CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Cafe - torium, Hillside Jr. High School and was called to order at 7:03 P.M. by Mayor Bruton. B. ROLL CALL Robert T. Bruton, Mayor John C. Greavu, Councilman Donald J. Wiegert, Councilman Norman G. Anderson, Councilman Burton A. Murdock, Councilman C. PUBLIC HEARINGS Present Present Present Present Arrived at 7:07 P.M. 1. Construction of Master Meter Water System a. 7:00 P.M. Basic Master Meter Water System 1. Mayor Bruton convened the meeting for a public hearing on the construction of the Basic Master Meter Water System. Manager Miller read the notice of hearing along with the dates of publication. 2. Mr. James Wiley, Kirkham, Michael and Associates, presented the staff re- port including the specifics of the proposed improvement. Approximate cost for the entire improvement is $10,300,000.00. Assessments would be approximate- ly $13,00 a front foot plus a $500.00 service connection. 3. Mayor Bruton called for persons who wished to be heard regarding the pro- posal. The following persons were heard: F. A. Bowman, 2550 E. Minnehaha (opposed); Mrs. Vernon Hughes, 817 Kenwood Lane (asked questions as to whether or not she would be assessed); William Howard, 931 E. County Road C (wished to know exact costs); Robert Deverell, 755 Meyer Street (wished to know connection charge); Charles Mazzola, 2112 Arcade Street (wished to know about deferments); Donal Kimble, 679 Ferndale (they already have water line on other end of lot; states he has been assessed for footage he does not have; staff to investigate); Bernard M. Mehr, 687 Ferndale (is opposed to system that is proposed); Walter Robbins, 2277 Stillwater Avenue(proposed a new method of assessment to reduce charge); Elmer Stanke, 910 E. County Road C (opposed; also spoke for his mother as being opposed); John Cicha, 798 McKnight (opposed); Leonard Renslow, 1038 Bartelmy Lane (opposed); Norman Marks, 1838 N. Jackson (already has water, hopes Council does not pass this, is opposed); 1 - 4/10 Frank Spencer, 1835 Jackson (opposed); Chris Price, 934 E. County Road C (opposed); Roy Wicklund, 1999 W. Kenwood Drive (opposed); Joe Buelow, 2020 Arcade Street (does not think people who do not benefit should be assessed; also spoke for Ron Owens); Jim Jensen, 1464 N. McKnight Road (opposed); J. Beutel, 1057 Mary Street (opposed); C. H. Danielson, 1941 Arcade (opposed and wished to know the engineering costs so far); Ray Horwath, 1540 McKnight Road (opposed); Lucille Watt, 839 Bartelmy Lane (opposed); Marvin Reitz, 113 E. Roselawn (opposed). b. 8:30 P.M. Geranium Street from Ferndale Street to Century Avenue. c. 8:45 P.M. Radatz Avenue from Southlawn Drive to White Bear Avenue. d. 9:00 P.M. VanDyke Avenue from Hazel Street from County Road B to Cope Avenue. e. 9:15 P.M. Abel Street from Larpenteur Avenue to Kingston Street; Beaumont Street from Kingston Avenue south to dead -end; Kingston Avenue from Gurney Street to Beaumont Street; Fenton Street from Jackson Avenue to Beaumont Street. - 1. Manager Miller read the notices of hearing along with the dates of public- ation. 2. Mayor Bruton presented the following Planning Commission recommendation: "Commissioner Prew moved that the Commission recommend to the City Council that since it is the Councils present intent to pursue the Master Meter Water System concept that the proposed water system, Improvement 74 -10, as presented, would be an appropriate method of accomplishing that concept. Commissioner Kishel seconded. Ayes - 6 Nays - 2." 3. Mr. James Wiley, Kirkham, Michael and Associates, presented the staff re- port including the specifics of the proposed improvements. 4. Mayor Bruton called for persons who wished to be heard regarding the pro- posed Improvement. The following were heard: Geranium Street Mr. Richard Kaeder, 2637 E. Geranium Street (opposed); Mr. John Mortensen, 2638 E. Geranium Street (opposed). Presented a petition signed by 11 property owners on Geranium Street opposing the proposal; Mr. George Nistler, 2692 E. Geranium Street (opposed); Mayor Bruton read the petition from the property owners on Geranium Street. Radatz Avenue Mr. Eugene Whyte, 1850 Radatz Avenue, stated he is authorized to speak for five property owners on Radatz Avenue who are all opposed. They are the following: - 2 - 4/10 LeRoy Peters, 1845 Radatz Avenue; Lucille Huber, 1848 Radatz Avenue; David Germain, 1851 Radatz Avenue; Richard Polta, 1900 Radatz Avenue; Oral K. Jordon, 1905 Radatz Avenue. Mrs. Esther Schoenberger, 2811 White Bear Avenue (opposed); Mrs. Lloyd Soderberg, 1800 Radatz (opposed); Earl Steinbring, 1795 Radatz (opposed); Fred Plessel, 1809 Radatz (opposed); Mary Liljedahl, 1815 Radatz (opposed); Richard Leko, 1890 Radatz (opposed). VanDyke at Hazel Don Renneke, 2010 Clark Street, Vice President of Kinderhaus, 2251 VanDyke, presented a petition of owners who abut VanDyke, 69% are opposed and only 31% are in favor, which represents a 2 to 1 ratio against the proposal. He recom- mends water be defeated. Jackson Street Area Mr. Len Rudie, 87 Kingston Avenue (opposed); Mr. Wilbur D. Showers, 1719 Abel Street (opposed); Mr. Norman Lindblom, 1735 Abel Street (opposed); Mr. Roy Muscaletto, 1736 Gurney Street (opposed); Mr. Grant Lindblom, 1715 Abel Street (opposed); Mr. Jerome Saumer, 1719 Beaumont Street (opposed). f. 9:30 P.M. Phalen Place from Frost Avenue to Sophia Avenue; Sophia Avenue from Phalen Place to Edward Street; Fenton Avenue from Phalen Place to Walter Street; Walter Street from Fenton Avenue to Gordon Street; Ripley Avenue from Gordon Street to East Shore Drive; Frisbie Avenue from English Street to Frank Street; Frank Street from Frisbie Avenue to Ripley Avenue; East Shore Drive from Lar- penteur Avenue to Phalen Place. 1. The following were heard: Mr. Theodore Buckholtz, 1884 Phalen Place (opposed); Mr. Herman Anderson, 1844 Walter Street (opposed); Mr. Gordon Youngren, 1082 Fenton Avenue (opposed); Mr. Robert Poltzer, 1852 Walter Street (opposed); Mr. Philip Palmquist, 1814 Walter Street (opposed); Mr. James Drexler, 1175 Ripley Avenue (opposed). g. Mayor Bruton closed the public hearing. h. Councilman Wiegert moved that the proposed water improvement for Geranium Street - 3 - 4/10 from Ferndale Street to Century Avenue and Radatz Avenue from Southlawn.Drive to White bear Avenue be deleted from the project. Seconded by Councilman Anderson. Ayes - all. J. Councilman Greavu moved to deny the entire Water Improvement 74 -10. Motion died for lack of a second. j.
