A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the
Council Chambers, Municipal Building and was called to order at 7 :30 P.M. by Mayor
Bruton.

Mayor Bruton moved to approve the Agenda as amended:
1. Driveway - McKnight Road
2. Archery Court

Seconded by Councilman Murdock. Ayes - all.
D. PUBLIC HEARINGS
1. Board of Appeals and Adjustments
Mayor Bruton recessed the meeting at 7:30 P.M. to reconvene as the Board of
Appeals and Adjustments.
Mayor Bruton reconvened the meeting at 8:36 P.M.

E. COUNCIL PRESENTATIONS
1, Driveways - McKnight Road
Ayes - all.
s Council Presentations
a. Councilman Murdock questioned what is happening regarding the completing of
driveways in the Robert Tilsen Maplewood Heights Addition on McKnight Road. He
was informed the money is being held in escrow.
b. Staff will investigate,

2. Archery Courts
a. Councilman Murdock questioned if something could be done to relocate the
Archery Courts temporarily. The interceptor sewer line is being constructed
through the courts.
b. Staff will investigate.
3. Letter of Support - John Milton
a. Councilman Anderson presented an article pertaining to Senator John Milton
and his committee to review nursing homes. He feels the Council should send
him a letter of support.
b. Councilman Anderson moved that a letter of support be forwarded to Senator
John Milton.
Seconded by Councilman Greavu. Ayes - all.
D. PUBLIC HEARINGS (continued)
2. Zone Change (FR to LBC) - South Side of Beam Avenue, East of White Bear Avenue
(8:45 P.M.)
a. Mayor Bruton convened the meeting for a public hearing on a request for a
zone change from FR to LBC on property legally described as the east 230 feet
of the north 325 feet of that part of the SW 1/4 of Section 2, Township 29,
Range 22, lying east of the center line of White Bear Avenue. The Clerk read
the notice of hearing along with the date of publication.
b. Manager Miller stated the applicant seeks a rezoning to LBC for the easterly
230 feet of his property. The area in question was recently the subject of a
plan change to LSC to bring ti into conformance with the Comprehensive Plan and
with the existing zoning of the remainder of the property. It is therefore re-
commended that the zone change be approved.
c. Chairman Les Axdahl presented the following Planning Commission recommendation:
"Commissioner Fischer moved that the Commission recommend to the City Council that
in as much as the Rm area which remains will provide sufficient buffering from
the low density areas, and that the one point of contact is insignificant as long
as implementation includes LBC type zoning, it is recommended that the proposed
plan change from Rm to LSC for the easterly 230 feet of the subject property be
approved.
Commissioner Kent Seconded.
Voting on the motion: Ayes - Commissioners Kent, Waldron, Axdahl, Fischer, Kishel,
Barrett, Disselkamp, Prew; Nay - Commissioner Howard."
d. Mr. Clarence Kiesling, the applicant, was in attendance at the meeting.
e. Mayor Bruton called for persons who wished to be heard for or against the
zone change. None were heard.

f, Mayor Bruton closed the public hearing,
g. Councilman Wiegert moved First Reading of an ordinance approving the zon
change from FR to LBC the property described as the E 230 feet of the N 325
feet of that part of the SW 1/4 of Section 2, Township 29, Range 22, lying E
of the Center Line of White Bear Avenue.
Seconded by Councilman Greavu. Ayes - all,
Mayor Bruton recessed the meeting at 8:50 P.M,
Mayor Bruton reconvened the meeting at 9:00 P.M.
3. Street Improvement (Curb and Gutter) - County Road D between White Bear Avenue
and Hazelwood Street (9:00 P.M.)
a, Mayor Bruton convened the meeting for a public hearing regarding the proposed
improvement of County Road D from White Bear Avenue and Hazelwood Street by way
of concrete curb and gutter. The Clerk read the notice of hearing along with the
dates of publication.
b, Mr. Wayne Leonard, Ramsey County Engineering Department, presented the specifics
of the proposal,.
c. Mayor Bruton called for persons who wished to be heard for or against the
proposal, None were heard.
d. Mayor Bruton read a letter from Mr. H. W. Tousley, Jr, stating he was in favor
of the improvement,
e. Mayor Bruton closed the public hearing.
f. Councilman Anderson introduced the following resolution and moved its adoption:

WHEREAS, after due notice of public hearing on the construction of concrete
curb and gutter on County Road "D" between White Bear Avenue and Hazelwood Street,
a hearing on said improvement in accordance with the notice duly given was duly
held on July 24, 1975, and the Council has heard all persons desiring to be heard
on the matter and has fully considered the same;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA,
as follows:
1. That it is advisable, expedient, and necessary that the City of Maplewood
construct concrete curb and gutter on County Road "D" between White Bear Avenue
and Hazelwood Street as described in the notice of hearing thereon, and orders
the same to be made.
2. This improvement is hereby designated to be part of Improvement No, 74 -11,
Seconded by Councilman Greavu, Ayes - all.
