MINUTES OF THE MAPLEWOOD CITY COUNCIL

A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was- 'rheld in the
Council Chambers, Municipal Building and was called to order at 7:30 P.M. by
Mayor Bruton.

C. APPROVAL OF AGENDA
Mayor Bruton moved to approve the Agenda as amended:
1. Change Item D -3 to D -2
2. Paramedics
3. Metro Association
4. Diseased Trees
Seconded by Councilman Anderson. Ayes - all.
Mayor Bruton recessed the meeting to convene as the Board of Appeals and Adjustments
at 7:33 P.M.
Mayor Bruton reconvened the meeting at 8:44 P.M.
D. PUBLIC HEARINGS
2. Street Vacation - Tierney Avenue (8:00 P.M.)
a. Mayor Bruton convened the meeting for a public hearing to hear a request to
vacate Tierney Avenue from Lakewood to Myrtle Street. The Clerk read the notice
of hearing along with the dates of publication.
b. Director of Community Development Bob Reed presented the staff report with
the recommendation that the proposed street vacation be denied,
c, Chairman Les Axdahl presented the Planning Commission recommendation:
"Commissioner Kent moved that the Commission recommend to the City Council that
the street vacation of Tierney Avenue be denied, because of the planning consider-
ation in the August 14, 1975 memorandum to the City Manager.
Commissioner Kishel seconded. Motion carried. Ayes - all."

d. Mayor Bruton called for persons who wished to be heard for or against the
proposal. The following persons expressed their views:
Mr. Robert Foster, 1866 Lakewood Drive;
Mr. Robert Dreger, 1869 Lakewood Drive.
e. Mayor Bruton closed the public hearing.
f. Councilman Anderson moved to deny the request for vacation of Tierney
Avenue between Myrtle Street and Lakewood Drive.
Seconded by Councilman Wiegert.
Motion carried.

3. Storm Sewer Improvement - Larpenteur Avenue, McKnight Road, Ripley Avenue

a. Mayor Bruton convened the meeting for a public hearing regarding the proposed
construction of a storm sewer in the area bounded by Larpenteur Avenue, McKnight
Road, Ripley Avenue (extended), Beebe Road. The Clerk read the notice of hearing
along with the dates of publication.
b. Mr. Sohn Dickson, Barr Engineering, presented the staff report.
c. Chairman Les Axdahl presented the following Planning Commission recommendation:
"Mr. Disselkamp moved and Mr. Kishel seconded that the Commission recommend
approval of the feasibility study relating to the storm sewer project.
Motion carried - ayes all."
d. Mayor Bruton called for persons who wished to be heard for or against the
proposal. The following persons expressed their views:
Mr. Bill Howard, 2169 E. Larpenteur Avenue;
Mr. Harold Munson, 2135 E. Larpenteur Avenue;
Mrs. Bill Howard, 2169 E. Larpenteur Avenue;
Mr. Ed Truax, 1702 Howard Street;
Mr. C. W. Willard, 2225 E. Larpenteur Avenue.
e. Mayor Bruton closed the public hearing.
f. Councilman Anderson moved to recommend to a future council that this project
assessment rate be $.025 per square oot for residential property and introduced
the following resolution and moved its adoption:

WHEREAS, after due notice of public hearing on the construction of storm
sewers, appurtenances, and necessary street reconstruction in that area bounded
by Larpenteur Avenue, McKnight Road, Ripley Avenue (extended) and Beebe Road,
a hearing on said improvement in accordance with the notice duly given was duly
held on September 16, 1975, and the Council has heard all persons desiring to
be heard on the matter and has fully considered the same:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA,
as follows:
1. That it is advisable, expedient, and necessary that the City of
Maplewood construct storm sewers, appurtenances, and necessary street
reconstruction in that area bounded by Larpenteur Avenue, McKnight Road,
Ripley Avenue (extended) and Beebe Road as described in the notice of
hearing thereon, and orders the same to be made.
2. The City Engineer is designated engineer for this improvement and
is hereby directed to prepare final plans and specifications for the
making of said improvement, and is authorized to engage the services of
Barr Engineering Company as needed.
3. This improvement is hereby designated to be a part of Maplewood
Project No. 75 -6.
Seconded by Councilman Wiegert.
Councilman Wiegert moved to delete the reference to assessment rate of $.0
from the previous motion.
Seconded by Mayor Bruton. Ayes - Mayor Bruton, Councilmen Greavu and
Wiegert.
Nays - Councilman Anderson.
Motion carried.
Vote now taken on original motion. Ayes - all.
E. COUNCIL PRESENTATIONS
2. Paramedics
Councilman Greavu moved to obtain patches for the paramedics to wear so people
can identify them.
Seconded by Councilman Wiegert. Ayes - all.
3. Metro Association
Councilman Wiegert stated that at the last meeting of Ramsey League Board, it was
called to their attention that in Metro Association, Ramsey County is noticably
under represented on the Metro Association Board.
