MINUTES OF THE MAPLEWOOD CITY COUNCIL
7:30 P.M., Thursday, May 19, 1977
Council Chambers, Municipal Building
Meeting No. 77 - 12
Burton A. Murdock was sworn in as Mayor.
Charles Kent was sworn in as Councilman.
CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:30 P.M. by Mayor Murdock.

C. APPROVAL OF MINUTES
None.
D. APPROVAL OF AGENDA
Mayor Murdock moved to approve the agenda as amended:
1. Letter - Unification Church
2. Appointment - Acting Mayor
Seconded by Councilman Wiegert. Ayes - all.
E. PUBLIC HEARINGS
1. Liquor License - Off Sale - 2280 Maplewood Drive 7:30 P.M.
a. Mayor Murdock convened the meeting for a public hearing regarding an application
for an off sale liquor license at 2280 Maplewood Drive. The Clerk read the notice
of hearing along with the dates of publication.
b. Manager Miller stated Thomas and Lillian DeFoe of Osakis, Minnesota, have
applied for an off sale liquor license at 2280 Maplewood Drive (Little Red Wagon).
Investigations have been made and everything found to be in order.
c. The applicant, Mrs. Lillian DeFoe, introduced herself to the Council.
d. Mayor Murdock called for proponents. None were heard.
e. Mayor Murdock called for opponents. None were heard.
f. Mayor Murdock closed the public hearing.

g. Councilman Greavu introduced the following resolution and moved its adoption:
77 -5 -100
NOTICE is hereby given, that pursuant to action taken by the City Council of
the City of Maplewood, Minnesota, on May 19, 1977, an Off -Sale Liquor License
(intoxicating) was approved for Thomas and Lillian DeFoe located at 2280 Maplewood
Drive.
The Council is proceeding in this matter as outlined under the provisions of
City Municipal Code.
Seconded by Councilman Wiegert. Ayes - all.
Mayor Murdock recessed the meeting at 7:38 P.M. to convene as the Board of Appeals and
Adjustments.
Mayor Murdock reconvened the meeting at 8:20 P.M.
2. Zone Change (R -3 to R -1) - Roselawn Avenue and Desoto Street - 7:45 P.M.
a. Mayor Murdock convened the meeting for a public hearing regarding a request
for zone change from R -3 to R -1 at the southeast corner of Roselawn Avenue and
DeSoto Street. The Clerk read the notice of hearing along with the dates of
publication.
b. Manager Miller presented the staff report and recommended the proposed re-
calssification be approved.
c. Chairman Les Axdahl presented the following Planning Commission recommendation:
"Commissioner Fischer moved that the Planning Commission recommend to the City
Council that the subject property of the southeast corner of DeSoto and Roselawn
be rezoned from R -3 to R -1.
Commissioner Barrett seconded. Ayes all."
d. Mayor Murdock called for proponents. None were heard.
e. Mayor Murdock called for opponents. None were heard.
f. Mayor Murdock closed the public hearing.
g. Councilman Wiegert introduced the following ordinance and moved its adoption:
ORDINANCE NO. 418
AN ORDINANCE AMENDING THE MAPLEWOOD
ZONING CODE
THE CITY COUNCIL OF THE CITY OF MAPLEWOOD DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. That the following described property is hereby rezoned from R -3
(Multiple Dwelling District) to R -1 (Single Family Dwelling District):
Unplatted Lands: Subj to Ave and St and Ex S 160 Ft the W 1/2
of NW 1/4 of NW 1/4 of NE 1/4 of SW 1/4 of
Section 17, Town 29, Range 22
- 2 - 5/19
Section 2. This Ordinance shall take effect upon its passage and publication.
Seconded by Councilman Anderson. Ayes - all.
F. NEW BUSINESS
1. Lot Division - Frost Avenue (Same as E -2c)
a. Manager Miller presented the staff report.
b. Councilman Wiegert moved to deny the lot division requested by Mr. Paul Cartier.
Seconded by Councilman Murdock. Ayes - all.
G. COUNCIL PRESENTATIONS
1. Letter - Unification Church
a. Councilman Anderson stated he had received several calls and letters regarding
the people of the Unification Church approaching persons in parking lots, etc.,
selling candy etc. They are rude and discourteous.
b. Councilman Anderson requested the Manager to have copies made for Council.
2. Appointment - Acting Mayor
a. Councilman Wiegert moved to appoint Councilman Greavu as Acting Mayor.
Seconded by Councilman Kent. Ayes - all.
H. ADMINISTRATIVE PRESENTATIONS
1. Public Works - Salaries
a. Councilman Anderson moved to increase the Public Works Non - Supervisory employees
wages by 40 cents an hour from January 1 1977 to June 30, 1977 and an increase of

Seconded by Councilman Greavu.
Councilman Greavu moved an amendment to the motion to increase the wages 60 cents
per hour effective January 1, 1977.
Seconded by Councilman Anderson.
Amendment defeated.
Vote taken on original motion
Motion carried.
2. Police Sergeants Wages
Ayes - Councilmen Anderson and Greavu.
Nays - Mayor Murdock, Councilmen Kent and
Wiegert.
Ayes - Councilmen Greavu, Kent and Anderson.
Nays - Mayor Murdock and Councilman Wiegert.
a. Councilman Wiegert moved the following salaries be adopted for the Police
Sergeants and to be effective January 1, 1977:
- 3 - 5/19
Five Year - $19,060.00 Ten Year - $19,750.00 Fifteen Year - $20,584.00
Seconded by Councilman Kent. Ayes - All.
