted by our City Manager and he in turn would have guests which will speak about current happeningswithin Maplewood. Staff feels this is yet another way to put a positive light on the Citywhile bringing pertinent information to our viewers. In keeping with the City Council’s desire to market the City our goal for Channel 16 is a more content rich channel where citizens will find a variety of programming that is relevant to them. With the addition of streaming video for our meetings the goal is also to try and show more programming than replays of meetings. Meetings will still be aired but not in a constant rotation as they currently are. Staff feels that with the addition of a City sponsored program and a replay system which allows us to replay as many programs as we like we will be able to make Channel 16 more informational and entertaining than ever. Budget Impact Other than additional staff hours spent on these projects there would be no immediate budget impact. Recommendation This item is being brought before you in an effort to keep you up to date on what are doing and what we will be doing with Channel 16 and to make sure it is in line with what the Council foresees its use to be. PacketPageNumber3of16 Item E1 Memorandum TO: City Manager, Jim Antonen FROM: Karen Guilfoile, Director Citizen Services SUBJECT: City Marketing and Advertising DATE: April 7, 2010 A Marketing and Advertising position was reestablished during the 2009 budget process and is currently held by Heidi Carey. It is our philosophical belief that marketing and advertising is our primary tool in garnering new partnerships with the business community and making our constituents and surrounding communities aware of the wonderful community offerings that we have. Be it our city-wide events, National Night Out, our recycling and cleanup days, the Extreme Greene Makeover program, offerings in the performing arts theater, recreation programs or MCC memberships we strive to get the word out to the public while establishing working partnerships with local businesses through marketing and advertising. Marketing is defined as: 1. the act or process of selling or purchasing, process or technique of promoting, selling, and distributing a product or service 2.an aggregate of functions involved in moving goods from producer to consumer And…. Advertising is defined as: 1. the act or practice of calling public attention to one's product, service, need, etc., esp. by paid announcements in newspapers and magazines, over radio or television, on billboards, etc. to get more customers by advertising 2.paid announcements; advertisements Staff has worked diligently over the last year two years to establish positive working “partnerships” with Maplewood and surrounding businesses through marketing and advertising opportunities and bartering services. Under separate cover a packet will be provided to you of samples of our work. One word can define our marketing and advertising product and that is quality. The city has taken great pride in our ability to produce quality marketing and advertising products. Staff is excited to continue this work and to “market” the city on Channel 16 and other venues as directed by the city manager and city council. Antonen,City Manager DATE: April 7, 2010 RE: Consideration of Creating a Yellow Ribbon Community Program BACKGROUND/SUMMARY This item was brought to my attention by Councilmember Julie Wasiluk. Yellow Ribbon Communities is a community program that builds a network of support for service members and their families throughout the deployment cycle. If the Council decides to participate in this program, it would take the efforts from the City of Maplewood and area leaders to facilitate this program. It cannot be a standalone function of the City. The purpose of this discussion is for the Council to discuss if they are interested in pursuing participation in this program and how they would like to proceed. RECOMMENDATION Staff has attached various materials for the Council to review regarding the Yellow Ribbon Communities program.If the Council decides to initiate involvement in this program, the Council should then give direction for staff involvement and contact with the Beyond the Yellow Ribbon Team. The digitally printed signs will be 18” x 18” and are expected to have a life of 3 years with a cost of $35.18 each. The National Guard has established the sign design and the ordering process with MnDOT. Each Yellow Ribbon sign is to be mounted below the City Population Sign in accordance with MnDOT Community Recognition Signing guidelines.
