CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Council Chambers, Municipal Building and was called to order at 6:30 P.M. by Mayor Greavu. The Council members signed statements waiving the written notice calling a special meeting as required by Section 1, Rules of Procedures of the Maplewood City Council. Burton A. Murdock received his oath of office and was seated. B. ROLL CALL John C. Greavu, Mayor Present Norman G. Anderson, Councilman Present Burton A. Murdock, Councilman Present Earl L. Nelson, Councilman Present Donald J. Wiegert, Councilman Present C. PRESENTATIONS 1. Parkway Drive - Highway 61 Construction. a. Mayor Greavu reviewed the history of the easements and construction plans. b. Mr. Ken Weltzin, Ramsey County Engineer, and Mr. Charles Bur;rill, District 9 Engineer, Minnesota Department of Transportation, explained the construction plans. C. The following area residents who are being affected by the construction spoke and requested Council to ask the State to stop construction as it will cause them undue hardships: Mr. Robert Ritchie, 1751 Arcade Street; Mr. Wayne Kemper, 1791 Arcade Street; Mr. Gary Tascano, 935 Parkway Drive; Mr. Jerry Hurley, 925 Parkway Drive. d. Attorney John Daubney, attorney representing Mr. Jerry Hurley, stated that if Parkway Drive were constructed as planned, Mr. Hurley could not use his driveway, garage and the road would be right next to his bedroom window. e. City Attorney Lais stated the City did not have the authority to stop the construction. f. Mr. Dick Kostorhyz, State Representative from District 50B, offered his services. g. Mr. Burrill, District 9 Engineer, stated he would investigate minor changes and alternatives. h. Councilman Nelson moved to request the State, County and Maplewood Engineering Department to re- examine the plans, investigate all possibilities of alternatives not only grade changes, but of realignment of a center line to alleviate the sit- - 1 - 4/26 nation and report back as soon as feasible. Seconded by Councilman Anderson. Ayes - all. D. ADMINISTRATIVE PRESENTATIONS 1. Ground Breaking Ceremonies a. Manager Evans stated there will be groundbreaking ceremonies at the Moose Lodge at 6:00 P.M. on Monday, April 30, 1979. E.
