He began his career in 5artell as the City Administrator and then served as City Manager in Vermillan, South Dakota. He served for 12 112 years as the City Manager in Moorhead, Minnesota and received significant acknawledgementlor his professional handling of the Red River Valley Floods during 1997 in Moorhead. He relocated to Davis, California, a university city of 66,409 residents in 2001, where he served far five years as their City Manager. In 2D05 the watershed district reclassified al] of the wetlands within their districf, includ- ing amajority of the wetlands in Maple- wood. The aew classifioation System is based on the Minnesota Routine Assessment Method far classifying wetlands, which is a more scientifica[fy based approach to wetland classifica- tion than their previous system. Maplewood proposes to adopt this new classification system #or all of the city's wetlands. In addition to reclassifying wetlands, the proposed ordinance would implement new wetland protection regulations including buffer protections. The puffer is the gone of vegetation around a pond or wetland. Buffers help filter pollutants and protect the wetland from human disturbance. The CDRB reviews building design, site plans, and landscape far proposed multi-family, commercial and industrial development in Maplewood. The CDRB's goal is to approve attractive developments in architectural design, the use of proper landscape materials and a functional and attractive Iayout.The CDRB meets on the second and fourth Tuesdays of each month in the Maplewood City Hall Council Chambers at fi:QDPM. There are currently two vacancies on the CDRB. The City Council appoints residents who volunteer to serve on City commissions and boards. For mare information, call 651.249.2DOD. rrorrctng Tv Improve Maplewood Parks The Park and Recreation Commission is set up to advise the Gity Staff, Manager and City Council in all matters perkaining to public parks and recreation. This year we have much planned. In February the Park Commission had a joint meeting with the Environmental Commission to make Maplewood more sustainable. Late last year the Park Commission set up a task force to explore adding a dog park in North Maplewood. Currently, there is a large dog park in South Maplewood at Battle Creek. The task force will be reporting to the full Commission at each meeting and will be developing recommendations far a possible dog park and locations. The Parks Commission has started the park planning process to redevelop Lions Park which is very tired and facing drainage issues, During the next several months we will be involving the neighbors around Lions Park, in a public park planning process to redevelop the Park to meet their needs in a way that will also solve the drain- age issues, If you live in the area keep an eye out far information on upcoming meetings. In the next few months planning will also start for a tat lot park in the Legacy village area, Residents will have an opportunity to submit their ideas into the park design, type of playground equipment to install and also what to name the park. Maplewood Fire Department Partners VYith East Metro Hospitals gy Steve Lukin, Fire Chief In 2008 the fire department responded to 3,922 calls for service, up from 2D07 calls for service by 139 calls or almost ~°1°. The increase was mainly in Emergency Etlledical Service calls. Our response time went from 5.1 D minutes in 2007 to 5.E minutes in 20D8, Fire false alarm calls for 2QD7 were 207 and for 2D08 they were 2D0. We responded to 35 dwelling fires in 20DT with an estimated dollar loss of ~310,55D and 33 dwelling fires in 20D8 with an estimated dollar loss of $14fl,OD0. The east metro area emergency medical service providers have partnered with three East Metro hospitals Regions: St. Joe's and United) to mare definitively treat acute heart attack patients. We treat those acute heart attack patients with the Level One Heart Program that allows the paramedics to activate the cardiac catheterization lab ,~, „+ ~ ;N. ~~'' from the field when certain criter[a are met. The cardiac catheterization lab is where _ angiograms are performed, ~y activating the cardiac catheterize#ion lab from the field, we decrease the time the heart is starved for oxygen by giving the team a head stark on preparing for the acutely ill heart patient. Quick definitive care of the acutely ill heart patient will decrease the complications and severity of the heark attack. In 2D08, we used the Level One I~ieart Program eight times with very successful outcomes. We have also recently implemented a similar process with the same hospitals for the acutely ill stroke patients. Our service has also been very successful with saving cardiac arrest patients due to rapid response times and advanced treatments that are preformed in the field. In 2008, 53°la of the cardiac arrest patients regained a pulse and were transported to a local emergency room, This would not be possible without all of the efforts of our paramedics and EMTs. News stories talk about the burden on city and county finances around the nation. Perhaps you have seen the un-shoveled, un-used driveway or the junk in the yard that indicates an abandoned house in your neighborhood. Perhaps your family is struggling to avoid foreclosure or maybe you have heard something about the Stimulus Package and some incentives for first-time homebuyers. The foreclosure crisis is touching all of us in many different ways. How serious is Maplewoad's problem? In summary, Maplewood does not have unusual ar serious problems stemming from the national foreclosure problem. While Maplewood has cause far concern, we do not have cause for alarm. House prices are down and the Economic Stimulus Package signed in February provides incentives to first-time home-buyers. Last year, Congress provided taxpayers with a refundable tax credit that was equivalent to an interest-free loan equal to 10°l0 of the purchase of a home pup to $75,000} by first-time home buyers. The provision applied to homes purchased on ar after April 9, 2008 and before July 1, 2009. Taxpayers receiving this tax credit were required fo repay any amount received under this provision back to the government over 15 years in equal installments for earlier if the home was sold}. The credit phases out for taxpayers with AGI in excess of X75,000 x$150,000 in the case of a joint return}, The new law enhances the credit by eliminating the repayment obligation for taxpayers that purchase homes on or after January 1, 2D09.
