CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Council Chambers, Municipal Building and was called to order at 7:32 P.M. by Mayor Bruton. B. ROLL CALL Robert T. Bruton, Mayor Present Norman G. Anderson, Councilman Present John C. Greavu, Councilman Present Burton A. Murdock, Councilman Present Donald J. Wiegert, Councilman Present C. APPROVAL OF MINUTES Mayor Bruton moved to approve the Agenda as amended: 1. Parking Lot - Employees 2. Ramsey County League Meeting 3. Maplewood Theatre 4. Gethsemane Park Seconded by Councilman Murdock. Ayes - all. D. PUBLIC HEARINGS 1. License Permit (Used Car Lot) - 2200/2210 White Bear Avenue a. Mayor Bruton convened the meeting for a public hearing regarding the request of Claude Enterprises, Inc, to operate a Used Car Lot at 2200 /2210 White Bear Avenue, The Clerk read the notice of hearing along with the date of publication. b. Manager Miller presented the staff report. C. Mayor Bruton asked if the applicant wished to be heard. He was not in attend- ance. d. Mayor Bruton called for proponents. None were heard. e. Mayor Bruton called for opponents. None were heard. f. Mayor Bruton closed the public hearing. g. Councilman Murdock moved to refer to staff for recommendations for revising ordinance that would control used car lots. Seconded by Mayor Bruton. Ayes - all. h. Councilman Wiegert moved to issue the used car lot license to Claude Enter- prises, Inc. with the stipulation that only two cars be for sale at one time for - 1 - 9/16 reasons that the property is developed for residential rather than commercial usage and parking would be on the property, also if at any time in the future the anulicant wishes to exuand he would have to reauest Council annroval. Seconded by Councilman Murdock. Motion carried. Ayes - Mayor Bruton, Councilmen Greavu, Murdock and Wiegert. Nay - Councilman Anderson. Mayor Bruton recessed the meeting at 7:50 P.M. to reconvene as the Board of Appeals and Adjustments. Mayor Baruton reconvened the meeting at 8:59 P.M. D. PUBLIC HEARINGS 4. Variance (Side Yard Setback) - 750 East Roselawn Avenue - 8:15 P.M. a. Councilman Anderson moved first reading of an ordinance to consider an 8 foot setback for swimming pools instead of 10 feet setback from property lines. Seconded by Mayor Bruton. Councilman Anderson withdrew his motion. Mayor Bruton withdrew his second. b. Councilman Murdock moved staff review the swimming pool ordinance in relation to side yard setback, Section 912.110A to show justification for the required 10 feet. Seconded by Councilman Greavu. Ayes - all. Mayor Bruton moved to recess the Council and reconvene as Board of Appeals and Adjust- ments at 9:16 P.M. Seconded by Councilman Anderson. Ayes - all. Mayor Bruton reconvened the meeting at 9:22 P.M. E. COUNCIL PRESENTATIONS 1. Parking Lot - Employees a. Councilman Anderson commented on the City Hall parking problem, especially for employees. b. Staff to investigate. 2. Ramsey County League Meeting a. Councilman Anderson reported on the League meeting regarding Dutch Elm prob- lems. Comments had been made pertaining to the purchase or lease of a wood chipper or debarker. b. Manager Miller stated staff has looked into a possible joint venture with other municipalities for a debarker in previous years and it didn't work out. - 2 - 9/16 3. Maplewood Theaters a. Councilman Anderson commented on the showing of X Rated movies at the Maplewood Theatre., and feels they should have full time patrol there to check I -Ds. b. Staff will investigate. F. ADMINISTRATIVE PRESENTATIONS 1. Gethsemane Park Layout a. Manager Miller presented the Gethsemane Park layout for Council's opinions. b. Council stated they had no objections. G.
