VI. NEW BUSINESS
a. 2009 Code Enforcement Year-End Report
City planner Tom Ekstrand presented the 2009 code enforcement year-end report compiled by
building official David Fisher. Planner Ekstrand reviewed the report with the commission.
Commissioners asked the number of foreclosed homes in Maplewood in relationship to the
total number of complaints for 2009 and also, asked the areas where these homes are located
in the city. Planner Ekstrand said staff will compile a map showing the addresses.
b. Home Foreclosure Information
Planner Ekstrand presented the staff report explaining the number of home foreclosures in
Maplewood for the last three years. Planner Ekstrand said these numbers come from Ramsey
County.

Commissioner Ulrich asked if staff could put together a map showing the location of the foreclosed
home addresses in Maplewood and how many are still vacant or have been reoccupied. Planner
Ekstrand responded that a map showing this information will be put together.
Commissioner Ulrich asked staff if a foreclosure registration program was considered. Pianner
Ekstrand said an ordinance was considered by the city council, but was not approved.
Mayor Will Rossbach, who was present at the meeting, said the city council considered this
ordinance but felt the ordinance would be a heavy burden to foreclosed homes. Mayor Rossbach
explained that the council felt the ordinance would require foreclosed houses to meet a higher
standard than occupied houses. Mayor Rossbach said the council felt that this is a short-term
problem, that the economy will get better and that there is probably not a need for an ordinance.
c. Election of Chair, Vice Chair and Secretary
Commissioner Ulrich nominated Commissioner Pearson as chair.

VII. VISITOR PRESENTATIONS
Mayor Will Rossbach addressed the commission saying the city council values the boards and
commissions that work with the city council and thanked them for their service to the city. Mayor
Rossbach said council member Jim Llanas has been appointed as liaison to the HRA.

Chair Pearson said the deadline for applicants applying for the vacant position is January 20 and
encouraged anyone interested to get an application in to the city.

2009 Year end Code Enforcement Report Follow-up Data

INTRODUCTION
On January 13, 2010, staff presented the 2009 year end code enforcement report. The
HRA requested that staff provide maps showing where the various violations and
enforcement actions have taken place in the city.
Staff has included the 2009 year end code enforcement report and a set of maps
prepared by the city's GIS specialist showing the locations and counts of violations that
have occurred.

Comments
The total number of complaints received were a little higher in 2009 than in 2008. The
number of citations issued increased by 500 percent.
The number of debris and trash complaints were higher in 2009, but not by much. In
2008 there were 115 complaints and in 2009 there were 125 complaints.
Last year's junk vehicle and parking on the grass complaints are also a little higher than
in 2008.
'The 36 cases of "enforcement action in progress" for 2009 were ongoing and, therefore,
carried over into 2010 for resolution. These matters will be resolved in 2010, but not
logged in as 2010 cases.

INTRODUCTION
On January 13, 2010, the HRA reviewed these foreclosure figures from 2007,
2008 and 2009.

The HRA directed staff to follow-up with the following information:
1. Put together a map showing the location of the foreclosed home addresses in
Maplewood, and
2. Indicate how many are still vacant or have been reoccupied.
Ramsey County provided staff with the attached data.

Analysis of foreclosed properties that have been resold by the foreclosing
lender
At a recent workshop Commissioner Ortega asked that we attempt to determine how
many of the properties in Ramsey County that had been foreclosed by a lender were still
in lender REO (Real Estate Owned) inventory and how many had been subsequently
resold to a another owner. The following information attempts to answer that
question, both in a tabular from and through thematic GIS maps of the data.
The data is sorted into three groups but mapped as two groups. First we report the
number of parcels foreclosed from Jan. 1, 2006 through October 2009. Secondly we
report the number and the percentage of parcels still held in REO inventory by the
foreclosing lender. Lastly we report the number and percentage of the parcels
subsequently sold to a non-lender entity.
The mapped data displays the lender owned properties as a black dot, with each dot
representing an individual parcel. The parcels subsequently resold by the lender to an
individual, a non-profit, a company, or an investor are displayed on the maps by a red
dot.
At this time we cannot answer the question of how many of these "resold" properties
are still held by investors, and how many are owned by long-term owners or owner-
residents.
The dots representing each parcel are not to scale but have been enlarged for
illustrative purposes and to allow the data to be visualized.

On January 25, 2010, the city council appointed seven people to the new Business and
Economic Development Commission (BEDC). The members will initially have staggered terms
serving between one to three years. Thereafter, members will serve three-year terms.

The first BE DC meeting is tentatively scheduled for Monday, March 1 at 7 p.m. The intent is for
the BEDC to meet the first Monday of every month. The BEDC will serve as an advisory body
to the newly formed Economic Development Authority and will work on issues relating to
economic development and redevelopment. Staff anticipates that there will be several
opportunities for the BEDC and HRA to work together on issues relating to the city's future
growth.
