A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:32 P.M. by Mayor Bruton.

1. Zone Changes - Beam Avenue (continued from August 8, 1974)
a. Manager Miller presented the staff report and further commented that staff's
position remains as supportive of the recommendations of the Comprehensive Plan.
Proponents of commercial zoning have not established any error in the Plans original
proposals or any change in characteristics other than the assessments. It continues
to be staff's position that zoning is not the proper tool for payment of public im-
provements and its use as such may establish an undesirable precedent.
b. Commissioner Batie presented the following Planning Commission recommendation:
"Commissioner Batie moved that the Planning Commission recommends to the City
Council that the rezoning of Beam Avenue as previously recommended by the Plan-
ning Commission be reaffirmed.
Commissioner Barrett seconded. Motion carried - Ayes 5 Nays 2 ".

D. COUNCIL PRESENTATIONS
1. Mayor Bruton stated there is scheduled a meeting January 16; 1975, 1:30 P.M. in the
Metro Council Chambers regarding the Metropolitan Development Guide.
2. Mayor Bruton questioned a interceptor that was approved for Beam Avenue.
Director of Public Works Collier explained that it was a sewer interceptor that
was installed.
3. Mayor Bruton stated he received notification from Senator Milton relative to a meet-
ing November 25, 1975 on the planning for Community Services.
4. Mayor Bruton received notification from League of Minnesota Municipalities that there
will be a meeting November 23, 1974 at 10:00 A.M. at the St. Paul Hilton concerning
N.S.P. rates.
5. Mayor Bruton stated the Northeast Area Chamber of Commerce is requesting , for street
improvements, items 2, 9 and 10 of their letter.

7. Councilman Anderson commented on his concern for the need for lights on White Bear
Avenue by the Cope Avenue intersection.
8. Councilman Greavu commented on the article regarding Mrs. Gill. He felt it could
have been written differently.
E. ADMINISTRATIVE PRESENTATIONS
1. Manager Miller stated Hal Norgard would like to meet with our Council and the Council
of North Saint Paul in a joint session. November 20, 1974 is the suggested date.
Council instructed Manager Miller to see if the meeting could be held November 19th
or 26th.
