A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:32 P.M. by Acting Mayor Wiegert.

C. PUBLIC HEARINGS
1. 1977 Budget - Adoption
a. Acting Mayor Wiegert convened the meeting for a public hearing to adopt the
1977 Budget. The Clerk read the notice of hearing along with the dates of public-
ation.
b. Manager Miller presented the staff report.
C. Finance Director Faust presented a five year projected financial forecast.
d. Acting Mayor Wiegert called for persons who wished to be heard. The following
voiced their opinions:
Mr. Tom Fletcher, 2626 Southlawn Drive, representing Maplewood Athletic Assoc.
Mayor Bruton arrived at 8:10 P.M.
Mr. Tom Kansier, Gladstone Fire Department.
e. Mayor Bruton closed the public hearing.
f. Council discussed the following items:
1. Maplewood Athletic Association
Majority of Council to approve $6,500.00.
2. Program Coordinator - Community Services
Majority of Council approve.
3. Clercial help for Fire Marshal
Approved.
4. Engineering Technician
- 1 - 10/5
Delete from Budget. Council directed staff to utilize the Assistant
Engineer and two Technicians already hired.
5. Two Equipment Operators
Approved (2/3 Street; 1/3 Sewer Maintenance; 1/2 Drainage & 1/2 Park
and Recreation).
6. Planning Technician
Leave in budget, but do not hire until Council approves.
Mayor Bruton moved to waive the Rules of Procedures to proceed past meeting deadline.
Seconded by Councilman Wiegert. Ayes - all.
7. Publication of Plan Summary
Leave in Budget, but do not publish until approved.
8. Assistant Fire Marshal - Automobile
Approved.
9. Lieutenant - Police Department
Approved.
10. Suggested Bonus
Reduced to $1,000.00.
11. Shop Truck
Approved.
12. Truck Hoist
Approved.
13. Transportation Plan
Leave in budget.
14. Lube Man
Deleted.
g. Councilman Wiegert introduced the following resolution and moved its adoption:

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MAPLEWOOD, MINNESOTA, that
the following amounts are hereby adopted as the 1977 Budget:
General Fund:
General Government $ 347,835.00
Public Safety $1,636,070.00
Public Works $ 738,820.00
Community Services $ 618,135.00
Community Development $ 119,900.00
Contingency $ 26,135.00

h. Councilman Wiegert introduced the following resolution and moved its adoption:

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MAPLEWOOD, COUNTY OF RAMSEY,
MINNESOTA, that the following sums of money be levied for the current year, col-
lectible in 1977, upon the taxable property in said City of Maplewood, for the
following purposes:
General Fund: $1,933,855.00
Debt Redemption: $ 398,269.00
Planning Fund: $ 40,000.00
Seconded by Councilman Anderson. Ayes - Mayor Bruton, Councilmen Anderson
and Wiegert.
Nays - Councilman Greavu.
Motion carried.
i. Mayor Bruton introduced the following resolution and moved its adoption:

A RESOLUTION PERTAINING TO TAXES LEVIED
FOR DEBT SERVICE REQUIREMENTS OF VARIOUS IMPROVEMENT BONDS
BE IT RESOLVED by the Council of the City of Maplewood, Ramsey County, Minn-
esota, as follows:

1. There is on hand in the following sinking funds excess amounts as indicated
after each fund and such shall be used to pay on the appropriate obligations
of the City, to wit:

In accordance with Minnesota Statutes 475.61 and 273.13, Subd. 19 (3),
(a), (b), (c) and Chapter 297a and Chapter 162 of Minnesota Statutes,
the County Auditor of Ramsey County is hereby authorized and directed
to reduce by the amounts above mentioned the tax that would be otherwise
included in the rolls for the year 1976 and collectible in 1977.
2. It has been determined that the following bond issues have insufficient
projected assets to meet projected liabilities, as required by State
Statute, and the original resolution levying advalorem taxes for such
must be increased in the following amounts, to wit:

In accordance with Minnesota Statute 475.61, Subd. 2, the County Auditor
of Ramsey County is hereby authorized and directed to increase by the
amounts above mentioned the tax that would be otherwise included in the
rolls for the year 1976 and collectible in 1977.
3. Changes setforth in sections one (1) and two (2), above result in a net
reduction of $111,800.00 and are summarized and hereby adopted as Exhibit
"A'. Such amounts shown are the total amounts to be spread on the rolls
in 1976 and collectible in 1977 for each of the bond issues shown, in-
cluding the reductions and increases in levy amounts setforth in sections
one (1) and two (2), above.
4. The City Clerk is hereby authorized and directed to furnish a copy of
this resolution to the County Auditor of Ramsey County forthwith.

D. PRESENTATIONS
1. Delinquent Sewer Rental - Certification
a. Councilman Wiegert introduced the following resolution and moved its adoption:

RESOLVED, that the City Clerk is hereby authorized and directed to certify
to the Auditor of Ramsey County the attached list of delinquent sewer rental
charges said list made a part herein, for certification against the tax levy of
said property owners for the year 1976, collectible in 1977, and which listing
includes interest at the rate of seven (7%) percent on the total amount for one
year.
Total amount to be certified: $31,406.69.
Seconded by Councilman Anderson. Ayes - all.

2. Federal Urban Street Grants
a. Upper Afton Road
1. Councilman Wiegert introduced the following resolution and moved its
adoption:

RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA, that the F.A.U.
project proposed for Upper Afton Road from Century Avenue to McKnight Road
is consistant with and implements the City's comprehensive plan.
Seconded by Mayor Bruton. Ayes - all.
b. Century Avenue
1. Councilman Greavu introduced the following resolution and moved its
adoption:
76 - 10 - 186
RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA, that the F.A.U.
project proposed by the Minnesota Highway Department for T.H. 120 (Century
Avenue) from approximately I -94 to the south junction of Highway 212 (Still-
water Road) implements the City's comprehensive plan.
Seconded by Councilman Wiegert. Ayes - all.
