CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Cafetorium, John Glenn Jr. High School and was called to order at 7:35 P.M. by Mayor Bruton. ROLL CALL Robert T. Bruton, Mayor Present John C. Greavu, Councilman Present Donald J. Wiegert, Councilman Present Norman G. Anderson, Councilman Present Burton A. Murdock, Councilman Present C. PUBLIC HEARINGS 1. County Ditch 17 a. Mayor Bruton convened the meeting for a public hearing regarding the improvement of County Ditch 17. The Manager read the notice of hearing along with the dates of publication. b. Director of Public Works Collier presented the staff report and the specifics of the proposed improvement. The approximate area to be assessed includes: from Hazelwood Avenue on the West to McKnight Road on the East; T.H. 36 on the North to Larpenteur Avenue on the South. Total estimated cost of said improvement is $684,000.00. Approximate assessment is $.02' per square foot for residential and $.05 per square foot for commercial. C. Consulting Engineer John Dixon, Barr Engineering, presented slides and dis- cussed the assessing of the property and the purchase of flowage rights by the City. d. Chairman Les Axdahl presented the following Planning Commission recommendation: "Commissioner Kishel moved that the Planning Commission recommend to the City Council acceptance of this feasibility report as the project is needed and said project be ordered. Commissioner Prew Seconded, Ayes - all." e, Mayor Bruton called for persons who wished to be heard for or against the pro- posed improvement. The following persons expressed their opinions: Mr. Jerry Odgren, Ryan Equipment Company; Mr. Hugh Boyd, 1686 So. Rosewood Avenue; Mr. Tony Wicklander, 1884 E. County Road B; Mr. Thure Johnson, 1755 E. Burke Avenue; - 1 - 3/13 Mr. Mr. Mr. Mr. Mr. Mr. Mrs Mr. Mr. Mr. Bill Thompson, 1939 Fland-rau Street; Floyd Munkelwitz, 1884 Furness Street; Roger Krummel, 1638 Frost_ Avenue; Louis Miller, 1685 South Rosewood Avenue; Wally Law, 1677 South Rosewood Avenue; Carl Kircher, 1709 Mdhite Bear Avenue; Elsie Johansen, 1763 White Bear Avenue; Bruce Anderson, 1870 Maryknoll Avenue; Don Chappin, Ramsey County Engineering Department; Edward Kive1, 1880 Maryknoll Avenue. f. Mayor Bruton closed the public hearing. g. Council requested a study to investigate the possibility of extending the culvert under White Bear Avenue south of the RR Tracks. h. Councilman Anderson introduced the followi 75 -3 -46 resolution and moved its adoption: WHEREAS, after due notice of public hearing on the construction of storm sewers and appurtenances and necessary street recons4,ruction in an area bounded by Hazelwood Street on the West, T.H. 36 on the North, McKnight Road on the East and Larpenteur Avenue on the South, a hearing on said improvement in accordance with the notice duly given was duly held on March 13, 1975, and the Council has heard all persons desiring to be heard on the matter and has fully considered the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA, as follows: 1. That it is advisable, expedient, and necessary that the City of Maplewood construct storm sewers, appurtenances and necessary street reconstruction within the drainage area of County Ditch #17 which lies within the area described in the notice of hearing thereon, and orders the same to be made. 2. The City Engineer is designated engineer for this improvement and is hereby directed to prepare final plans and specifications for the making of said improvement, and is hereby authorized to engage the services of Barr Engineering Company to accomplish same as required. 3. This improvement is hereby designated Improvement Number 74 -18 and Project 71 -1.4, County Ditch #17 Cleanup, is hereby designated a portion of this project. Seconded by Councilman Wiegert. D.
