Commissioner Schmidt had a change on p.l: She did not second the first motion to approve the minutes for October 21,2009. Staff was directed to listen to the meeting again to check who seconded the motion. I Commissioner Roman had a change on p.2: Commissioner Sonnek is missing from the voting record for the approval ofthe minutes for November 18, 2009. UNFINISHED BUSINESS a. Dog Park Selection Jim Taylor, Recreation Manager, went over the report. DuWayne Konewko, Community Development & Parks Director, went over the staff recommendations. 2 The commission discussed the report. The commission agreed that the dog-park subcommittee would come back to the next meeting with a refmed list of survey questions and suggestions for areas to survey residents. Staff was directed to compile the suggested questions from the subcommittee and distribute those to the subcommittee members so the subcommittee may refIne the questions. Staff should also bring back the number of surveys that would need to be distributed if the area surveyed is within a half mile radius of the park. 7. NEW BUSINESS a. COMMISSIONER COMMENTS Commissioner Schmidt asked if there was an answer to the medallion question. She referenced an email she received asking if there was a city ordinance that prevented the Winter Carnival Medallion from being hidden in Maplewood parks. Mr. Taylor stated he did not have an answer to that yet and staff is looking into it. As soon as he receives the answer he would forward it on. Commissioner Peterson stated the meeting was very good:JJ1d she was glad to be there. Commissioner Sonnek stated she had fun meeting "I.~t~:~s. Chair for being Chair of the commission and everyone for their support. 10. at 10:00 p.m. Chair Fischer 4 MEMORANDUM TO: FROM: SUBJECT: DATE: Parks and Recreation Commission Jim Taylor, Recreation Program Supervision Athletic Associations - Contributions to the City February 8 for the February 17 meeting INTRODUCTION: We have two main athletic associations that we work with that provide athletic opportunities to the youth in our community. They are Maplewood Athletic Association (MAA) and Northeast Soccer Association (NESA). These associations receive city contributions in the form of fieid maintenance and Recreation staff time to help with scheduling and field permits. In return both associations provide in-kind donations to the city to help offset their footprint on our fields. DISCUSSION: What the city provides compared to what the associations provide. RECOMMENDATION: No action is required, this is for informational purposes. MEMORANDUM TO: FROM: SUBJECT: DATE: Parks and Recreation Commission Ginny Gaynor, Maplewood Natural Resources Coordinator 2010 Community Garden February 10, 2010 for February 17, 2010 meeting INTRODUCTION In 2009, the Maplewood Parks and Recreation Commission recommended that a trial community garden be established at Edgerton Park. Staff tilled the site in fall 2009 and has prepared rules for the garden. An article on the gardens appeared in the February 2010 city newsletter. This memorandum provides information regarding the rules and management of the community garden. DISCUSSION In 2010, 40 rental garden plots will be available at Edgerton Park. Plots will be 12'x15' and will rent for $25 for residents, $30 for non-residents. Residents may register beginning March 10th, and if there are plots available non-residents may register the following week. Registration information is available on the city website (www.ci.maplewood.mn.us.c1ick on Recreation Programs on the home page). The garden opens on April 15, 2010. The city will prepare plots, provide a water tank, and till the garden under in fall. Renters agree to plant, maintain, harvest, and clean up their garden at the end of the season. The rules for the community garden are attached (attachment 1). A committee will be established for the garden. Their purpose is to ensure the smooth and successful running of the Edgerton community garden in 201 O. The committee shall consist of one staff liaison, one master gardener, and two or three people that are renting plots. The committee's responsibilities include: 1. Greet and orient renters at April 15 opening event. 2. Respond to questions and concerns from renters. 3. Contact staff liaison when support is needed (refill water tank, etc.). 4. Ensure gardens are maintained. Meet occasionally to walk through garden and make sure weeds are not out of control. 5. Contact renters that are not complying and help them understand the rules. 6. Report any major problems or concerns to staff liaison. The staff liaison is responsible for handling any issues the committee cannot handle and providing support to the committee. RECOMMENDATION This update is provided for information and no action is required. Attachment: 2010 Community Garden Rules " Maplewood Community Garden Agreement - 2010 The City of Maplewood Agrees To: Prepare the garden site for planting, stake out each 12' x 15' plot, identify all plots by number, and make water accessible to gardeners. The Renter/Community Gardener understands the following: Registration 1. Each household may rent one 12' x 15' plot. 2. Priority will be given to Maplewood residents to register for garden plots starting Wednesday, March 10 to Saturday, March 13, 2010.. Registration will be accepted at Maplewood City Hall, 1830 E. County Road B, at the Recreation Counter: March 10., 11, 12 (1:0.0. -4:30. pm) and Saturday, March 13 (8:0.0. am to Noon). 3. Non-residents may register for a garden plot: March 18, 19, (1:0.0.-4:30. pm) and Saturday, March 20. (8:o.O~m to Noon). 4. Photo ID will be required with application. ID address must match the address of the applicant. 5. No refunds will be given after April 15, 2010.. There will be a $5.0.0. cancellation fee assessed to all refunds made before April 15, 20.10.. 6. Fee must be paid at the time of the application. The fee for Maplewood residents is $25.00. and the fee for non-residents is $30..0.0.. No credit or debit cards are accepted. Cash ar check only. Checks need to be made out to City of Maplewood. 7. Garden plots are assigned to one person only and are not transferable. The responsibility for payment of fees, cleanup and other duties at the site is the responsibility ofthe person whose name is on the application. Garden Season 8. Renters may begin using their plots on April 15, 2010. 9. Renters agree to begin to cultivate plots by May 15, 2010. 10.. Renters agree to have gardens planted by June 6, 2010.. 11. Renters agree to have their plots cleaned and cleared by October 31, 20.10.. Gardening 12. Renters must notify the City if they need to abandon their garden plot. 13. Renters are responsible for their plot the entire season. Renters agree to keep their garden weeds to a minimum and to harvest ripe produce through the end of the season. 14. Renters will be warned to maintain their garden and given 10 days to correct the situation or the plot will be re-assigned or tilled in. 15. Renters will keep their plantings within the borders of their plot, including vines. 16. Plantings must not shade other plots. .. 17. The Maplewood Community Garden is an organic garden. 18. Renters may use certified organic fertilizers if they apply them in a way that does not affect other plots. 19. Renters will keep insects and pests and diseases under control using non-chemical methods. If non-chemical methods are not practical, organic pesticides approved by the garden committee may be applied in a manner that does affect other plots. 20.. Pets are not allowed at the garden site. 21. Children must be actively supervised at all times. 22. No motorized vehicles are allowed in the garden plot area. 23. The City of Maplewood is not responsible for theft or damage to gardens. 24. Gardens may be fenced. Fencing shall be no more than 3' high. 25. Temporary structures such as plant supports may be used but must be removed by October 31, 2010. 26. The Community Gardener agrees to comply with all federal, state, and local laws and regulations. 27. The Community Gardener agrees to abide by the conditions set forth in this Agreement. 28. The City may terminate a Community Gardener's use of City property under this Agreement immediately upon violation of any of the terms of this Agreement or the rules adopted in connection with the use of the garden plots. 29. There will be a Community Garden Committee consisting of four to six members. This group will assist with orientation to the'site, work with gardeners to maintain gardens, and assist with conflict resolution. Waiver and Release 1. I wish to participate in/assist with community gardening (the "Activity") in the City of Mapiewood. 2. I understand that the City of Maplewood is providing staff, logistical support, and will administer the program. 3. My participation in the Activity is voluntary. I know and am aware of all the dangers associated with my participation in this Activity. Said risks may include injury or accident to person (including death) or property or other loss, and I freely, voluntarily, and with such knowledge assume any and all risks while actively participating or volunteering my services. 4. I understand and agree that the City, or any person acting on behalf of the city, may not be held liable in any way for any event which occurs in connection with this Activity which may result in harm, death, injury or other damages to me. This waiver of liability does not waive liability for any injuries that I obtain as the result of willful, wanton, or intentional misconduct by the City or any person acting on behalf of the City. 5. I agree to defend, indemnify and hold harmless the City of Maplewood for any expense or liability the City may incur as a result of my conduct, actions or omission while performing the Activity. 6.
