CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Council Chambers, Municipal Building and was called to order at 7:32 P.M. by Mayor Bruton. B. ROLL CALL Robert T. Bruton, Mayor Present Norman G. Anderson, Councilman Present John C. Greavu, Councilman Present Burton A. Murdock, Councilman Present Donald J. Wiegert, Councilman Present C. UNFINISHED BUSINESS 1. Park Availability Charge - 1976 a. Manager Miller summarized the staff report as given at the meeting of January 22, 1976. b. Assistant Director of Community Services Bruce Anderson spoke on behalf of the proposed increases of the Park Availability Charge. C. Commissioner Bernie Grover, Parks and Recreation Commission, addressed the Council on behalf of the proposal. d. Councilman Anderson moved that the Park Availability Charges remain as they exist and that the charges be reviewed in six months. Seconded by Councilman Murdock Motion carried. D. ADMINISTRATIVE PRESENTATIONS 1. Salaries a. Department Heads Ayes - Councilmen Anderson, Murdock and Wiegert. Nays - Mayor Bruton and Councilman Greavu. 1. Manager Miller reviewed the staff report. 2. Councilman Anderson moved to approve a $140.00 increase per month, effective January 1, 1976 for the City Manager, Finance Director, City Clerk, Personnel Officer, Director of Public Safety, Director of Public Works, Director of Community Development, and Director of Community Ser- vices and the recommendations as given in the staff report with the under- standing there will be further reports submitted at a later date. - 1 - 1/29 Seconded by Mayor Bruton. Motion carried. b. Other Non -Union Personnel Ayes - Mayor Bruton, Councilmen Anderson, Murdock and Wiegert. Nays - Councilman Greavu. 1. Manager Miller presented the proposed salaries for the Deputy Police Chief, Police Lieutenant, Fire Marshal, Deputy Health Officer, Emergency Preparedness Director, City Manager's Secretary. In addition to the sal- aries it is recommended that $5,000 additional life insurance be provided at City cost. Also, the educational incentive pay for the Deputy Police Chief and Police Lieutenant has been eliminated. 2. Manager Miller further stated he has met with the Police Sergeants representatives and have agreed to recommend a 9% increase in the Sergeant's pay scales plus the provision of an additional $5,000 life insurance bene- fits plus the increase of educational incentive pay to the 320 settlement level. 3. Mayor Bruton moved to approve the salary increases and benefits, effect- ive January 1, 1976 for the Deputy Police Chief, Police Lieutenant, Police Sergeants, Fire Marshal Deputy Health Officer Emergency Preparedness Dir- ector, City Manager's Secretary as recommended by the Manager. Seconded by Councilman Wiegert. Ayes - Mayor Bruton, Councilmen Anderson, Murdock and Wiegert. Nays - Councilman Greavu. Motion carried. 2. Joint Negotiations - 49'ers a. Manager Miller presented the staff report. b. Mayor Bruton introduced the following resolution and moved its adoption: 76 -1 -28 WHEREAS, the City of Maplewood is being represented at its request in negot- iations with I.U.O.E., Local No. 49 by the Metropolitan Area Management Association Management Bargaining Committee; and WHEREAS, I.U.O.E., Local No. 49 has requested and was granted mediation re- garding 1976 contract negotiations; and WHEREAS, I.U.O.E., Local No. 49 has petitioned the Bureau of Mediation Ser- vices to certify that an impasse exists; and WHEREAS, the Bureau of Mediation Services has certified that an impasse does exist and has requested final positions; and WHEREAS, under Minnesota Statutes annoted 179.79, Subd. 5, the option of sub- mitting to binding arbitration or not to submit to binding arbitration is available - 2 - 1/29 when an impasse exists with organized, non - essential employees; and WHEREAS, it has been determined that employees represented by I.U.O.E., Local No. 49 are non - essential; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MAPLEWOOD: That the Metropolitan Area Management Association Management Bargaining Committee is hereby authorized to continue to represent the City of Maplewood in continuing negotiations with I.U.O.E., Local 49, and further directs the Management Bargaining Committee not to submit to binding arbitration. BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MAPLEWOOD that the Metropolitan Area Management Association Bargaining Committee is hereby urged to work deligently towards a settlement that is fair and equitable to the Municipalities and to their employees. BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and directed to file a copy of this resolution in the Office of the City Manager, White Bear Lake, Minnesota. Seconded by Councilman Wiegert. Ayes - Mayor Bruton, Councilmen Murdock and Wiegert. Nays - Councilmen Anderson and Greavu. Motion carried. c.
