CALL TO ORDER A workshop of the City Council was held in the Council Chambers, at City Hall, and was called to order at 5:05 P.M. by Mayor Longrie. B. ROLL CALL Diana Longrie, Mayor Present Rebecca Cave, Councilmember Present ErikHjelle,Councihnember Present Kathleen Juenemann, Councilmember Present Wi1lRossbach,Councihnember Present C. APPROVAL OF AGENDA Mayor Longrie moved to approve the agenda as submitted. Seconded by Councilmember Cave Ayes -All D. UNFIlVISHED BUSINESS 1. Gladstone Area Redevelopment Improvements-Report of Phase One Improvements a. Public Works Director Ahl introduced the presentation on Phase I Improvements for the Gladstone Area Redevelopment Improvements. Mayor Longrie requested Interim City Manager Copeland submit to council an itemized delineation of the $30,000 of planning costs spent to date and a breakdown of applicable staff hours. b. Jon Hom, Kimley Horn and Associates, provided background information and an overview of the streets, streetscapes and power line burial. c. Ron Leaf, SEH, explained the storm water drainage and treatment systems for the area, detailing the Savanna and Tourist Park areas. d. Parks and Recreation Director Anderson spoke to the four phases of the trail system and parks plan and the costs involved. e. City Engineer Ahl reviewed the estimated costs and proposed financing plan. f. Paul Steinman, Springsted, opened discussion regarding Tax Increment Financing Issues and related financial impact. October 16, 2006 CounciUManager Workshop 1 g. Senior Planner Ekstrand explained the zoning and density issues involved with the comprehensive plan. h. Planner Finwall spoke to specific zoning requirements and minimum and maximum densities for the area. i. Bart Montanari, DABAR Companies Development, developer for the St. Paul Tourist Cabin site, discussed development needs and answered council questions. City Engineer Ahl informed council that staff will be bringing the Blight Report to council at the November 13, 2006 City Council Meeting. 2. Electric Franchise Tax a. Interim City Manager Copeland presented the report. b. Finance Director Faust presented further specifics from the report. Finance Director Faust answered council questions regarding the proposed Electric Franchise Tax Increase Ordinance. E.
