1. Meeting commenced: 1 :00 p.m.
2. Commissioners Present:
Cliff Aichinger, Ramsey-Washington Metro WD
Ron Cockriel, Friends of Maplewood Nature
Ginny Gaynor, City of Maplewood
John Moriarty, Ramsey County Parks
Carolyn Peterson, Parks Commission
Ginny Yingling, Environment and NR Commission

Bob Spaulding, Friends of the Mississippi River
Jim Von Haden, National Park Service
4. Invited Guests
Jenna Fletcher, Trust for Public Land
Sarah Strommen, Minnesota Land Trust
5. Action Items:
a. Motion: To approve agenda.
Motion made by Commissioner Cockriel, seconded by Commissioner
Aichinger, approved 6 to O.
b. Motion to approve 8/28/09 Commission meeting minutes.
Motion made by Commissioner Aichinger, seconded by Commissioner
Moriarty, approved 6 to O.
c. Decision: Change October 16 commission meeting to October 23.
6. Discussion Items:
a. Jenna Fletcher, Trust for Public Land, and Sarah Strommen, Minnesota Land
Trust presented information on their organizations and discussed with
commissioners:
i. Land acquisition
ii. Conservation easements
iii. Potential for conservation easements in Fish Creek area
iv. Purchase of development rights
v. Transfer of development rights
vi. How easements work in conservation subdivision
vii. Referendums
viii. Land registries
b. Jim Von Haden, National Park Service, discussed the National Park Service,
Mississippi National River and Recreation Area, and the Critical Area.
c. October Public meeting. Commission agreed the October 1 public meeting
format will be 20-30 minute presentation and then group discussion.
Commissioner Yingling will present commission's purpose, Commissioner
Moriarty will present recreation, and Commissioner Gaynor will present other
topics. During discussion we will follow the questions on the final survey.
Additional questions may be asked to solicit input on funding land acquisition.
d. Resident questionnaire. Commission provided some input and agreed that
Commissioners Yingling and Gaynor would prepare the final draft and email it
to commissioners.
e. Update on Fish Creek tour
7. Follow-up Items:
a. Commissioners Yingling and Gaynor: Revise resident questionnaire.
b. All Commissioners: Review final draft of survey when it is sent.
