CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Council Chambers, Municipal Building and was called to order at 7:35 P.M. by Mayor Bruton. B. ROLL CALL Robert T. Bruton, Mayor Present Norman G. Anderson, Councilman Present John C. Greavu, Councilman Present Burton A. Murdock, Councilman Absent Donald J. Wiegert, Councilman Present PUBLIC HEARINGS 1. Assessment Hearing - Beam Avenue Improvement No. 70 -5A 2. Assessment Hearing - Beam Avenue Improvement No. 71 -15 a. Mayor Bruton convened the meeting for a public hearing regarding adoption of the assessment rolls for Beam Avenue Improvements No. 70 -5A and No. 71 -15 (Beam Avenue from White Bear Avenue to Maplewood Drive). The Clerk read the notices of hearing for both improvements along with the dates of publication. b. Manager Miller presented the staff report. c. Director of Public Works Collier presented the specifics of the proposed assess- ment and how the rates were computed. The rates are as follows: Improvement 70 -5A Streets - South Side only Storm Sewer Improvement No. 71 -15 $101.66 per front foot $ .04 per square foot Streets West of Hazelwood $ 40.37 Per Front Foot East of Hazelwood(No. side)$ 50.44 Per Front Foot (So. side)$ 30.30 Per Front Foot Sanitary Sewer -West of Hazelwood Only $21.00 Per Front Foot Bridge West of Hazlewood $12.77 Per Front Foot East of Hazlewood(No.side) $15.61 Per Front Foot (So.side) $ 9.61 Per Front Foot Storm Sewer West of Hazelwood Only $ .05 Per Square Foot d. Mayor Bruton called for proponents. None were heard. e. Mayor Bruton called for opponents. The following were heard: -1- 8/3 1. Richard Schreier, 2125 DeSoto Street (Assessment No. 10, 12, 14, 21 & 27). 2. Francis Husnik, 815 Carla Lane (Assessment No. 24). 3. Jack DeSai, 1855 E. Kenwood Drive 4. Clayton Parks, Attorney representing himself and Mrs. Lorraine Morgan (Assessment No. 9 and 19). 5. Earl Steinbring, 1795 Radatz Avenue (Assessment No. 15). 6. Mrs. Mary Leljedahl, 1815 Radatz Avenue (Assessment No. 17). f. Mayor Bruton closed the public hearing. g. Mayor Bruton stated persons desiring consideration of their assessment should fill out adjustment forms and return them to the City offices within one week. They will be considered at the meeting of August 24, 1976. h. Councilman Greavu moved to table both hearing until August 19, 1976. Seconded by Councilman Anderson. Ayes - Councilmen Anderson and Greavu. Nays - Mayor Bruton, Councilman Wiegert. Motion defeated. i. Councilman Wiegert moved to adopt the assessment rolls for Beam Avenue, Improve- ment No. 70 -5A and Beam Avenue Improvement 71 -15 subject to any corrections made by t Seconded by Mayor Bruton. Motion carried. D. COUNCIL PRESENTATIONS Ayes - Mayor Bruton, Councilmen Anderson and Wiegert. Nays - Councilman Greavu. 1. Diseased Shade Tree Control Assessments a. Mayor Bruton commented on how other municipalities charge assessments for Diseased Shade Tree Control Programs. b. No action taken 2. Beer License a. Councilman Greavu questioned why the ball tournament at Goodrich Park was given a beer permit and commented on parking problems, etc. b. Staff will investigate. E.
