CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Con- ference Room A, Municipal Building, and was called to order at 4:10 P.M. by Mayor ' Greavu. B. ROLL CALL John C. Greavu, Mayor Present Norman G. Anderson, Coon cilmember Arrived at 4:18 P.M. Gary W. Bastian, Councilmember Present Frances L. Juker, Councilmember Present Charlotte Wasiluk, Councilmember Present C. APPROVAL OF MINUTES None D. APPROVAL OF AGENDA Mayor Greavu moved to approve the Agenda as amended: 1. City Hall - Locks 2. Phone System 3. Smoking Policy Seconded by Councilmember Wasiluk. Ayes - all. E. CONSENT AGENDA None. F. PUBLIC HEARINGS None. G. AWARD OF BIDS None. H. UNFINISHED BUSINESS 1. Public Works Building Lease Agreements a. City Attorney Pat Kelly explained the proposed lease with Group W Cable Commission. 12/29 b. Councilmember Juker moved to approve the lease agreement between the City and the Group W. Cable Commission for approximately 1000 square feet of the Public A7orks Facility as recommended. Seconded by Councilmember Wasiluk. Ayes - all. 2. Sanitary Sewer Rates a. Director of Finance Dan Faust presented the Staff report. "i b. Councilmember Juker moved that condominiums and mobile homes be charged the same as single family dwellings and apartments be charged 80~ of single family dwellings. Seconded by Councilmember Anderson. Ayes - all. c. Councilmember Bastian introduced the following ordinance and moved its adoption: ORDINANCE NO. 600 AN ORDINANCE AMENDING THE MAPLEWOOD CODE - RELATING TO SEWER SERVICE CHARGES THE COUNCIL OF THE CITY OF MAPLEWOOD DOES HEREBY ORDAIN AS FOLLOWS: Section 1. Chapter 28-21 is hereby amended to read as follows: The following rates and charges are hereby established for all sanitary sewer services furnished by and in the City: (1) The quarterly residential rates shall be: Single-Family Dwelling $28.00 Townhouse 28.00 Duplex 56.00 Mobile Home 28.00 Condominium 28.00 Apartment 22.40 (2) Non-residential rates shall be $1.40 per 1,000 gallons. Non-residential sewer service charges shall be a minimum of $5.90 quarterly per sewer service connection. (3) The rate for properties used jointly for residential and commercial purposes that are not metered separately shall be billed at non-residential rates. (4) In respect to property which shall be connected with the City sewer system for the discharge and disposal of other residential, commercial or industrial sewage waste, or any - 2 - 12/29 waste unusual in either character or amount, then in addition to all applicable chagges hereunder, the City Council reserves the right to impose such supplemental sewage rate charges as said City Council shall determine as reasonable and warranted on the basis of all relevant factors. Section 2. This ordinance shall take effect and be in force beginning January 1, 1987. Seconded by Councilmember Anderson. Ayes -all. I. NEW BUSINESS 1. Labor Agreements a. Acting City Manager presented the Staff reports regazding the contract agreements between the City and A.F.S.C.M.E. ClericallTechnical and the Maintenance units; and the Metro Supervisory unit. b. Councihnember Wasiluk moved to approve a 6-month contract with A.F.S.C.M.E. " Clerical/Technical -Maintenance Union with a forty cent (40 ¢1 increase ner hour to the base and add Martin Luther King Day as a paid holiday as recommended. Seconded by Councihnember Basflan. Ayes -all. a Councilmember Wasiluk moved to approve a 6-month contract with the Metropolitan Supervisory Union with a 3.5% increase and Martin Luther King Day as a paid holiday as recommended. Seconded by Councilmember Bastian. Ayes -all. 2. Pay Equity a. Acting City Manager Haider updated the Council regarding the Joint Compazafive Study. K. COUNCIL PRESENTATIONS 1. City Hall -Locks a. Councilmember Anderson requested Staff to investigate changing the locks on the front door to City Hall as so many (such as contractors that were working on the building, etc.) had keys. 2. Phone System a. Councilmember Anderson requested Staff to look into improving the phone system. 3. Smoking Policy a. Councilmember Bastian requested Staff to investigate the conditions of the smoking rooms within City Hall. 4. Truth in Housing - 3 - 12/29 a. Councilmember Juker questioned if the City had a "Truth in Housing" law or agreement. b. Staff stated the City did not. L. ADMINISTRATIVE PRESENTATION None. M.
