A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building, and was called to order at 7:32 P.M. by Mayor Bruton.

Mayor Bruton moved to approve the Agenda as amended.

Seconded by Councilman Wiegert.
D. PUBLIC HEARINGS
Ayes - all.
1. Zone Change (R -2 to R -1) - Cope Avenue, Approximately 90 feet East of Birmingham
Street - 7:30 P.M. - Tony Oswald
a. Mayor Bruton convened the meeting for a public hearing regarding a zone
change from R -2 (Double Dwelling) to R -1 (Single Family) property on Cope
Avenue approximately 90 feet east of Birmingham Street. The Clerk read the
notice of hearing along with the dates of publication.
b. Manager Miller presented the staff report..
C. Mayor Bruton called for proponents. None were heard.
d. Mayor. Bruton called for opponents. None were heard.
e. Mayor Bruton closed the public hearing.
f. Councilman Wiegert introduced the following ordinance and moved its adoption:
ORDINANCE NO. 407
AN ORDINANCE AMENDING THE MAPLEWOOD
ZONING CODE
THE CITY COUNCIL OF THE CITY OF MAPLEWOOD DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. That the following described property is hereby rezoned
from R -2, Double Dwelling District to R -1, Single Family Dwelling
District:
- 1 - 1/20
Except the West 5 feet of Lot 14, all of Lot 13, Block 2,
Sabin Addition to Gladstone.
Section 2. This Ordinance shall take effect upon its passage
and publication.
Seconded by Councilman Anderson. Ayes - all.
E. COUNCIL PRESENTATIONS.
1. Commissions.
a. Councilman Anderson stated he had reviewed the letters of resignations
from the various Commissions and Boards and also reviewed how replacement
should be made. One suggestion is that for better communication between
the commissions and Council, a councilman should be a representative on
the boards and commissions.
b. No action taken.

2. Zone Change (FR to R -1) - 2728 Gem Street - 7:45 P.M.
a. Mayor Bruton convened the meeting for a public hearing regarding the
zone change from F.R. (Farm - Residence) to R -1 (Single Family) property at
2728 Gem Street. The Clerk read the notice of hearing along with the dates
of publication.
b. Manager Miller presented the staff report.
C. Chairman Les Axdahl presented the following Planning Commission
recommendation:
"Commissioner Sherburne moved that the Planning Commission recommend
to the City Council approval of the zone change from F -R to R -1.
Commissioner Prow seconded. Ayes - all."
d. Mayor Bruton called for proponents. None were heard.
e. Mayor Bruton called for opponents. None were heard.
f. Mayor Bruton closed the public hearing.
g. Councilman Wiegert introduced the following ordinance and moved its adoption:
ORDINANCE NO. 408
AN ORDINANCE AMENDING THE MAPLEWOOD
ZONING CODE.
THE CITY COUNCIL OF THE CITY OF MAPLEWOOD DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. That the following described property is hereby rezoned from
F, Farm Residential to R -11 Single Family Dwelling District:
- 2 -- 1/20
Except the East 235 feet, the north 100 feet of South 1013 feet
of East 488 feet of SE 1/4 of Section 3, Township 29, Range 22
Section 2. This Ordinanace shall take effect upon its passage and
publication.
Seconded by Councilman Anderson. Ayes - all.
E. COUNCIL PRESENTATIONS (Continued)
2. Mayor Position
a. Councilman Wiegert discussed several alternatives to fill the Mayor
position.
b. Council stated this matter be held over until the next meeting and that
they ask for publicity that there will be a vacancy on the Council.

3. Alley Vacation - Ariel Street to German Street, between Lark Avenue and
Laurie Road - 8:00 P.M.
a. Mayor Bruton convened the meeting for a public hearing regarding the
petition filed to vacate the east -west alley in Block 16, Smith and Tayors
Addition to North St. Paul. The Clerk read the notice of hearing along
with the dates of publication.
b. Manager Miller presented the staff report and stated it is recommended that
the proposed alley vacation be approved.
C. Chairman Les Axdahl presented the following Planning Commissionrecom-
mendation:
"Commissioner Prew moved that the Planning Commission recommend to the
City Council approval of the alley vacation as described in the Mana-
ger's report.
Commissioner Pellish seconded. Ayes - all."
d. Mayor Bruton called for proponents. None were heard.
e. Mayor Bruton called for opponents. None were heard.
f. Mayor Bruton closed the public hearing.
g. Councilman Anderson introduced the following resolution and moved its
adoption:
77 -1 -24
WHEREAS, the owners of more than 50% of the property on the
east -west alley in Block 16, Smith and Taylors Addition to North
St. Paul, Ramsey County, Minnesota, have filed a petition for the
vacation of said alley; and

WHEREAS, the hearing on said petition was preceeded by two
weeks published and posted notice; and
WHEREAS, no one has appeared in opposition to said petition;
and
WHEREAS, it appears for the best interest of the public that
said alley be vacated.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD,
MINNESOTA, that the east -west alley in Block 16, Smith and Taylor
Addition to North St. Paul, Ramsey County, Minnesota, be and the
same is hereby vacated.
Seconded by Councilman Greavu. Ayes - all.
