A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:32 P.M. by Mayor Bruton.

Mayor Bruton moved to approve the agenda as submitted.
Seconded by Councilman Greavu.

D. PUBLIC HEARINGS
1. Sidewalk Improvement - White Bear Avenue, Improvement No. 74- 1(7:30 P.M.)
a. Mayor Bruton convened the meeting for a public hearing regarding adoption of
the assessment roll for White Bear Avenue Sidewalk Improvement No. 74 -1. The
Clerk read the notice of hearing along with the dates of publication.
b. Engineering Office Assistant Cass explained the specifics of the proposed
assessment roll and how the rates were computed. The rates for this assessment
are:
Sidewalk - $11.10 per front foot.
Staff recommends deferment of a portion of the assessment on residential property.
C. Mayor Bruton called for persons who wished to be heard for or against the
proposal. The following were heard:
1. Mrs. Albert Linder owned property recently purchased by Ramsey County
Open Space. Requests deferment (Assessment No. 21).
2. Mr. Robert P. Heinbuch, 2847 White Bear Avenue (is a senior citizen -
against assessment), Assessment No. 16.
3. Mr. Robert Johnson, representing Maplewood Mall (asked questions) Assess-
ment No. 8, 9, 11, 12 and 13.
4. Mrs. Esther Schoenberger, 2811 White Bear Avenue (Senior Citizen - against
assessment).
Councilman Murdock arrived at the meeting at 8:01 P.M.
d. Mayor Bruton explained procedures of the assessment hearing. Application for

deferment, adjustment or Senior Citizen deferment are available and should be
returned to City Hall within one weeks time. Council will review them August
19, 1976.
e. Mayor Bruton closed the public hearing.
f. Councilman Wiegert moved to adopt the assessment roll of Sidewalk Improvement
No. 74 -1 subject to any corrections adopted August 19, 1976.
Seconded by Councilman Greavu.
Ayes - all.
2. Street Improvement No. 71 -19 - Beam Avenue, McKnight Road to Bellaire Avenue 7:45 P.M.
a. Mayor Bruton convened the meeting for a public hearing regarding adoption of
assessment roll for Beam Avenue Street Improvement No. 71 -19. The Clerk read the
notice of hearing along with the dates of publication.
b. Director of Public Works Collier explained the specifics of the proposed assess-
ment roll and how the rates were computed. The rates for this assessment are:

Sanitary Sewer Mains
Sanitary Sewer Services
Water Mains
Water Services
Driveways
Sidewalk
$25.74 per front foot
$13.84 per front foot
$268.44 each
$11.00 per front foot
$194.01 each
$191.04 each

It is recommended the assessment roll be accepted.
C. Mayor Bruton explained the procedures of the assessment hearing. Application
for deferment or adjustment are available and should be returned to City Hall with-
in one week. Council will review them August 19, 1976.

3. Street Improvement No. 74 -5 - Ferndale Avenue from Stillwater Road to Maryland Avenue
8:00 P.M.
a. Mayor Bruton convened the meeting for a public hearing regarding adoption of
the assessment roll for Ferndale Avenue. Improvement No. 74 -5. The Clerk read the
notice of hearing along with the dates of publication.
b. Director of Public Works Collier presented the staff report and the proposed
assessment rates.
c. Mayor Bruton explained the procedures of the assessment hearing. Applications
for deferment or adjustment of the assessments are available and should be returned
to City Hall within one week. Council will review them August 19, 1976.

d. Mayor Bruton called for proponents. None were heard.
e. Mayor Bruton called for opponents. The following were heard:
1. Mr. Robert Johnson, attorney representing Mr. Richard Weinhold
(Assessment No. 14), Mr. William Miller (Assessment No. 21) and
Mr. Dan Hoakinson (Assessment No. 15 and 16).
2. Mr. Hans Hagen, Ban Con, Inc. (Assessment No. 557, 58, 59, 60, 61 and 64).
3. Mr. John Harris, 2709 Maryland Avenue (Assessment No. 66).
4. Mr. Roland Vogel, 2674 E. Maryland Avenue (Assessment No. 52).
5. Mr. Richard Kaeder, 2637 E. Geranium (Assessment No. 41).
6. Mr. John Mortenson, 2638 Geranium Avenue (Assessment No. 40).
7. Mr. Len Pepin, 2675 Stillwater Road (Assessment No. 25 and 26).
8. Mr. Dick Christensen, 2682 E. Maryland Avenue (Assessment No. 51).
9. Mr. Bill Lorenz, 2659 Stillwater Road (Assessment No. 24).

f. Mayor Bruton closed the public hearing.
g. Councilman Murdock moved to adopt the assessment roll for Ferndale Avenue
Improvements subject to any corrections made on August 19, 1976.
Seconded by Councilman Greavu. Ayes - Mayor Bruton, Councilmen Greavu,
Murdock and Wiegert.
Nays - Councilman Anderson.
Motion carried.
4. As -Built Plans - Wiensch Townhouse Complex - 8:15 P.M.
a. Mayor Bruton convened the meeting for a public hearing regarding the adoption
of the assessment roll for the Improvement 75 -15 As -Built Plans for Wiensch Town-
house Complex. The Clerk read the notice of hearing along with the dates of public-
ation.
b. Director of Public Works Collier stated the total amount to be assessed is
$1,995.61.
c. Mayor Bruton called for proponents. None were heard.
d. Mayor Bruton called for opponents. None were heard.
e. Mayor Bruton closed the public hearing.

f. Councilman Anderson moved to adopt the assessment roll for Improvement 75-15
As Built Plans for Wiensch Townhouse Complex, subject to any corrections made
August 19, 1976.
Seconded by Mayor Bruton. Ayes - all.
