CALL TO ORDER - The Counci]/Manager meeting of the Maplewood City Council was held in Conference Room A, City Hall. The meeting was called to order by Mayor Gary Bastian at 5:32 p.m. B. ROLL CALL Mayor Gary Bastian Present Councilperson Dale Carlson Present Councilperson Fran Juker Present Councilperson George Rossbach Present Councilperson Joseph Zappa Present Others Present: City Manager Michael McGuire Assistant City Manager Gretchen Maglich Human Resource Director Gail Blackstone C. APPROVAL OF AGENDA The agenda was amended as follows: J) D) I-Team . E) NEST F) LRT'/RTB G) Mayor's Forum Update Mayor Bastian moved that the agenda be approved as amended The motion was seconded by Councilperson Zappa. Ayes: All D. LABOR NEGOTIATION STRATEGIES FOR 1991 City Manager McGuire and Human Resource Director Blackstone presented a staff report regazding strategies for negotiating 1991 contracts with the City's bargaining units. E. SALARY RANGES City Manager McGuire presented a report concerning proposed salary ranges and a compensation plan for the non-union employees. It was the consensus of the Council that they would review the material in greater detail, prepare comments, and meet with the City Manager at a later date before yeaz-end to complete the discussion. F. FLEXIBLE BENEFITS Human Resource Director Blackstone presented the staff report about flexible benefits. Three different degrees of flexible benefit programs were discussed -premium only plan which is currently in effect, flexible spending accounts, and the full flexible benefit program or cafeteria plan. It was the consensus of the Council to not go forwazd with any changes in the current benefit program at this time. G. MANAGEMENT PERFORMANCE EVALUATIONS City Manager McGuire presented a draft performance evaluation form for City Council use to assist the City Manager with the evaluation of the department heads' work performance. After some discussion, it was the consensus of the Council to fill the forms out for each department head on a quarterly basis. The City Manager will use this confidential information in a manner he sees appropriate; however, the employee will not have access to the actual completed forms. The forms will be distributed to the City Council on a quarterly basis. H. MANAGEMENT LETTER FROM PEAT/MARWICK City Manager McGuire presented his recommendations and proposed actions in response to the recommendations made in the Management Letter from Peat/Marwick's 1989 Annual Financial Audit Report. Councilmember Zappa moved that the recommendations as set forth by City Manager McGuire be accepted. The motion was seconded by Councilperson Rossbach. Ayes: All I. UPCOMING MEETINGS City Manager McGuire presented the following meeting schedule for the remainder of 1990: Thursday, November 8, 1990 Pre-agenda meeting is canceled. Thursday, November 15, 1990 4:30 p.m., City Council meeting, Council Chambers 7:00 p.m., 1991 Budget Hearing, Council Chambers Monday, November 19, 1990 5:00 p.m., Council/Manager meeting for discussion of Police Study and Salary Ranges, Maplewood Room 7:00 p.m., Budget Hearing (if necessary) Community Center Advisory Committee's Recommendation, Maplewood Room. Monday, December 24, 1990 - Regular City Council meeting canceled Thursday, December 27 ,1990 4:30 p.m., City Council meeting, Council Chambers Mayor Bastian moved that the meeting schedule be accepted as presented. The motion was seconded by Councilperson Zappa. Ayes: All J. OTHER BUSINESS A) Driveway Lighting Assistant City Manager Maglich presented four different styles of light fixtures and the prices for installation along the City Hall driveway. It was the consensus of .the Council to address this item in the spring/summer when more landscaping on the City Hall grounds may take place. B) City Flag Assistant City Manager Maglich presented a brief description of a proposed City flag and the cost. It was the consensus of the Council to have staff bring back two different logo = designs for the flag for Council consideration. C) Front Door Logo Assistant City Manager Maglich displayed two different types of materials for the manufacture of a maple leaf logo to be _ mounted above the front door of City Hall. Staff was directed to investigate using the car decals. D) I-Team City Manager McGuire updated the City Council on Channel 4 I-Team's investigation of the building inspections of two homes in Maplewood. E) and F) NEST and LRT/RTB Councilperson Zappa asked for clarification on a single Councilperson's ability to represent the wishes of the entire Council when he or she is serving on behalf of the City at the. committee level. It was the consensus of the Council that Councilpersons serving on committees should provide regular timely updates to the entire Council. This would allow the Council to discuss their formal position on a topic, take a particular stance, and then direct the individual Councilperson to carry that position back to the committee. G) Mayor's Update Mayor Bastian summarized residents' service requests that he received at his Mayor's Forum on Saturday, November 3rd. K. ADJOURNMENT The meeting was adjourned at 9:59 p.m.
