A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Cafe -
torium, John Glenn Jr. High, 1560 E. County Road B, and was called to order at 7:31
P.M. by Mayor Bruton.

PUBLIC HEARINGS
1. North East Area Street - Opening of Lydia, Radatz and Beam Avenues
a. Mayor Bruton stated the public hearing pertaining to the opening of Lydia,
Beam and Radatz Avenues was held October 26, 1976. At that time the public hear-
ing was closed.
b. Manager Miller presented the attorneys opinion regarding the necessary votes
needed to pass the project.
c. Director of Public Works Collier presented prints of other shopping centers.
Councilman Anderson also made a presentation.
d. Council discussion followed.
e. Councilman Anderson moved the recommendation of the consultant Mr. Jack
Anderson regarding the Northeast Area Streets and Ariel Street from Radatz Ave-
nue to Beam Avenue and Southlawn Avenue from Radatz Avenue to Beam Avenue be con -

Seconded by Councilman Murdock.
Councilman Murdock withdrew his second.
Seconded by Mayor Bruton. Ayes - Councilman Anderson.
Nays - Mayor Bruton, Councilmen Greavu, Murdock and
Wiegert.
Motion defeated.
f. Councilman Murdock introduced the following resolution and moved its adoption:

WHEREAS, the City Council has determined that it is necessary and expedient
that the following improvements be made:

1. Open Beam Avenue to White Bear Avenue;
2. Open Lydia Avenue to White Bear Avenue;
3. Open Radatz Avenue to White Bear Avenue;
4. Construct Southlawn from Radatz Avenue to Beam Avenue;
5. Install median in White Bear Avenue at Radatz;
6. Install median from immediately North of Radatz to immediately
South of Woodlyn on McKnight;
7. Install "No Left Turn" signs on McKnight at Radatz.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA,
that the improvement as hereinbefore described is hereby referred to the City
Engineer, and he is instructed to report to the Council with all convenient speed
advising the Council in a preliminary way as to whether the proposed improvement
is feasible and should best be made as proposed, and the estimated cost of the
improvement as recommended.
Seconded by Councilman Greavu. Ayes - Councilmen Greavu, Murdock and -
Wiegert.
Nays - Mayor Bruton and Councilman Anderson.
Motion carried.
g. Councilman Murdock introduced the following resolution and moved its adoption:

WHEREAS, transportation problems exist in Maplewood and North St. Paul in
that area generally bounded by White Bear Avenue, County Road "D ", Bellaire (Helen)
Street and County Road "C "; and
WHEREAS, the City of Maplewood is presently studying the feasibility of the
following actions:
1. Open Beam Avenue to White Bear Avenue;
2. Open Lydia Avenue to White Bear Avenue;
3. Open Radatz Avenue to White Bear Avenue;
4. Construct Southlawn from Radatz Avenue to Beam Avenue;
5. Install median in White Bear Avenue at Radatz;
6. Install median from immediately North of Radatz to immediately south
of Woodlyn Avenue on McKnight;
7. Install "No Left Turn" signs on McKnight at Radatz; and
WHEREAS, the County of Ramsey is upgrading McKnight Road in that area;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA,
that Ramsey eounty be and hereby is informed of the study and is hereby requested
to make provisions in the upgrading of McKnight Road for installation of medians.
Seconded by Councilman Greavu. Ayes - Councilmen Greavu, Murdock and
Wiegert.
Nays - Mayor Bruton and Councilman
Anderson.
Motion carried.
