A. CALL TO ORDER
A meeting of the Board of Appeals and Adjustments of the City of Maplewood, Minnesota,
was held in the Council Chambers, Municipal Building and was called to order at 7:41
P.M. by Chairman Anderson.

C. APPROVAL OF MINUTES
Minutes No. 78 -2 (February 16, 1978)
Mayor Greavu moved to approve the Minutes of Meeting No. 78 -2 (February 16, 1978)
as submitted.
Seconded by Councilman Wiegert. Ayes - all.
D. PUBLIC HEARINGS
1. Variance - Building /Unmaintained Street - East of 2546 Idaho Avenue
a. Chairman Anderson convened the meeting for a public hearing regarding the
request of Lorrie G. Heinzen for a variance to construct a dwelling on a lot that
does not abut a publicly maintained City street. The Clerk read the notice of
hearing along with the dates of publication.
b. Manager Miller presented the staff report and recommended approval subject to
the following conditions:
1. The driveway shall be located on the west side of the lot and shall be
paved to the existing street;
2. Dedication of 20 feet of road easement on Idaho Avenue to allow for the
future construction of a cul -de -sac bulb;
c. Chairman Les Axdahl presented the following Planning Commission recommendation:
"Commissioner Fischer moved the Planning Commission recommend to the Board of
Appeals and Adjustments approval of the variance subject to the following conditions:
1. Driveway to be located on the west
2. Dedication of 20 foot road easement
construction of a cul -de -sac bulb;
side of the lot;
on Idaho Avenue to allow for the future

3. Owner agrees not to request reimbursement for the cost of the driveway
located on the street easement;
4. Applicant agrees to the above conditions in writing.
Commissioner Rossow seconded. Ayes all."
d. The applicant, Mr. Larrie Heinzen, agreed to the conditions.
e. Chairman Anderson called for proponents. None were heard.
f. Chairman Anderson called for opponents. None were heard.
g. Chairman Anderson closed the public hearing.
h. Councilman Wiegert moved to approve the request of Mr. Larrie Heinzen, to con-
struct a home on Lot 4 Block 2, Bradley Oaks Addition, a lot that does not abut
a City street, subject to the Planning Commission recommendation and based on the
reasons of location and the unlikelihood of the completion of Idaho Avenue.
Seconded by Councilman Fontaine. Ayes - all.
