NOVEMBER 1, 1995
1. CALL TO ORDER
Chairperson Fischer called the meeting to order at 7 p.m.

Commissioner Connelly moved approval of the minutes of September 27, 1994, as submitted.

5. COMMUNICATIONS
a. Carefree Cottages of Maplewood (Phase III)
Ken Roberts, associate planner, reported that the Carefree Cottages were approved and are
now being constructed. Phase III includes 32 cottages and 110 units in a 3-story apartment
building. Mr. Roberts said he was told that there are up to 500 people on a waiting list for this
housing.
b. HRA Vacancy
Ken Roberts, associate planner, stated that notices were sent to the Mapiewood Review and
the St. Paul Pioneer Press requesting interested residents to fill the vacancy on the HRA. An
announcement will also be put in the next Maplewood in Motion and on the cable channel.
Applications will be due the second week in December. Mr. Roberts also introduced Joe
O'Brien, a resident interested in the HRA, and Melinda Coleman, the director of community
development since May of 1995.

6. UNFINISHED BUSINESS
Lorraine Fischer gave an update on truth-in-housing compliance. She has the newspaper ads for
the past year listing houses for sale in Maplewood. Mrs. Fischer will put together the information,
determine the percentage of compliance with truth-in-housing, and report at a future meeting.
7. NEW BUSINESS
a. Metropolitan Livable COmmunities Act
Ken Roberts, associate planner, introduced this item. Jack Frost, of the Metropolitan Council
and a member of the Maplewood Planning Commission, explained that the act was an effort
to make housing affordable throughout the Twin Cities area. He said it was a commitment to
family-young, singles and elderly-by ensuring a diversity of housing stock and a commitment
to economy by enabling people to have affordable housing near where they work. He also
said that the metropolitan government offers incentives to cities that participate in this act.
Mr. Frost emphasized that the Metropolitan Livable Communities Act is a voluntary-type
program and that the Metropolitan Council's function is solely to implement this act for the
legislature. He also said that affordable housing is defined as that which costs no more than
30 percent of the median household income of the Twin Cities area. The Met Council uses
80 percent of this figure to determine affordability. Based on a median income of $50,000, an
affordable house was $115,000 in 1994 dollars on a fixed 30-year mortgage. A rental
apartment is affordable with a rent of $630 a month or less in 1994. This program is an
attempt to encourage all cities to have a certain percentage of their housing stock as
affordable.
Mr. Frost and Mike Keane, who is also with the Metropolitan Council and a resident of North
St. Paul, then answered questions and discussed the act with the commission members.
Commissioner Fischer felt the commission had nothing to lose and might possibly gain from
participating in the program. Commissioner Pearson said he had yet to see a decent program
out of metro government that aided anyone who wishes to purchase or revitalize
manufactured housing. Mr. Pearson stated that he has a program within his manufactured-
housing community wherein he purchases the older homes as they become available,
rehabilitates them, and privately finances them with reasonable financing terms.
Commissioner Whitcomb said he doesn't think these programs work--they identify problems
to solve but the means being used to solve them are not working. He felt it will require more
money because the demand will increase as it is implemented and the current funds allocated
won't meet that inceasing demand. Mr. VVhitcomb commented that the city was being
coerced into participating because, if they didn't, they could lose other discretionary funding
from the Met Council. He said that using wrongful means to achieve an overall greater good is
still wrong. Commissioner Connelly thought the city should take part in the program for a year
and, if it didn't work, they could get out at that time.
Commissioner Whitcomb moved the HRA recommend denial of the model resolution
rejecting participation in the Metropolitan Council's Livable Communities Act.
There was no second.

Commissioner Connelly moved the HRA recommend adoption of the model resolution
electing to participate in the Metropolitan Livable Communities Act with the understanding that
the HRA, together with the Planning Commission and the City Council, will need to have
future discussions regarding housing goals.
Commissioner Pearson seconded.
The motion passed.

Commissioner Pearson expressed reservation about some parts of the program but
seconded the motion and voted for participation as a city.
b. Election of Officers
Commissioner Connelly moved the nomination of Lorraine Fischer as chair and Gary Pearson
as vice-chair of the Maplewood Housing and Redevelopment Authority.

Commissioner VVhitcomb moved the nomination of Tom Connelly as secretary of the
Maplewood Housing and Redevelopment Authority.

The motions passed.
c. Meeting Time
Melinda Coleman, director of community development, mentioned that the HRA will need to
meet more often to draft goals for the Livable Communities Act and to make required changes
to the comprehensive plan and zoning plan. Staff and the commission discussed changing
the meeting time. It will be reconsidered after a fifth member is appointed.

Livable Communities Act--Housing Goals

INTRODUCTION
Maplewood must adopt housing goals to participate in the Local Housing Incentives Account
Program under the Metropolitan Livable Communities Act. The Metropolitan Council has set
guidelines for participating cities that require them to adopt housing goals by December 15,
1995, and prepare a plan for carrying out those goals by June 30, 1996.
The Metropolitan Council prepared a draft housing goals agreement that I have included for
your review. To carry out these principles, Maplewood agrees to use the benchmarks
developed by the Metropolitan Council. The city can either adopt these principles and goals as
written or we can develop our own.
BACKGROUND
On October 23, 1995, the city council considered the Metropolitan Livable Communities Act.
The council tabled this until November 13, 1995 so the HRA could review this proposal.
On November 13, 1995, the city council adopted a resolution electing to participate in the Local
Housing Incentives Account under the Metropolitan Livable Communities Act.
RECOMMENDATION
Adopt the housing goals agreement benchmarks as prepared by the Metropolitan Council or
some variation thereof. This agreement indicates that Maplewood will make its best efforts to
meet or exceed the established housing benchmarks. After the city adopts the housing goals,
staff will begin working with the HRA and Planning Commission to develop a plan for
implementing the goals and objectives.

To achieve the above goals, the City of Maplewood elects to participate in the Metropolitan
Livable Communities Act Local Housing Incentives Program, and will prepare and submit
a plan to the Metropolitan Council by June 30, 1996, indicating the actions it will take to
carry out the above goals.
