CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held at Edgerton School and was called to order at 7:02 P.M. by Mayor Greavu. B. ROLL CALL John 0. Greavu, Mayor Present Norman G. Anderson, Councilmember Present Gary W. Bastian, Councilmember Present Frances L. Juker, Councilmember - Present George F. Roasbach, Councilmember Present C. PUBLIC HEARINGS 1. 7:00 P.M., Roselawn Avenue,Arcade Street to Interstate 35-E, Project 89- 03 (4 Votes) a. Mayor Greavu convened the meeting for a public hearing regarding the proposed improvement of Roselawn Avenue from Arcade Street to Interstate 35-E. The proposed improvement would be on a cooperative agreement with Ramsey County. b. Manager McGuire presented the Staff report. c. City Attorney Hanton explained the legal procedures for the public hearing regarding the proposed improvement. d. Director of Public Works Haider presented the specifics of the proposal. e. Mayor Greavu called for proponents and opponents. The following expressed their views: Richard LeFebre, 500 Ripley, stated he was representing area residents and himself. Vivian Johnson, 207 W. Kenwood Drive Oakley Surine, 1995 Kenwood Leo Capeder and Art Rudy, representing Forest Lawn Cemetery Jeff LaBandt, 1989 E. Kenwood Drive Robert Parker, 2005 Edgerton, representing his mother, Margaret Parker, and himself. Larry Hanson, 110 E. Kenwood Drive Florian Kaufenberg, 1885 No. Sloan Don Zittel, 334 E. Roselawn k 1 11-16-89 Joseph Robelia, 423 E. Skillman Cathy Pochman, Desoto and Skillman, representing Edgerton Highland Apartments Carmen Ariola, 687 Roselawn Jerry Severson, 2016 Greenbrier Don Shiek, 1999 Arkwright Dorothy Ariola, 687 Roselawn Fran Huffineister, 358 Belmont Lane Jerry Norman, 1854 E. Kenwood Drive Robert Schwarz, 2086 Edgerton Florence Rasmussen, 1885 W. Kenwood Drive Kathleen Johnson, 1865 Arcade Bob Anderson, 211 W. Kenwood Drive, presented a petition signed by area residents opposed to proposal. Gregory Reese, 763 E. Roselawn Paul Gerbec, 1777 Edgerton Bob Bilotta, 755 E. Roselawn Napoleon Bruno, 320 E. Roselawn Wayne Sether, 471 E. Roselawn, representing his Mother Don Zuercher, 432 E. County Road B Pat Tarnowski, 453 E. Roselawn Mrs. Nienas, 1706 Parkway Drive £ Mayor Greavu closed the public hearing. g. Councilmember Anderson moved to approve the construction of Roselawn Avenue by street, curb and gutter and storm sewer improvements necessary to street construction. Seconded by Mayor Greavu. Councilmember Bastian moved to table this item until such time as Staff can investigate specifics of costs. Motion died for lack of a second. Vote taken on original motion. Ayes -Mayor Greavu, Councihnembers Anderson and Rossbach Nay - Councihnembers Bastian and Juker Motion defeated. D. ADJOiJRMENT 9:20 P.M. City Clerk 2 11-16-89
